The struggle for democracy of Nobel Peace Prize Laureate Daw Aung San Suu Kyi and other political prisoners since 1988 has captured the imagination of people around the world. The strength of Buddhist monks and their Saffron Revolution in 2007 brought Burma to the international community’s attention yet again. But a lesser known story—one just as appalling in terms of human rights—has been occurring in Burma over the past decade and a half: epidemic levels of forced labor in the 1990s, the recruitment of tens of thousands of child soldiers, widespread sexual violence, extrajudicial killings and torture, and more than a million displaced persons. -

Weekly Briefing Note Southeastern Myanmar 22 - 28 May 2021 (Limited Distribution) This weekly briefing note, covering humanitarian developments in Southeastern Myanmar from 22 to 28 May, is produced by the Kayin Inter-Agency Coordination of the Southeastern Myanmar Working Group. Highlights • The humanitarian situation severely deteriorated throughout Kayah State, especially in Loikaw and Demoso Townships over the week and has resulted in the displacement of more than 70,000 people since 20 May 2021. • Clashes between the Karen National Union (KNU) and Myanmar Military Forces (MAF) continued in Kayin State and Eastern Bago. • Armed conflict, movement restrictions, landmine risks and displacement continue to severely impact communities, particularly in socio-economic terms. Commodity prices have increased, unemployment is high, and local populations are unable to continue their livelihoods activities. • In areas where fighting is more sporadic, Internally Displaced Populations (IDPs) remain in hiding due to the unpredictability of the situation and fear of further attacks, particularly airstrikes. • Displaced populations continue to have limited access to food, shelter, hygiene and sanitation. Humanitarian Situation The security situation continues to be tense in southeastern Myanmar with indiscriminate mortar shelling, deployment of armed forces and explosions in various locations. Intensified clashes were particularly observed in Kayah State, eastern Bago Region and Kayin State during the week. In Kayin State, clashes between the Karen National Union (KNU) and the Myanmar Armed Forces (MAF) were observed in Ma Htaw and Khway Thay villages in Hpapun Township on 21 and 22 May 20211 2 3 and in Wah Lu, Mae Waing, Hpar Loh Doh and Hpar Loh Pho areas, as well as on the road between Hpapun and Ka Taing Ti in Hpapun Township on 24 and 25 May 2021.4 5 Two landmine incidents were reported from Hpapun Township, near War Tho Kho village, on the road between Kamamaung and Hpapun on 24 and 25 May 2021. -

Aung San Suu Kyi (1945 - ) Major Events in the Life of a Revolutionary Leader All terms appearing in bold are included in the glossary. 1945 On June 19 in Rangoon (now called Yangon), the capital city of Burma (now called Myanmar), Aung San Suu Kyi was born the third child and only daughter to Aung San, national hero and leader of the Burma Independence Army (BIA) and the Anti-Fascist People’s Freedom League (AFPFL), and Daw Khin Kyi, a nurse at Rangoon General Hospital. Aung San Suu Kyi was born into a country with a complex history of colonial domination that began late in the nineteenth century. After a series of wars between Burma and Great Britain, Burma was conquered by the British and annexed to British India in 1885. At first, the Burmese were afforded few rights and given no political autonomy under the British, but by 1923 Burmese nationals were permitted to hold select government offices. In 1935, the British separated Burma from India, giving the country its own constitution, an elected assembly of Burmese nationals, and some measure of self-governance. In 1941, expansionist ambitions led the Japanese to invade Burma, where they defeated the British and overthrew their colonial administration. While at first the Japanese were welcomed as liberators, under their rule more oppressive policies were instituted than under the British, precipitating resistance from Burmese nationalist groups like the Anti-Fascist People’s Freedom League (AFPFL). In 1945, Allied forces drove the Japanese out of Burma and Britain resumed control over the country. 1947 Aung San negotiated the full independence of Burma from British control. -

In December 2018, Congress passed the Asia Reassurance Initiative Act of 2018 (P.L. 115-409), which prohibits funding for International Military Education and Training (IMET) and Foreign Military Financing (FMF) Program in Burma for fiscal years 2019 through 2023. Major Developments in Burma At the end of 2018, an estimated one million Rohingya, most of whom fled atrocities committed by Burma’s military (Tatmadaw) in late 2017, remained in refugee camps in Bangladesh, unable and unwilling to return to Burma’s Rakhine State given the current policies of the Burmese government. Also in 2018, fighting between Burma’s military and various ethnic armed organizations (EAOs) escalated in Kachin and Shan States, and spread into Chin, Karen (Kayin), and Rakhine States, while efforts to negotiate a nationwide ceasefire stalled. The Rohingya Crises Continue More than 700,000 Sunni Rohingya fled to Bangladesh in late 2017, seeking to escape Tatmadaw forces that destroyed almost 400 Rohingya villages, killed at least 6,700 Rohingya (according to human rights groups and Doctors Without Borders), and sexually assaulted hundreds of Rohingya women and girls. The successful planning and implementation of the census activities, followed by the timely release of the provisional results in August 2014 and now the main results in May 2015, is a clear testimony of the Government’s resolve to publish all information collected from respondents in accordance with the Population and Housing Census Law No. 19 of 2013. It is my hope that the main census results will be interpreted correctly and will effectively inform the planning and decision-making processes in our quest for national development. The census structures put in place, including the Central Census Commission, Census Committees and Offices at all administrative levels and the International Technical Advisory Board (ITAB), a group of 15 experts from different countries and institutions involved in censuses and statistics internationally, provided the requisite administrative and technical inputs for the implementation of the census. -

Developments after the Nationwide Ceasefire Agreement, from January to December 2016 th August 19 , 2017 Field Report August19, 2017 / KHRG #17-1-F1 Dooplaya Field Report: January to December 2016 This field report provides the analysis of the regional situation in Dooplaya District, southeast Myanmar, between January and December 2016. It includes information submitted by KHRG community members on a range of human rights violations and other issues including the military situation and ceasefire concerns, violent abuse, drug usage, development projects, land issues, health and education, and refugee issues. • According to the information listed in a number of reports, during 2016 villagers in Dooplaya District are still concerned about the military situation due to the resurgence of military movement and on-going fighting between the Tatmadaw and Karen ethnic armed groups after the Nationwide Ceasefire Agreement [NCA]. Villager’s trust in the Karen National Liberation Army (KNLA) has decreased since the signing of the NCA. • In terms of the human rights situation in Dooplaya District, villagers are still facing a lack of justice when they experience violent abuse such as torture, rape and killing. The information received highlighted that villagers need more knowledge and awareness on human rights issues given by organisations such as KHRG in order to protect themselves. • Regarding drugs, villagers reported in numbers of situation updates that the illegal trade in yaba [methamphetamine] has rapidly increased in all townships of Dooplaya District; consequently there have been negative social impacts. Many young people, including children and married women became addicted to yaba and they are no longer interested in their education or working for their livelihood which creates burdens for their family.
