East Champaran Introduction DISTRICT PROFILE EAST CHAMPARAN INTRODUCTION Came into existence on December 1, 1971 after the split of Champaran district into two district, viz. Purbi Champaran & Paschimi Champaran. The name Champaran owes its origin to Champa-aranya or Champkatanys. Champa or Champaka means Magnolia and aranya mess forest. It is situated in the plains of River Gandak, Burhi Gandak & Baghmati East Champaran is surrounded by Nepal in the north, Muzaffarpur & Gopalganj in the south, Sitamarhi & Sheohar districts in the east and Gopalganj & West Champaran in the west. The mother-tongue of this region is Bhojpuri. The primary occupation of the people of the district is agriculture. HISTORICAL BACKGROUND In the prehistoric period, Champaran constituted a part of the ancient kingdom of Videha. After the fall of Videhan empire Champaran was ceded to oligarrochial republic of Vrijjan confederacy, with oligarchcal Vaishali as its capital of the Vriggian confederacy Lichohavis were the most powerful and prominent. During 1211 and 1226 first Muslim influences was experienced when Ghyasuddin Iwaz the muslim governor of Bangal extended his a way over Tribhukti or Tirhut. During the close of the Mughal empire, Champaran witnessed ravages of contending armies. With the rest of Bengal Champaran passed into the hands of East India Company in 1764 but military expeditious were still there. In 1929 a group of volunteers from Champran district came to demonstrate a against the Simon commission in the same year the 21st session of the Bihar students conference was held at Motihari. As a reaction against the failure of round table conference held in 1932 there was popular gathering at Motihari to take pledge for Independence. ADMINISTRATIVE Motihari is the district headquarters of East Champaran. East Champaran district has 1344 number of villages. ECONOMIC PROFILE Agriculture is the main source of income of the people in East Champaran. Rice, paddy, sugar cane, Jute and lentils are the major crops of the district. There are some small scale industry like pearl button industry, fishery development which are popular in East Champaran. The pearl button Industry at Mehsi, only one of its kind in the whole of the country. Which had earned fame in the world. East Champaran has a large potential for fishery development. It has a large number of tanks and mans (lakes). An ambitious plan for fish development started in 1995 by the central Government. The world Bank financed Rs. 19 crore for fisheries development schemes in Motijheel and Kararia Jheel in Motihari town and its adjoining area to make the lakes suitable for fish production. Buttons are prepared from Oyster-Shells, commonly found in river Sikrahna by hand. Industry has 160 units in 13 panchayats of Mehsi Anchal, giving employment to about 10,000 skilled workers directly and 20,000 workers indirectly. Fishery It is estimated that there are 823 Government tanks and 161 private tanks with 9 water areas of 1920 acres. The yearly production of fish is estimated not less than 2500 M.T. of worth Rs. 25 crore. The world Bank financed 19 crore rupees for fisheries development schemes in Motijheel and Karariya Jheel in Motihari town and its adjoining area to make the lakes suitable for fish production. Well connected with NH 28 A and NH 104. There are 1765 primary schools, 405 upper primary schools, 98 high schools, 18 degree colleges. Several agro-based, sugar mills, rice mills, cottage industries prevails in the district. There is one industrial area Raxaul. MEHSI BUTTON INDUSTRY Pearl button industry is one of its kind in the whole of the country. Mehsi is a small rural market adjacent to the Mehsi railway station about 48 km. east of Motihari. buttons are prepared from Oyster-Shells, commonly found in river Sikrahna. Mumbai, Kolkata and Madras money lenders have captured the total market of Mehsi buttons. The pearl button industry at Mehsi which ranged 160 units in 13 panchayats of Mehsi Anchal, giving employment to about 10,000 skilled workers directly and 20,000 workers indirectly. FISHERY INDUSTRY East Champaran has a large potential for fishery development. The district has quite a large number of rivers, lakes, marshes, pond and tanks. It is estimated that there are 823 Government tanks and 161 private tanks with 9 water areas of 1920 acres. In addition, there are 28 lakes (mans) with a water area of 7,486 acres despite these resources, no integrated efforts appear to have been made to fully exploit the potential of development of fisheries and to adopt the techniques of composite fish culture. Proposed that about 282 acres of water area of the existing Government and private tanks (about 151 of the total) in East Champaran may be taken up for fisheries development. There is practically no export of fish from any of the markets beyond the district. The yearly production of fish is estimated about 2500 M.T. of worth Rs. 25 crores. The common species found in the district are carps –Rohu, Catla, Naini,Calvasu, Catefish, Boari, Tengra, Silonal, Bangas, Bachawa, Murels, Garai, Sawra, Chenga, Chitla, Hilsa, Gorarah,Pothiya, Chelwa, Bami, Gaineha, Changari,etc. The world Bank financed 19 crore rupees for fisheries development schemes in Motijheel and Kararia Jheel in Motihari town and its adjoining area to make the lakes suitable for fish production. Besides making the lakes suitable for modern fish farming, the development program involves constructions of sluice gates, protection of bandh, Deepings the inlet and outlet channels and weed clearance.     SITUATION REPORT - BIHAR FLOODS NAME OF THE DISASTER: FLOODS DATE: 15.07.04 at 7:30 PM Rain in the upper catchment areas of Nepal has resulted in the rise of the water levels of all the major rivers of Bihar and so far 16 districts (out of a total of 38 districts) have been affected by the flood waters. 11.128 million people are affected by the unprecedented floods in Darbhanga, Madhubhani, Sitamarhi, Sheohar and East Champaran Districts. Situation is grim with continuous rains over the northern portion of the state and is likely to get critical with rain/thundershowers forecasted over Bihar by the Indian Meteorological department. As per the Central Water Commission report, river Kamala Balan, Budhi Gandak, Bagmati, Kosi, Mahananda and Adhwara group of rivers are flowing above the danger level. The districts so far affected are Supaul, Darbhanga, Bhagalpur, W.Champaran, Muzaffarpur, Sitamarhi, Khagaria , Sheohar, Madhubani, Araria, Saharsa , E. Champaran, Katihar, Kishanganj & Samastipur. The worst affected districts are Darbhanga, Sheohar, Madhubani and Sitamarhi. Sitamarhi, Darbhanga & Sheoher districts are cut off from the state head quarter.In many districts Rail & Road communications are also cut off. Solid wastes arise from human and animal activities that are normally discarded as useless or unwanted. In other words, solid wastes may be defined as the organic and inorganic waste materials produced by various activities of the society and which have lost their value to the first user. As the result of rapid increase in production and consumption, urban society rejects and generates solid material regularly which leads to considerable increase in the volume of waste generated from several sources such as, domestic wastes, commercial wastes, institutional wastes and industrial wastes of most diverse categories. Management of solid waste may be defined as that discipline associated with the control of generation, storage, collection, transfer and transport, processing, and disposal of solid wastes in a manner that is in accord with the best principles of public health, economics, engineering, conservation, aesthetics, and other environmental considerations. In its scope, solid waste management includes all administrative, financial, legal, planning, and engineering functions involved in the whole spectrum of solutions to problems of solid wastes thrust upon the community by its inhabitants. Solid wastes have the potential to pollute all the vital components of living environment (i.e., air, land and water) at local and at global levels. The problem is compounded by trends in consumption and production patterns and by continuing urbanization of the world.
