David Owen & Christian Schemmel Strength in Division Left-Right Antagonism and the Practice of ‘Split Leadership’ In ‘The Discourses’, the infamously astute republican thinker Niccolo Machiavelli argued that the strength and vitality of the Roman Republic, compared to other republics, lay in the fact that it successfully institutionalised the inevitable antagonism between the people and the elite. Thus, each held the threat posed to the republic by the other in check, and republican liberty was preserved. Machiavelli mercilessly mocked the pieties of republican thinkers who imagined a harmonious transcendence of this antagonism. He recognised that a sustainable balance of opposing forces could produce something stronger and more resilient than efforts at harmonious unity could realistically hope to achieve. Machiavelli’s insight is one that the Labour Party, in the midst of its current travails, would do well to remember. The history of the Labour Party is also one of antagonism between opposed forces. Simplifying somewhat, we can see the recent implosion as a recurrence of a tension that has structured the history of the Party from its inception. This tension plays out between a Left that is focused on Labour as a transformative social movement, and a Right that is focused on the acquisition of Parliamentary power (with plenty of folk in between). When the Party functions at its best, the role of the Left is to keep the Right honest, to block its tendency to surrender too much in its electoral pursuit of power, to prioritize short-term tactics over long-term strategy. The role of the Right is to keep the Left focused on the point that principle is impotent in the absence of power, that sacrificing electoral success (or deluding yourself concerning the prospects of such success) for ideological reasons surrenders the field to an enemy who will not advance the interests of the people that the Labour Party is meant to serve. -

I argue that leadership selection is dependent on both the electoral institution that a party finds itself in and the intra-party dynamics that constrain the party. Due to a high degree of seat- vote elasticity that is characteristic of majoritarian systems, replacing unpopular leaders is a feasible strategy for opposition parties in these systems to increase their seat shares. In contrast, in proportional systems, due to low seat-vote elasticity, on average opposition parties that replace their leaders su↵er from vote loss. My model of party leadership selection shows that since party members can provide valuable election campaign e↵ort, they can coerce those who select the party leader (the selectorate) into choosing their preferred leader. -

A rich picture is painted of this ongoing struggle through a case study of the Australian Greens with vivid descriptions presented on organisational leadership issues by Australian state and federal Green members of parliaments. What emerges from the data is the Australian Green MPs’ conundrum in retaining an egalitarian and participatory democracy ethos while seeking to expand their existing frame of leadership to being both more pragmatic and oriented towards active involvement in government. -

AUSTRALIAN APPROACHES TO FIXED-TERM PARLIAMENTS 1. General Information Since 1984 houses of five Australian legislatures have adopted fixed terms: the lower houses of three State parliaments (New South Wales, South Australia and Victoria) and the unicameral legislatures of two self-governing federal territories (the Australian Capital Territory and the Northern Territory).1 In the other three States and in the federal parliament, the Premier or Prime Minister retains a discretion to advise the Governor or Governor-General to dissolve the lower (or, in Queensland, single) house before the expiry of its maximum term. The relevant legislation is set out in the Appendix to this submission. 2. Early Elections Each jurisdiction allows for an early general election if the lower house (or the unicameral legislature) passes a motion of no confidence in the government. -

Understanding the Performance of the Left Party (DIE LINKE) in Western Germany: A Comparative Evaluation of Cartel and Social Cleavage Theories as Explanatory Frameworks Submitted to London Metropolitan University for the Degree of Doctor of Philosophy by Valerie Lawson-Last Faculty of Social Sciences and Humanities, London Metropolitan University 2015 Abstract In 2007 Germany’s Left Party (DIE LINKE) won its first seats in the regional parliament of a western federal state, Bremen. This success contrasted with the failure of its predecessor, the PDS, to establish an electoral base beyond the eastern states. Today the Left Party is represented in eastern and western legislatures and challenges established coalition constellations both at federal and regional level. How can we understand the Left Party’s significant breakthrough in the West? The existing literature has sought to analyse and interpret the Left Party’s origins, success and challenges, and has also emphasised the importance of the western states, both for the PDS and the Left Party. This thesis offers new insights by evaluating the respective strengths of two distinct theories, Cartel Theory and Social Cleavage Theory, as explanatory frameworks for the Left Party’s breakthrough. The theories are also appraised in a detailed case study of Bremen. The study examines whether the party displayed the organisational traits, parliamentary focus and electoral strategy identified in Cartel Theory. The investigation of Social Cleavage Theory explores the mobilisation and framing of class-based protest in the anti-Hartz demonstrations, and analyses election results for evidence of a realignment of class- based support. The existing empirical data is supplemented by qualitative evidence obtained through questionnaire responses from Left Party members and sympathisers in Bremen. -
Chapter 4: House, Government and Opposition
A knowledge of the structure of the House of Representatives is important to an understanding of its mode of operation. The components or groups which make up the House and which are described in the text that follows are common to most parliamentary systems based on the Westminster model. The relationship and interaction between these components is at the heart of parliamentary activity. The nature of the relationships between the groups largely determines the operational effectiveness of the Parliament, particularly in relation to the Executive Government. Pollution Pods is an eminently sensorial experience, whose objective is not so much to offer a privileged audience the thrill of danger safely contained, but rather to push visitors to reflect on their own contradictions and trigger behavioural change, as the embodied knowledge of pollution renders willful ignorance almost intolerable. New Zealand Report André Kaiser, Raymond Miller, Aurel Croissant (Coordinator) Sustainable Governance Indicators 2017 G etty Im ages/iStockphoto/ZC Liu Sustainable Governance SGI Indicators SGI 2017 | 2 New Zealand Report Executive Summary The current National Party-led government, formally a minority government, has generally been able to command a legislative majority having negotiated confidence and supply agreements with three smaller parties, the Maori Party (two seats), United Future (one seat) and the ACT Party (one seat). In early December 2016, shortly after the end of the review period for the SGI 2017, Prime Minister and National Party leader John Key, who had served as head of government since 2008, announced that he would step down. Shortly thereafter, reviously Deputy Prime Minister Bill English(2008-2016), assumed office on 12 December 2016. Throughout the review period, New Zealand performed well with regard to indicators of governance capacity, policy performance and quality of democracy. New Zealand’s democratic system is based on a unicameral parliament, working rule of law, strong executive and effective government. The system is healthy and stable. Despite an ongoing debate about adopting a written constitution, the fundamental structure and operation of governance reflects a fundamental continuity. The country’s commitment to economic freedom is reflected in its leading position in the World Bank’s 2016 Doing Business report. According to the report, New Zealand provides the world’s best protection for investors. In addition, the country is one of the safest countries in the Asia-Pacific region and a “low-risk environment for business investment.” Political reforms implemented over recent decades have created a policy framework that demonstrates impressive economic resilience.
