    Kulturweg Wasserbillig Sentier culturel de Wasserbillig Projekt der Gemeinde Mertert mit Untertstützung von Projet de la Commune de Mertert avec le soutien de Fonds européen agricole pour le développement rural: l‘Europe investit dans les zones rurales Wandel im ländlichen Raum und nachhaltige Dorfentwicklung Das Gesetz vom 18. April 2008 zur Förderung der Entwicklung des länd- lichen Raumes strebt in seinem thematischen Schwerpunkt III eine Ver- besserung der Lebensqualität im ländlichen Raum sowie die Diversifi- zierung der ländlichen Wirtschaft an. Dabei gilt es, den ländlichen Raum insgesamt zu stärken, nach dem Prinzip der Subsidiarität und im Sinne eines ausgewogenen Ausgleichs zwischen Stadt und Land. Nicht gleichar- tige, sondern gleichwertige Lebens- und Arbeitsbedingungen gegenüber den städtischen Gebieten sollen der Landbevölkerung angeboten werden. Um die ökonomischen und soziokulturellen Strukturen auf dem Lande oder in den Dörfern zu verbessern bzw. weiter zu entwickeln, wurden im Schwer- punkt III des Ländlichen Entwicklungsprogramms PDR 2007 – 2013 sieben verschiedene Fördermaßnahmen zusammengestellt. Diese Maßnahmen richten sich sowohl an öffentliche wie private Projektträger oder auch an lokale Vereine als Initiatoren. Neben der Förderung der landwirtschaftlichen, wein- u. garten- oder waldbaulichen Sektoren sieht dieser PDR-Programmschwerpunkt weitere Maßnahmen zur Unternehmensgründung und -entwicklung so wie zur Be- rufsbildung und Informationsvermittlung vor. Auch das Angebot des Tourismus im ländlichen Raum soll qualitativ er- weitert werden. Unter dieser Maßnahme wurde demnach das Projekt „Kulturweg Wasserbillig“ der Gemeinde Mertert durch unser Departement Ländliche Entwicklung unterstützt. Zusätzlich sollen die Grundversorgung sowie die Dienstleistungen für die Landbevölkerung und die ländliche Wirtschaft verbessert werden. 2 weitere Massnahmen des PDR-Schwerpunktes 3 setzen schließlich den Fokus auf die integrierte ländliche Entwicklung mit der nachhaltigen Dorfer- neuerung sowie der Aufwertung des ländlichen Naturerbes.

We have planned our voyages for the month of June as it is a wonderful time to explore Europe by river, the weather is warm, the evenings become longer, and the popular towns and cities are not yet busy with tourists. Our river odyssey begins in Saarbrucken on the River Saar and we will sail through unspoilt landscapes, past fascinating small towns towards Bernkastel. From here we continue along the beautiful Moselle River travelling through this historic region first cultivated by the Romans. The river’s intricate and picturesque path meanders between steeply terraced vineyards and hills with riverbanks home to attractive towns and villages. At Koblenz we reach the Rhine and turn towards Rudesheim – here the River Rhine shows her unique beauty; high on the hills are legendary castles, sunlit vineyards and chocolate box villages scattered along both of its banks. Last, but not least, we journey along the River Neckar, one of Germany’s most idyllic, cruising past tiny villages and majestic castles such as Neckargemund, Neckarsteinach and Hirschhorn.

LEADER is an initiative of the European Union and stands for “Liaison Entre Actions deD éveloppement de l’Economie Rurale” (literally: ‘Links between actions for the development of the rural economy’). According to this definition, LEADER shall foster and create links between projects and stakeholders involved in the rural economy. Its aim is to mobilize people in rural areas and to help them accomplish their own ideas and explore new ways. LEADER’s beneficiaries are so-called Local Action Groups (LAGs), in which public partners (municipalities) and private partners from the various socioeconomic sectors join forces and act together. Adopting a bottom-up approach, the LAGs are responsible for setting up and implementing local development strategies. HISTORICAL OVERVIEW With the 2014-2020 programming period and with five new LAGS, LEADER is already embarking on the fifth generation of schemes. After LEADER I (1991-1993) and LEADER II (1994-1999), under which financial support was provided to one and two regions respectively, during the LEADER+ period (2000-2006) four regions were qualified for support: Redange-Wiltz, Clervaux-Vianden, Mullerthal and Luxembourgish Moselle (‘Lëtzebuerger Musel’). In addition, the Äischdall region benefited from national funding. During the previous programming period (2007-2013), a total of five regions came in for subsidies: Redange-Wiltz, Clervaux-Vianden, Mullerthal, Miselerland and Lëtzebuerg West.
