It was agreed that the Board would respond in the following terms, that it was unbalanced in that the Government had too many get out from disclosure clauses whereas the Local Authorities did not; that the Chief Minister could issue a Certificate authorising the withholding of information, which completely defeats the purposes of this proposal given that no Chief Minister is going to allow information to be released that could be of embarrassment to him or the Government.; that the fee scales have not been determined, which could be central to the ability of an individual to apply for information and for Local Authorities to budget for.     The Cabinet Office Consultation Summary & Department Responses Reform of the Planning System - Proposed Amendments to Increased Permitted Development Date: June 2020 1 We Asked - The Town & Country Planning Act (1999) sets out a definition of ‘development’. Things that fall within this definition must have planning approval before they can be carried out. Planning approval can be via individual planning applications or can be a ‘blanket’ approval by secondary legislation (aka Permitted Development or PD). The mechanism for the latter is a Development Order produced by the Cabinet Office and approved by Tynwald. The determination of a planning application must take into account all relevant material considerations and must not take into account anything which is not a material consideration. Development Orders may be appropriate where proposals are unlikely to be contentious or where relevant the material considerations are unlikely to benefit from case-by-case consideration. Where a proposal is contentious due to non-material issues, there is unlikely to be any benefit of case-by-case consideration by way of a planning application as the process cannot legally take into account the non-material issues which make it controversial. Amendments were proposed to the existing Permitted Development and the principles were the subject of a public consultation as part of the ongoing joint project between the Cabinet Office and the Department of Environment, Food and Agriculture to reform the planning system. However, for the avoidance of doubt, references within this document to the Department refer to the Cabinet Office. The consultation asked for views about a number of proposed amendments to existing Permitted Development rights.

  • The Future of All Saints' Church, Lonan
    The Future of All Saints’ Church, Lonan This is a proposal to secure the future of the Church and Burial Ground, following the closure of the church to worship in 2014 1.The Church: All Saints’ Lonan was built in 1834 to replace a previous building on the same site. It served the parish for 180 years and was closed suddenly when the electrical supply and part of the nave floor were deemed to be unsafe. Both defects could have been rectified using the parish funds, but with dwindling support from an increasingly elderly congregation, the decision was made to make the building redundant, transferring to Christ Church, Laxey. In fact, the building is in a surprisingly sound state, as many people discovered when it was re- opened on 13th November 2016 for a Remembrance Service. 2. The Burial Ground: The burial ground is the only one that serves the Parish of Lonan and the Village of Laxey. In common with most of the cemeteries on the Island, it is administered by a Burial Authority consisting of the Vicar and Wardens who levy a precept on the annual commissioners’ rates. In return, any rate-paying household of any denomination or none in the Parish and Village has the right to opt for burial in All Saints’ graveyard. Three-quarters of the population of Garff are thus served by this facility. It remains in regular use and has capacity for at least another 50 years. Investigations are currently taking place into the possibility of the Commissioners becoming the Burial Authority in Lonan.

Plans for the structure proposed to be built or altered in drawing, blue or white paper; 2. Letters from the architect or builder submitting the plan and listing the construction materials to the Local Government Board. The plans are hand drawn and some are coloured with watercolours. They can be complemented by a block plan, which is a sketch, coloured or not, of the property location in the area. The block plan may be in a corner of the same sheet of the main plan. They may be signed or stamped by the architect and are typically marked approved or disapproved by the Local Government Board with a signature and date. The plans and letters are folded and enclosed in numbered envelopes in ascending order. The envelopes also contain a brief title identifying the type of plan, the requester and if it was approved or not. After plan 596, inclusive, the Local Government Board began adding a sticker to the back of the plans which was completed with the date the application was submitted, inspected and approved or not. Some plans in this series predate the timeframe of planning applications as an administrative function. Administrative History: Concern with the organisation and planning of the Isle of Man urbanisation started in the mid-19th century with the promulgation of the Local Government Act in 1886.

SOME five years ago the 170th Cavalry Field Ambulance-at that time the only Cavalry Field Ambulance in the Arr11y-was entirely re-organized and given a form which differed completely from anything hitherto in existence. Those who recollect the old Cavalry Field Ambulance of war days will remember that it was ill-adapted for the collection of wounded from cavalry units, and in consequence it was partially re-organized for the later Palestine campaign. The new establishment was adopted with enthusiasm by the unit since Protected by copyright. it was realized that it was now possible to keep up with' and evacuate the wounded of cavalry units in an efficient manner. Whether .this will apply when mechanized forces have to be dealt with is another matter. During the last four years, even with the inadequate 'equipment at our disposal, we have been able to realize to some extent the possibilities of our new formation, while the work put.in and the trouble taken by the late Commanding Officer, Colonel Sandiland, T.D., in organizing the basic training of the unit has enabled us to take some steps forward. This year, the unit found itself with junior officers who had little or no experience in field.

Meeting commenced at 7.03 pm. 60/17 Planning Matters Planning Applications – details of the following had been circulated to Members and had been made available for viewing prior to the meeting: a) 17/00802/B – Bridge House, Mill Road, Laxey, IM4 7AU – Additional use of two existing residential units as tourist accommodation. Noted. No Objections raised. b) PA 1700812/B – Ballacregga Corn Mill, Salmon Lake Centre, Mines Road, Wheel Hill, Laxey, IM4 7NL. Additional use of balcony as seating area in association with multi-function centre. It was noted that the original planning permission did not permit use of the balcony due to concerns about noise nuisance. The effect on neighbours in the immediate vicinity needed to be assessed by the Committee. It was also expected that the extended use of the balcony needed referral to the Licensing Authorities. c) PA 1700815/B – Rhianfa, Ballafayle Road, Maughold, IM7 1ED. Erection of partial replacement fencing and landscaping (retrospective). It was noted that a fence of similar height had been in that position for several decades. This had been ‘softened’ by a hedge, but this had been removed when the replacement fence was erected.
