The clean-tech industry, which constitutes one of the main driving forces in global economic growth, had evolved out of the understanding that humanity must preserve its natural resources and to produce and consume in more environmental-friendly ways. The rise of oil prices, the dwindling of our natural resources, the water shortage, global warming and pollution are all contributing reasons to clean-tech proliferation. It is evident today that there is no future to an industry, as well as agriculture, that is not eco-friendly. The clean-tech market is estimated now to be worth hundreds of billions of dollars, and it is expected to expand further with the switch to renewable energy and the constant effort to increase energy efficiency and developing new eco- friendly technologies. The opportunities that lay in within the clean-tech industry make for a stern challenge to the Israeli industry as a whole which particularly known for its human resource capital and advanced R&D. Israel’s relative advantage, as far as human resource capital, along with its experience gained due to the lack of natural resources, especially water, are the factors that will position the clean-tech industry as a driving force in Israel’s future economy, and provide with a solid foundation for international cooperation. This is a fantastic opportunity for us to spearhead global markets into this direction. The Ministry of Industry, Trade and Labor which I lead, along with other government offices, are advancing the national program for the promotion of water and renewable energy industries - ISRAEL NEWtech. The ministry, in its entirety, is wholly committed to develop this field and acts in a number of fashions: nurturing the human resource, versifying R&D programs, an educated use of industrial areas for the establishing of pilots and production, handing out grants for investments, branding and positioning the Israeli clean-tech industry in the international market, promoting export and pulling in foreign investments. In recent years, the government’s chief scientist is promoting a wide-ranged activity in the various clean-tech fields among the ministries. In 2011, grants were handed out to various projects at a sum of 81.9 million NIS - a 90% increase in comparison to 2007. The chief scientist supports the clean-tech industry through a plethora of tools in its bureau, among these are the R&D fund, the “MAGNET” program, the technology greenhouse program, a promotion program and various international cooperation programs. In addition, the chief scientist bureau operates designated tools in the clean-tech field, and delivers designated funds to this field in accordance with governmental decrees. These activities, coupled with many others, represent the recognition by the Israeli government as a whole, and of the Ministry of Industry in particular, of the importance of an innovative breakthrough clean-tech industry and of the pledge to secure its infrastructural foundations. These activities that I just mentioned, among others, are a product of this recognition. The Ministry of Industry will continue, along with the industry and academia, to sternly strive to better this field. Congratulations to the organizers and participants of this exhibition. As a consequence, the demand for energy and natural resources will rise dramatically. Satisfying the needs of another two billion people by 2050 will put to the test humankind’s ability to manage and preserve our natural assets upon which all forms of life depend. Due to the rise in prices of fossil fuels and growing public awareness of the importance of preserving the environment and the damage caused to it by global warming, a growing interest is taking root among consumers, investors, legislators and industrialists in products and services that improve operational procedures - while successfully reducing costs, energy consumption, wastes and pollution. Solar & Electrical Heating Systems The clean technology industry is evolving into one of the main driving engines in global economy. According to UN and WHO data, the global water crisis is expected to worsen; by the year 2025 there will be water shortages affecting over half of the world’s nations. In the year 2050 one in every four people will be living in a region with either a partial and complete shortage of drinking water. Other than serving as a cause for famine and disease, this water crisis leads to geo-political instabilities. A research by the World Bank a few years back, determined that wars would erupt over the use of water sources. Handling the water crisis is of paramount and urgent importance. The global renewable energy, water and air technology and recycling markets are rapidly expanding. Already, the global clean technology market is estimated at a worth of hundreds of billions of dollars. Israel is poor in natural resources, but rich in advanced technologies - it is considered a hotbed for clean technology entrepreneurship and a world leader in creating top-quality cleantech companies. The challenges are monumental. The production of electricity from renewable sources, creating energy efficiency and reducing power consumption, bringing natural gas from the bottom of the Mediterranean to land and expanding its use in the market, creating new conducting systems to all the former, and maintaining a proper continuous supply - are just the tip of the iceberg. This summer we face a significant challenge: an electricity drought. Production levels are bordering consumption levels; one small malfunction can bring about a blackout. This summer the situation is particularly bad, and the ministry personnel are doing everything in our power to maintain a proper and continuous electricity production. On the one hand - we act to increase production potential, promoting privet power producers, enabling additional quotas for renewable energies, and as we say at our office - the greener the better, wherever it’s possible, and increase the capabilities of existing power stations. On the other hand, we act to reduce power consumption. We promote power-saving values in society while maintaining the current modern standard of living, we have initiated the national program for energy efficiency in which the citizens of Israel are replacing 140,000 refrigerators, tens of thousands of air-conditioners and hundreds of thousands of light-bulbs into more efficient alternative products. These, along with other up-and-coming actions, help reduce power consumption, air pollution, and the monthly bill. The difficulties imposed on us this summer require a joint stronger and more resolute effort from all of us. To consume less, especially at peak activity hours. As an incentive to do so we have created, in cooperation with the Israeli Electricity Authority and the Israeli Electric Company, a “you save - you gain” program: for a 15-20% reduction in your household power consumption you get a reduction of the same percentage in your bill.

Commonly known as Tu Bishvat, this day marks the season in which the earliest-blooming trees in the Land of Israel emerge from their winter sleep and begin a new fruit-bearing cycle. We mark the 15th of Shevat by eating fruit, particularly from the kinds that are singled out by the Torah in its praise of the bounty of the Holy Land: grapes, figs, pomegranates, olives and dates. On this day we remember that “man is a tree of the field” (Deuteronomy 20:19), and reflect on the lessons we can derive from our botanical analogue. According to Biblical law, there is a seven year agricultural cycle, concluding with the Sabbatical year. When the Holy Temple stood in Jerusalem, on years one, two, four and five of this cycle, farmers were required to separate a tenth of their produce and eat it in Jerusalem. This tithe is called Maaser Sheni, the Second Tithe, because it is in addition to the (two percent which must be given to the Kohain, and the) ten percent which is given to the Levite. On the third and sixth years of the cycle, instead of the owners eating the Maaser Sheni in Jerusalem, they gave this second tithe to the poor, who were permitted to consume it wherever they wished.
