INTRODUCTION 1.1. Background and Context The European Union (EU) has launched the programming process for international cooperation for the next seven years (2021-2027). In this process, EU delegations in partner countries have the main role and responsibility to discuss with actors in partner countries on priorities and programs to be included. The European Commission’s 2013 Communication on “Empowering local authorities in partner countries for enhanced governance and more effective development outcomes”, has recognised local authorities as state actors in their own rights and capacity; and in this title, they should participate in the programming process alongside the representatives of the national government, in the dialogue with the EU delegations to determine specific priorities and programs to be included in the EU cooperation. The pre-programming phase for the
