Case Study 9 - Scotland North Coast 9.1. Introduction The North coast is 560km in length, running from the north-west at Cape Wrath eastwards to Duncansby Head and John O’Groats, with the Orkney Isles lying close offshore, and the Shetland Isles further into the North Sea. Its characteristics are varied with the North Sea interacting for the most part with rocky sea cliffs interspersed by small bays. As one of the least inhabited areas of Scotland there are a small number of abandoned villages and ruins and a few ports and fishing villages, which have stood the test of time, forced down to the coast by the rugged Highlands of the hinterland. The coastline is more structured along this part, characterised by a series of headlands, small bays and sandy beaches - a product of erosion themselves - acting as a natural buffer and providing important dune habitats for flora and fauna (Mendum et al., 20011). There is a small but eclectic mix of socio-cultural development in this area, retaining a distinctive Nordic influence whilst including the resting and submission point of wartime enemies, remnants of villages created or dispersed by the Highland Clearances, a chain of fifteenth century seaside mansions and a retired nuclear reactor (Barling et al., 19962). 9.1.1. Geology & Geomorphology The structure of the coastline is relatively solid in comparison to the fragmented western coast, with 74% (416km) comprised of hard or mixed geology and only 1% (7km) of soft coastline (Fitton et al., 20173). The geology of the area runs in strikes from south-west to north-east changing along the coastline from west to east. -

The one exception to this was the extent of Oil and Gas Authority licensing which was updated to include data to the end of June 2018. 1 RWM | Wales Regional Geology Introduction This region comprises Wales and includes the adjacent inshore area which extends to 20km from the coast. Subregions To present the conclusions of our work in a concise and accessible way, we have divided Wales into 6 subregions (see Figure 1 below). We have selected subregions with broadly similar geological attributes relevant to the safety of a GDF, although there is still considerable variability in each subregion. The boundaries between subregions may locally coincide with the extent of a particular Rock Type of Interest, or may correspond to discrete features such as faults. -

Purpose/Executive Summary 1.1 This report seeks Members’ agreement to proceed to a statutory consultation, under the Schools (Consultation) (Scotland) Act 2010, for formal closure of Stoer Primary School. 2. Recommendations 2.1 Members are asked to agree to proceed to statutory consultation, on the basis of the Proposal attached to this Report. 3. Background 3.1 Stoer Primary School has been mothballed since July 2016. Current projections suggest a maximum roll of six P1-7 pupils within the school’s catchment over the next few years. 3.2 The Council proposes to proceed to statutory consultation for formal closure of Stoer Primary School. If approved, the Stoer PS catchment area would be re-assigned to that of Lochinver Primary School. 3.3 This proposal is being brought forward following informal consultation with local stakeholders and elected members, and having examined viable alternatives that could be considered. 3.4 The Proposal Paper (Appendix A) and other appendices attached to this Report set out the basis of the proposal, including the educational, community and transport implications associated with it. 3.5 Subject to a Committee decision to proceed to statutory consultation, a public meeting will be held in Stoer to discuss the Council’s proposal, and there will be considerable opportunity for stakeholders to submit views to the Council in advance of any final decision being made. -

This fault zone has been proposed as a source of deep geothermal energy; to facilitate the design of a geothermal project in the town of Bishop Auckland further investigation of its geometry was necessary and led to the present study. We show using three-dimensional modelling of a dense local gravity survey, combined with structural inversion, that this fault has a ramp-flat-ramp geometry, ~250 m of latest Carboniferous / Early Permian downthrow having occurred on a fault surface that is not a planar updip continuation of that which had accommodated the many kilometres of Dinantian extension. The gravity survey also reveals relatively low-density sediments in the hanging-wall of the Dinantian fault, interpreted as porous alluvial fan deposits, indicating that a favourable geothermal target indeed exists in the area. -

This report has been produced in response to the statutory requirement that all public bodies must provide a publicly available report every three years that sets out the actions they have taken to meet their biodiversity duty. 2 Recommendations 2.1 Members are asked to: i. approve the Biodiversity Duty Report 2018-2020 (Appendix 1) for publication on the Council’s website by the end of December 2020; and ii. note the content and breadth of work related to biodiversity undertaken across the organisation, accepting that the report still needs to incorporate the work of the High Life Highland Rangers (following return from furlough) and may be subject to a number of presentational and typographical changes prior to publication. 3 Implications 3.1 Resource: None. This report outlines the actions taken over the last 3 years to meet the Council’s biodiversity duty. Future resource requirements will be carefully assessed, given the Council’s financial position, and the Council will work with external partners to identify opportunities. 3.2 Legal: This report is produced in accordance with the requirements set out in The Wildlife and Natural Environment (Scotland) Act 2011. Publication of the Biodiversity Duty Report towards the end of December 2020 fulfils this statutory duty. 3.3 Community (Equality, Poverty and Rural): There are no Community (Equality, Poverty and Rural) implications arising directly from this report. -

The results of the major and trace element determination confirm the previously suggested ap- pearance from at least two different primary localities. One sample has low abundances in TiO2 and Ir (0.77 wt.% and 47 ± 16 ppt, respectively), whereas all others have iridium concentrations between 200– 450 ppt. Caithness and Sutherland Proposed Local Development Plan Committee Version November, 2015 Proposed CaSPlan The Highland Council Foreword Foreword Foreword to be added after PDI committee meeting The Highland Council Proposed CaSPlan About this Proposed Plan About this Proposed Plan The Caithness and Sutherland Local Development Plan (CaSPlan) is the second of three new area local development plans that, along with the Highland-wide Local Development Plan (HwLDP) and Supplementary Guidance, will form the Highland Council’s Development Plan that guides future development in Highland. The Plan covers the area shown on the Strategy Map on page 3). CaSPlan focuses on where development should and should not occur in the Caithness and Sutherland area over the next 10-20 years. Along the north coast the Pilot Marine Spatial Plan for the Pentland Firth and Orkney Waters will also influence what happens in the area. This Proposed Plan is the third stage in the plan preparation process. It has been approved by the Council as its settled view on where and how growth should be delivered in Caithness and Sutherland. However, it is a consultation document which means you can tell us what you think about it. It will be of particular interest to people who live, work or invest in the Caithness and Sutherland area. In preparing this Proposed Plan, the Highland Council have held various consultations. These included the development of a North Highland Onshore Vision to support growth of the marine renewables sector, Charrettes in Wick and Thurso to prepare whole-town visions and a Call for Sites and Ideas, all followed by a Main Issues Report and Additional Sites and Issues consultation. -
