Yuanfei SHI 17.02.2013 010 Fachgebiet Seite 2 Kurzdarstellung des Fachgebietes Betriebssysteme elektrischer Bahnen (BeB) Vorlesungsmodul „Moderne Bahnsysteme“ Das Fachgebiet BeB war eines der drei Fachgebiete der Bahntechnik im Institut für Land- und Seeverkehr (ILS), Fakultät V, der Technischen Universität Berlin. Gegründet wurde das Fachgebiet BeB im Dezember 1987 mit dem Ziel, die Bahn- technik-Lehre durch Themen der neuen und neuartigen Verkehrstechnologien (u. a. der Magnetfahrtechnik) zu ergänzen. Zusätzlich sollen Themen der Systemtechnik sowie ICE 3 Shinkansen Serie 300 ausgewählte Gebiete der Fahrzeug- und Antriebsenergieversorgung elektrischer Bahnen behandelt werden. Durch die Kooperation mit der IFB - Institut für Bahntechnik GmbH wird erreicht, dass stets anwendungsnahe Ergebnisse aus den laufenden Projekten der Bahntechnik in die Vorlesung einfließen, so zum Beispiel aus System- Thalys vergleichen konventioneller und neuer Bahnsysteme in den Bereichen der Planung, der Shinkansen Serie 500 Technik, des Betriebes, der Wirtschaftlichkeit und der Umwelt. Dabei nehmen die Untersuchungen zur Wirtschaftlichkeit (Investitions- und Betriebskosten) einen breiten Raum ein, da diese wichtige Entscheidungsgrundlagen für geplante Projekte/Anwen- dungen bilden. Latecomers from emerging economies compress time and skip amplitude by breaking the original strategic path and form a new appropriate strategic path to catch up with the incumbents. Previous studies have found that the original strategic path is difficult to break and difficult to transform. This paper proposes a firm-level framework and identifies the impetus and trigger factors for latecomers to transform the strategic path. The impetus is the mismatch between strategic mode and technological innovation capability. The trigger is the progressive industrial policy. Based on a Chinese rail transit equipment supplier’s (China Railway Rolling Stock Corporation; CRRC) catch-up process, this paper finds that the strategic path transformation is an evolutionary process from mismatch to rematch between strategic mode and technological innovation capability. With the implementation of industrial policy, the technological innovation capability will change. The original strategic mode does not match with changed technological innovation capability, which leads to performance pressure. With the adjustment of industrial policy, a new strategic mode adapted to new technological innovation capability emerges. As China enters the third decade of the 21st century, one of its hallmark achievements has been the remarkable modernization of its railway system. However, post-1949 sectoral modernization did not occur in a linear fashion. The Party-state failed to develop this critical sector, both during the 27 years of the Mao era (1949 to 1976) and the first 25 years of Deng’s reform and opening (1978 to 2002). China’s railway dream—sustained rapid development—only took off in the early 2000s. Against such a backdrop, my research questions are as follows: 1) Why did China’s railway dream only take off in the early 2000s, despite five decades of centralized Party rule? 2) What were the obstacles to sectoral modernization, and how were they finally overcome? 3) What political and economic factors, both internal and external, most decisively shaped the evolution of China’s railway system? 4) Finally, what do the distinctive patterns of railway development tell us about the broader political economy of industrial development in China? This dissertation argues that the practice of “concentrating powers to accomplish big things” was the principal reason for sustained rapid modernization, and China’s accession to the World Trade Organization provided the crucial catalyst.
