Therefore, the green trade barriers have gradually replaced the traditional tariff barriers and become the main obstacle that the industries have to deal with. Enterprises should take the initiative to cope with the regulatory technical barriers and expedite their market access. CRAC 2017 will invite government officials and industry experts to analyze the current situation and trend of the global chemical management policies, propose the compliance strategies and share practical experiences to help companies better navigate the regulatory maze there. 2. Global Pesticide Registration- To Pave the Way for Sustainable Development The use of pesticide is an indispensable part of agricultural production, which plays a significant role in ensuring agriculture development and crop production. However, with the rapid development of the pesticide industry, a large number of toxic substances are released into the soil, water and the atmosphere, hindering the sustainable development of agriculture. Hazardous substances have been delivered through bioaccumulation and food chains, destructing the ecological environment. The vast majority of countries have implemented a strict registration system for pesticides management. In 2017, China released the new “Regulation for the control of Agrochemicals " and " Administrative Measures for the Registration of Pesticide (draft)" to ensure the safety of human race as well as animals, and the sustainable development of agriculture, forestry and ecological environment by reinforcing the management system, strengthening the responsibility and increasing the penalties. The EU and the United States have a long history of pesticide management, and have gradually built an efficient pesticide management system with sound laws and regulations and complete supervision systems. Therefore, numerous enterprises are not able to enter markets in the EU and the United States due to the strict registration system. South America and the Asia-Pacific region are also the main target markets to the pesticide export enterprises, where the agriculture is still the first pillar industry and the pesticide management regulations are improving year by year. The explosions of Samsung mobile phone have aroused global concern, lots of textiles, toys, child care products and electrical products were recalled due to the safety problems. The safety issues not only deliver a heavy blow to the brand image of enterprises but also reduce the consumer confidence index. Research shows that consumers are more willing to pay higher prices for the safer products, which means that business concerns for product safety will bring great opportunities. In 2017, the Chinese version of REACH "Safety Requirements for Hazardous Chemicals in Consumer Products (Draft)" and the “Qualification Management Catalogue (Draft)” of China version of RoHS were released to further deepen supply-side structural reform of the supply side of the consumer goods industry. Ministry of Industry and Information Technology and the National Development and Reform Commission jointly issued the “Thirteen Five Development Guidance of Textile Industry” to promote the structural adjustment and industrial upgrading of textile industry. ECHA updated the guidance and SVHC list under EU REACH frequently, which caused tremendous impacts to the exporters and manufacturers. Consumers attach great importance to product safety issues. It has become a common mission to comply with the new regulations, promote the industry upgrading and rebuild the public confidence for product safety. CRAC2017 will invite authorities and technical experts to thoroughly analyze the situation of the industry and seek the green compliance solutions. 4. Food Contact Materials Supervision- To Create a Safety Barrier Food safety is intricately bound up with human health, besides the quality of food itself, safety problems caused by the food contact materials occurred frequently. Food contact materials may release toxic and harmful chemical components such as heavy metals, toxic additives when contacting with food, possibly causing adverse effects on human health. As consumers pay increasing attention to the health and food safety, the regulations of food contact materials are becoming more and more stringent around the world. Under such circumstances, in addition to solving the difficulties of technological innovation and quality improvements, complying with the different regulatory requirements from different countries has also become a technical barrier for enterprises.
