With these steps the Siletz Tribe established the Siletz Tribal Charitable Contribution Fund (STCCF) with a seven-member Advisory Board to make recommendations to Tribal Council on the distri- bution of gaming revenues for charitable purposes. Charitable funds are distributed quarterly to eligible charitable organizations and local government entities within the Siletz Tribe's 11-county service area of Lincoln, Tillamook, Linn, Lane, Benton, Polk, Yamhill, Marion, Multnomah, Washington, and Clackamas and anywhere in the U.S. to Native American organizations. STCCF application categories include: education, health, public safety, gambling addiction, prevention, drug and alcohol treatment, housing, the arts, environment and natural resource preservation, cultural activities, historical preservation and other charitable purposes. Awards were distributed in February, May, August and Novem- ber during public events at the Chinook Winds Casino Resort in Lincoln City, OR. The STCCF Advisory Board is composed of seven appoin- $13,737,112.03 tees responsible for reviewing applications and making award Cumulative Total recommendations to Tribal Council. 2019 Advisory Board mem- Charitable Distributions bers were: Sharon Edenfield, Tribal Council representative; From 1/1/2000-12/31/2019 Cheryl Lane, Rebekah Goulet, and Kurt Arden, Siletz Tribal mem- bers; Karen Gerttula and Mike Holden non-tribal positions agreed upon by the Governor and Tribal Council Chair and approved by Tribal Council; and Dick Anderson, non-tribal position selected by the Tribal Chairman from a list submitted by the Governor and approved by Tribal Council. Appointments are for three year terms with two positions open for appointment each year. Mike Holden served as Chair of the Advisory Board. Funds available to distribute are based on one-year of excess pledge revenues (EPR) from two years previous to a fund year plus interest and any carryover. Based on the January- December 2017 EPR period a total of $1.4 million was available to distribute in 2019. STCCF received a total of 358 eligible applications for the year. The Advisory Board sub- mitted recommendations and Tribal Council approved 211 awards totaling over $1.3 million dollars. Fifty-nine percent of applicants received an award. The average increased to $6,257 per award. Administrative costs were less than 3% of the charitable budget including salary and benefits for a .25 FTE position, office supplies, postage, board meetings, travel, award dis- tribution receptions and CTSI indirect charged on personnel only. 3 Siletz Tribal Charitable Contribution Fund 2019 Awards by Charitable Category CULTURAL ACTIVITIES Award #
