JULY 1995 INTRODUCTION The Dade County Metropolitan Planning Organization (MPO) undertook a study to review, and where appropriate, enhance hurricane emergency preparedness planning directed at the Dade County transportation system. The firm of Post, Buckley, Schuh & Jernigan was retained by the MPO to lead the consulting team conducting the study, which was financed by US DOT Planning Emergency Relief (PLER) funds administered through the MPO. Project work was closely coordinated with the Dade County Office of Emergency Management (OEM), and integrated input from transportation planning, operating, and supporting agencies at local state and federal levels, as well as incorporating recently ~pdated information -from the South Florida Water Management District and the National Hurricane Center. The objectives of the study were to systematically identify principal physical, functional, and personnel resources within the transportation system to evaluate the system's ability and readiness to deal with hurricane events, and to review and assess procedures associated with transportation system hurricane preparedness and response. Principal tasks of the study were: 1. Inventory the transportation system components and pertinent features of the transportation system, and key human resources that are relevant to hurricane preparedness and response; 2.

Todas estas líneas y las que siguen pueden considerarse como un homenaje del Ejército Rebelde a su gran Capitán, al más grande jefe de guerrillas que dio esta revolución, al revolucionario sin tacha y al amigo fraterno. Camilo fue el compañero de cien batallas, el hombre de confianza de Fidel en los momentos difíciles de la guerra y el luchador abnegado que hizo siempre del sacrificio un instrumento para templar su carácter y forjar el de la tropa. Creo que él hubiera aprobado este manual donde se sintetizan nuestras experiencias guerrilleras, porque son el producto de la vida misma, pero él le dio a la armazón de letras aquí expuesta la vitalidad esencial de su temperamento, de su inteligencia y de su audacia, que sólo se logran en tan exacta medida en ciertos personajes de la Historia. Pero no hay que ver a Camilo como un héroe aislado realizando hazañas maravillosas al solo impulso de su genio sino como una parte misma del pueblo que lo formó, como forma sus héroes, sus mártires o sus conductores en la selección inmensa de la lucha, con la rigidez de las condiciones bajo las cuales se efectuó. No sé si Camilo conocía la máxima de Dantón sobre los movimientos revolucionarios, "audacia, audacia y más audacia"; de todas maneras, la practicó con su acción, dándole además el condimento de las otras condiciones necesarias al guerrillero: el análisis preciso y rápido de la situación y la meditación anticipada sobre los problemas a resolver en el futuro.

    TRANSNATIONAL LANDSCAPES AND THE CUBAN DIASPORA by JENNA ELIZABETH ANDREWS-SWANN (Under the Direction of Virginia D. Nazarea) ABSTRACT This study explores the multiple meanings of landscape and the creation of place within the Cuban Diaspora. Landscape encompasses not only the external physical environment or a particular geographical space, but the concept also represents collections of personal experiences with, and memories linked to, various pieces of the physical environment. Diaspora is an association that is not restricted to a geographical place but formed by cultural nationalism shared by members of a transnational community. The research sites in this study are Moultrie, Georgia, and Miami, Florida. These sites were selected to represent some of the diversity (e.g. rural/urban, established/newly arrived) inherent in the Cuban Diaspora. In light of current scholarship on these themes and the issues facing members of the Cuban Diaspora today, the principal questions addressed in this study are: How are landscapes (re)created and given meaning at locations in the Cuban Diaspora? and How does the context of migration or exile affect the (re)creation of landscapes? To address the research questions, an integrated set of mixed ethnographic methods comprised of participant observation, interviews, life history collection, cognitive mapping, and archival research was used. Results show that the manner in which members of the Cuban Diaspora in the United States left Cuba indeed impacts their relationship with the island and how they experience Cubanidad , or Cubanness. Based on the data collected, many members of the Diaspora who were jailed or otherwise persecuted in Cuba tend to shy away from addressing volatile issues, such as Cuban politics or religion, and choose instead to (re)create a private sense of Cubanidad.
