Applications filed with the Commissioner are free of charge and no particular form is required to submit them. The broad basis for action, as well as the absence of formal requirements and fees result in a large number of applications submitted to the Commis- sioner for Human Rights. In 2016, a total of 52,551 applications were filed, of which 24,360 were applications in new cases. Employees of the Office of the Commissioner for Human Rights spoke to 5,195 citizens who visited the Office, and answered 38,074 telephone calls to its free-of-charge helpline, providing relevant advice and explanations. The Commissioner for Human Rights may initiate proceedings on his/her own initiative, e.g. upon analysis of information published by the media. Such ex officio proceedings may also be initiated based on information received by the Commissioner (inter alia from prisons, pre-trial detention facilities and the police) with regard to so-called extraordinary incidents with the participation of law enforcement officers. In 2016, the Commissioner initiated 837 ex officio proceedings (including 231 in the form of a general intervention). OtóŜ w latach 2002-2006 liczba mieszkańców gminy spadła o 213 osób i wynosi aktualnie 7243. ObniŜył się w tym okresie udział podatków od osób fizycznych zamieszkałych na terenie gminy do 3,4% wydatków budŜetu gminy. Wyraźnie wzrosły wydatki na pomoc społeczną, które były na poziomie 11,4 % wydatków budŜetu. Na wysokim 35% poziomie utrzymały się wydatki inwestycyjne gminy w tym okresie. Bardzo teŜ wzrosły w latach 2004 - 2006, bo aŜ do 11% wydatków, środki pozyskane z zewnątrz na inwestycje, głównie z Unii Europejskiej. Kwota z zewnątrz przekroczyła 6,7 mln zł. Jednocześnie w tym czasie spadło zadłuŜenie budŜetu z 1,84 mln zł do około 1 mln zł. MoŜna zatem stwierdzić, Ŝe kaŜda złotówka wpłacona przez mieszkańca do naszej gminy została wypłacona trzykrotnie przez pomoc społeczną i jednocześnie ta sama złotówka pomnoŜona razy 10 trafiła na inwestycje w gminie, głównie Droga Kobylany - Lebiedziew drogi. Środki pozyskane z zewnątrz były ponad trzykrotnie większe niŜ podatki wpłacone przez osoby fizyczne do gminy za miniony okres. Na co wydawaliśmy pieniądze publiczne w tym okresie? Na drogi wydaliśmy około 21 mln. Powstało w tym czasie 19,2 km. nowych dróg w gminie. Przypomnę, że były to drogi: na terenie Wolnego Obszaru Celnego, w Małaszewiczach Małych, Małaszewiczach Dużych, Lechutach Małych, Lechutach Dużych, Michalkowie, Murawcu, Krzyczewie, Łęgach, Starzynce, Samowiczach, ul.

Taylor, Co-Chair This dissertation investigates how music making shapes political participation during periods of democratic crisis and authoritarianism. It examines the musical theater production Opinião, which was staged nightly in Rio de Janeiro from December 1964 to April 1965 at the onset of the Brazilian military dictatorship. Rather than examining Opinião as the reflection of its director’s or authors’ politics, I take an intersectional approach that focuses on the performers and audience members, who came from different gender, racial, geographic, and class backgrounds. Through an analysis of the show’s performances, I demonstrate how people from diverse populations enacted political protest. I put their diverse strategies for intervening in the Rio de Janeiro public sphere into dialogue with one another to demonstrate how authoritarian regimes impact different ii sectors of society. My inquiry combines both ethnographic and archival research methods. I draw on hundreds of archival documents and recordings—including newspaper and magazine clippings, theater programs, advertisements, and other ephemera—to reconstruct details of the show and investigate in depth the discourse that the show engendered.

    OBRAZ GMINY TERESPOL PO 20 LATACH Ostatnie dwudziestolecie w naszej gminie było okresem szczególnie wytężonej pracy w odbudowywaniu zapóźnień cywilizacyjnych w infrastrukturze komunalnej, społecznej i kulturalnej. Po 20 latach żyjemy już zupełnie w innej gminie, która odzyskała należną jej pozycję w powiecie, regionie a nawet na szczeblu centralnym, i nadal prężnie się rozwija. Nie zmarnowaliśmy danego nam czasu dla skutecznego polepszenia życia naszych mieszkańców a jednocześnie zatroszczyliśmy się o wypracowanie długofalowej strategii rozwoju naszej „małej ojczyzny”. Ten niewątpliwy sukces, zawdzięczamy śmiało nakreślonym planom, mrówczej pracy urzędników i jednostek samorządowych oraz zgodnej współpracy organów gminy z mieszkańcami. Nic jednak nie jest dane żadnemu samorządowi raz na zawsze, ten pomyślny start powinien dać gwarancję kolejnych prorozwojowych działań na rzecz wspólnego dobra na kolejne jubileusze, czego wszystkim mieszkańcom życzę. Wójt Gminy Terespol CZY WIECIE, ŻE… 29 maja 1991 r. odbyła się sesja Rady Miasta i Gminy Terespol podczas której została podjęta uchwała o rozdziale wspólnych dla miasta i gminy organów przyjęta 14 głosami za, przy 3 przeciwnych i 1 wstrzymującym się głosie. Rozporządzeniem Rady Ministrów z dnia 26 września 1991 r. w sprawie podziału lub połączenia niektórych miast i gmin, w których dotychczas działały wspólne organy, oraz zmiany i ustalenia ich nazw i siedzib została utworzona samodzielna gmina wiejska Terespol. 23 lutego 1992 r. w wyborach uzupełniających do Rady Gminy Terespol wybrano 7 radnych. Dołączyli oni do 14 radnych z terenu gminy wybranych w 1990 roku do Rady Miasta i Gminy Terespol. Pierwsza sesja nowoutworzonej gminy wiejskiej Terespol odbyła się 28 lutego 1992 roku w świetlicy wiejskiej w Łobaczewie Małym, wybrano wówczas władze gminy Terespol.
