(b) Insert new clauses 3 (1A) and 3 (1B) after clause 3(1) in Schedules A to G in said Proclamation: (1A) Any matters before the new Council with respect to the local development process or any other matter in which the Administrator has a pecuniary interest within the meaning of the Local Government Act 1993 is to be determined by a substitute Administrator appointed by the Minister for that limited purpose.     New South Wales under the Local Government Act 1993 His Excellency the Lieutenant-Governor, with the advice of the Executive Council, has made the following Regulation under the Local Government Act 1993. ERNIE PAGE, M.P., Minister for Local Government e The object of this Regulation is to amend the Local Government (General) Regulation I993 to provide that, for the years ending 30 June 1998 and 30 June 1999, certain councils will not be required to prepare a comprehensive state of the environment report. Any such council must instead prepare supplementary reports for those years that comply with specified requirements. This Regulation contains transitional matters only. This Regulation is made under clause 1 of Schedule 8 to the Local Government Act 1993. Clause 1 Local Government (General) Amendment (Reports) Regulation 1998 This Regulation is the Local Government (General)Amendment (Reports) Regulation 1998. 2 Amendment of Local Government (General) Regulation 1993 The Local Government (General) Regulation 1993 is amended as set out in Schedule 1. 3 Notes The explanatory note does not form part of this Regulation. Tamworth Regional Council was created following the amalgamation of Barraba Shire Council (part), Manilla Shire Council, Nundle Shire Council, Parry Shire Council (part) and Tamworth City Council on 17 March 2004. Council has a workforce of 459 full time equivalent staff, an area of 9,653 square kilometres, serves a population of 55,468 and has one large Regional City, 4 Towns and 17 Villages/Hamlets/Localities within its area. To be eligible, the team must win the highest level of competition in its region. Usually the winner of the Clayton Cup goes through the season undefeated.The Cup was donated by Reub Clayton, an early rugby league administrator in country NSW, and was first awarded in 1937 to West Tamworth. Since then, the Tweed Heads Seagulls and Forster - Tuncurry have been the most successful clubs, each winning the trophy three times. Moruya Sharks won in 2016.
