It’s one thing for government to cover students’ tuition; it’s another to give schools the authority to set tuition at the levels they need to operate. If the lawmakers pass Cuomo’s plan, they should fund it based on the tuition SUNY sets. After a family split, a serial entrepreneur is born BY LANCE PIERCE Matt Pomerantz takes his bagel biz in a new direction BY PAT WECHSLER

he dream of becoming a bagel mogul began for Matt Pomerantz when he and his brother, Adam, were working in finance after college. Both were living in Greenwich Village, and both hated that on weekends they couldn’t find a decent bagel nearby. Sure, there were bagels; it was New York City, after all. But not Tthe kind the Pomerantz boys had eaten as kids while hanging out at their dad Murray’s clothing store on the Lower East Side: hand-rolled, kettle-boiled, crispy on the outside, soft on the inside. “We grew up going to places like Ratner’s and eating bagels and lox practically every day,” Matt said. In 1995, the brothers converted a pottery shop on , between West 12th and 13th streets, into a bagel bakery. They named the store Murray’s Bagels. “Opening a store that made bagels the way my father remembered them was something I wanted to do for him,” Matt said. Somewhere along the line, though, the brothers stopped working together. The reason is a family secret as closely held as their bagel recipe. Matt says they had different views on where to take the business, and the rest is personal. The brothers are now competitors. In 1999 Matt opened a second Murray’s Bagels on Eighth Avenue, between West 22nd and 23rd streets. Seven years later, after making a success of his Chel- sea store, he started an entirely new franchise, Zucker’s Bagels & Smoked Fish, which has stores in and near Grand Central, plus a third on Colum- bus Avenue that opened in December. Adam, meanwhile, started Leo’s Bagels in Hanover Square in the financial district in 2008. Zucker is their mother’s maiden name; Leo is their great uncle. But eventually he gave up the security to pursue his passion. “At some point when you’re doing two really demanding things like I was, you say to yourself, ‘Hey I’m having a lot more fun over here, so why not just focus on that?’ ” He teamed up with Dan Pace, a friend he met at his first job after college. Their dream is to create a busi- ness model for Zucker’s that can be replicated throughout the city and possibly across the country. They hope to open their fourth Zucker’s this year, likely in Manhattan, then consider their options for future growth. Those options probably won’t include franchising, however. The bagel busi- ness has a high initial capital investment for ovens, ventilation and other equip- ment and then ramps up over several years. “We are prepared to deal with nega- tive cash flow at the beginning in a way that franchisees might not be,” Matt said. Bagel businesses take longer to start but have more staying power than most other food businesses, he said. Zucker’s $1.25-each bagels are prepared with artisan ingredients such as un- bromated high-gluten flour. There’s nothing particularly healthy about bagels, but Zucker’s does offer trendy health-food ingredients such as flax and oat bran. The TriBeCa store sells nine types of salmon, including wild Coho and a David Burke pastrami salmon. Some of Matt’s famous friends—chefs Tom Colicchio, Marc Murphy and FOCAL POINTS Glenn Harris, among others—have created sandwiches for the menu. Yet it’s critical to the co-founders to maintain Zucker’s homey feel. Steaming ahead anhattanites are well accustomed to avoiding the pesky, striped, “smoke”-spewing stacks that crop up from city streets. But chimneys Mlike this one at the intersection of East 42nd Street and Madison Avenue aren’t emitting noxious fumes—they’re diverting white-hot water vapor above the sight line of drivers and pedestrians. The vapor is leaking out of New York’s 135-year-old steam-energy pipe system. Spanning from Battery Park City up to , the 105- mile steam-distribution loop is the longest in the world, heating homes, humidifying hospitals and feeding hot water to showers and dishwashers in more than 2,000 buildings. Steam is pumped into the system from two main sources: a Con Edison plant on 14th Street and a co-generation facility in the Brooklyn Navy Yard, both of which produce steam as they gener- ate electricity. “It’s like feeding a car engine,” said Steve Mosto, founder and principal of Mosto Technol- ogies, a steam-energy consulting firm. “Instead of turning the wheels, it makes electricity.
