(BY PERMISSION OF THE CHAIR) Page 3 of 47 Item 3.1 PORT ST MARY COMMISSIONERS MATTERS ARISING & PUBLIC CORRESPONDENCE REPORT Matters Arising Draft Complaints Procedure – Ongoing with assistance from NME. Manx Utilities – Manx Utilities were requested to replace the street lights authorised at the July meeting. The meeting requested was held on the 14th August. Fencing – The work has now been completed. Street Signs by Rushen Heritage Trust – RHT have agreed that the PSM logo was too small and it will be enlarged. Gansey Parking – The matter is still being dealt with by Highways. Derelict Buildings – Contact has been made with Environmental Health and further assistance is awaited. The exterior inspection has not yet been carried out due to staff absence and a letter requesting the property and garden is maintained to an acceptable standard has been issued, no response has been received as of yet. Internal Audit Report – A redacted version of the minutes is on the private Agenda for Board discussion. Discussions are taking place with Castletown Commissioners regarding shared space in an emergency. Commissioners Information Pack – The project is ongoing. Public Correspondence Letter regarding overgrown plot – This item is on the private Agenda. Chapel Bay parking – Item 3.2 on the public Agenda. Page 4 of 47 Item 3.2 PORT ST MARY COMMISSIONERS PARKING ISSUES AT CHAPEL BAY Hi Haley Many thanks for your response. Apologies for the delay but we are away at present and unfortunately suffering from Laryngitis which is slowing us down somewhat. I’m not convinced that an 18 hours max sign is an effective approach. That theoretically prevents us residents from parking there. Could we not just have a polite sign asking motor homes to park further round the Point, where the IRIS tanks are? Also it would be helpful if there were signs asking visitors not to park on the grass. I think I recall is it the Carey Trust? which designates the grass areas for ‘the playing of games’? It’s interesting to watch as some people will chose to park on the grass even if there is a space in the car park. Hope I’m not being too negative and I look forward to your response. On the other issue we discussed, namely a Rushen Players open air theatre production, unfortunately we can’t get the dates right with the actors for September. So if you are agreeable we will try and put together a plan for next summer in either July or September. Would you be happy if we improved the signage of max stay of 18 hours? This is the same as further down around Gansey Bay. The Board are reluctant to enforce residents parking in the area as it provides beach access for those unable to walk too far or have disabilities etc. If we can improve signage, the Foreman and myself are currently waiting to complete our traffic controller training and we would be able to respond to any reports of people in breach of the requirements. Just to pick up on the old theme of parking at Gansey Point. The attached photo illustrates one of the problems. The Motor Home shown seems to have ‘set up shop’ certainly for breakfast since about 0800. WE are off out shortly so if it’s still there when we get back later today I’ll let you know. Manxonia House The property is on the market and to date there has been 9 viewings 6.2 to date. One of these was a recent return viewing. The Clerk has requested further information from the Estate Agent on a long term lease option. Remembrance Garden 6.3 Lighting options for the new sentinels are currently being explored. Skate Park 6.4 The contractor is currently working on the drawings, however has been delayed due to the construction of the skate park in Castletown. Public Conveniences The CCTV has been fitted & the internal doors ordered. A price is 6.5 awaited on the replacement front door and timer lock. This project has unfortunately been slightly delayed due to staff absence. Traffic Consultations Below is an update on the patching work taking place throughout the village; Bay View Road - Complete Station Road & Four Roads – Complete Creggan Mooar 23rd – 29th August High Street 30th August Highways are liaising directly with any affected residents and 6.6 businesses. The following requests have also been issued; Repainting of yellow lines along Bay View Road (and the end of the avenues leading onto Bay View Road) has been requested and passed to the lining team. The pot hole reported at the top of Flitter Street by the Fishery Restaurant has now been repaired. Completion of parking controller training – this has been deferred until both staff members can attend. Several abandoned vehicles around the village identified, reported and dealt with. Page 11 of 47 Happy Valley 6.7 Item moved to private. Boat Park 6.8 Ongoing. Reduction in Board numbers The Local Government Unit have advised that they hope to have 6.9 further information for us prior to the meeting, in which case a verbal update will be provided by the Clerk. Jetty Repair A response from the Department is still awaited and has been 6.10 chased. Bay Queen Exhibition 6.11 Discussions are ongoing with Rushen Heritage Trust.
