EXECUTIVE SUMMARY • The election campaign, which officially started on 8 April, is vibrant. Contestants are generally able to campaign and have been provided with free venues and poster space. However, there have been instances of obstruction of campaign activities, including two violent scuffles in Yerevan. • The OSCE/ODIHR Election Observation Mission (EOM) has noted cases where campaign provisions of the Electoral Code were violated. These included campaigning in schools, teachers and students being asked to attend campaign events of the Republican Party of Armenia, and campaign material of some parties being placed on municipal buildings and polling stations. A business owned by the leader of Prosperous Armenia is distributing tractors in several provinces, de facto as part of the party’s campaign. As of 17 April, the police has examined or was examining 14 cases of possible electoral offences. • Preparations for the elections are proceeding according to legal deadlines. The Central Election Commission (CEC) and Territorial Election Commissions (TECs) continue to work in an open and transparent manner. Precinct Election Commissions (PECs) have been formed and are being trained. The CEC has adopted and published the main procedural rules and official documents, well in advance of election day. • The media monitored by the OSCE/ODIHR EOM are providing extensive political and election-related coverage. Before the start of the official campaign, the President and government officials received extensive coverage in the monitored media. -

Social Change in Eleventh-Century Armenia: the evidence from Tarōn Tim Greenwood (University of St Andrews) The social history of tenth and eleventh-century Armenia has attracted little in the way of sustained research or scholarly analysis. Quite why this should be so is impossible to answer with any degree of confidence, for as shall be demonstrated below, it is not for want of contemporary sources. It may perhaps be linked to the formative phase of modern Armenian historical scholarship, in the second half of the nineteenth century, and its dominant mode of romantic nationalism. The accounts of political capitulation by Armenian kings and princes and consequent annexation of their territories by a resurgent Byzantium sat very uncomfortably with the prevailing political aspirations of the time which were validated through an imagined Armenian past centred on an independent Armenian polity and a united Armenian Church under the leadership of the Catholicos. Finding members of the Armenian elite voluntarily giving up their ancestral domains in exchange for status and territories in Byzantium did not advance the campaign for Armenian self-determination. It is also possible that the descriptions of widespread devastation suffered across many districts and regions of central and western Armenia at the hands of Seljuk forces in the eleventh century became simply too raw, too close to the lived experience and collective trauma of Armenians in these same districts at the end of the nineteenth and beginning of the twentieth centuries, to warrant -

In introducing this report I would like to focus on two key issues that we are facing when it comes to freedom of the media and freedom of expression. The first and greatest challenge facing journalists and other media actors which I wish to address is safety. I would like to warn, in particular, against the risk of normalization and indifference. Just two weeks ago, Vadim Komarov, a journalist from Cherkasy in Ukraine, died from his wounds following a brutal attack in May. His death did not generate much international attention or outrage, but it is no less revolting and sends a clear and sordid message of intimidation to many of his colleagues working on the same issues in the country. Komarov was investigating corruption and abuses of power in his city for many years and had been attacked in the past. He was the second journalist killed this year in the OSCE region. In April, 29-year-old journalist Lyra McKee was shot while covering riots in Northern Ireland, in the United Kingdom. She was a passionate and talented young journalist, known for her investigative reporting on the political history in the region. -

Human Dynamics KG The Environmental Protection of International River Basins (EPIRB) project aims to improve the quality of water in transboundary river basins in the wider Black Sea region and Belarus, including Armenia. One of the specific objectives is to improve technical capacities by developing river basin management plans (RBMPs) in selected pilot river basins, according to the requirements of the EU Water Framework Directive (WFD). SIXTH NATIONAL REPORT TO THE CONVENTION ON BIOLOGICAL DIVERSITY OF THE REPUBLIC OF ARMENIA Sixth National Report to the Convention on Biological Diversity EXECUTIVE SUMMERY The issues concerning the conservation and sustainable use of biological diversity of the Republic of Armenia are an important and integral part of the country's environmental strategy that are aimed at the prevention of biodiversity loss and degradation of the natural environment, ensuring the biological diversity and human well- being. Armenia's policy in this field is consistent with the following goals set out in the 2010-2020 Strategic Plan of the Convention on Biological Diversity (hereinafter CBD): 1. Address the underlying causes of biodiversity loss by mainstreaming biodiversity across government and society 2. Reduce the direct pressures on biodiversity and promote sustainable use 3. To improve the status of biodiversity by safeguarding ecosystems, species and genetic diversity 4. Enhance the benefits to all from biodiversity and ecosystem services (hereinafter ES) 5. Enhance implementation through participatory planning, knowledge management and capacity building. The government of the Republic of Armenia approved ''the Strategy and National Action Plan of the Republic of Armenia on Conservation, Protection, Reproduction and Use of Biological Diversity'' (BSAP) in 2015 based on the CBD goals and targets arising thereby supporting the following directions of the strategy of the Republic of Armenia on biodiversity conservation and use: 2 Sixth National Report to the Convention on Biological Diversity 1. Improvement of legislative and institutional frameworks related to biodiversity. 2. Enhancement of biodiversity and ecosystem conservation and restoration of degraded habitats. 3. Reduction of the direct pressures on biodiversity and promotion of sustainable use. -
The Armenian Genocide
The Armenian Genocide During World War I, the Ottoman Empire carried out what most international experts and historians have concluded was one of the largest genocides in the world's history, slaughtering huge portions of its minority Armenian population. In all, over 1 million Armenians were put to death. To this day, Turkey denies the genocidal intent of these mass murders. My sense is that Armenians are suffering from what I would call incomplete mourning, and they can't complete that mourning process until their tragedy, their wounds are recognized by the descendants of the people who perpetrated it. People want to know what really happened. We are fed up with all these stories-- denial stories, and propaganda, and so on. Really the new generation want to know what happened 1915. How is it possible for a massacre of such epic proportions to take place? Why did it happen? And why has it remained one of the greatest untold stories of the 20th century? There are between six and seven million alive today, and less than half live in the Republic of Armenia, a small country south of Georgia and north of Iran. The rest live around the world in countries such as the US, Russia, France, Lebanon, and Syria. They're an ancient people who originally came from Anatolia some 2,500 years ago. -

Kotayk Province – Under2 Coalition-Appendix PROFILE The Province situated at the central part of Armenia and covers an area of 2,089 km2 (807 sq mi) (7% of total area of Armenia). Kotayk is bordered by Lori Province from the north, Tavush Province from the northeast, Gegharkunik Province from the east, Aragatsotn Province from the west, and Ararat Province and the capital Yerevan from the south. Kotayk is the only province in Armenia that has no borders with foreign countries. Demographic and economic profile: Country: Republic of Armenia Province’s Population: 254,397, 8.4% of the entire population of Armenia Country GDP (PPP): Total: $ 26.560 billion (2016) Per Capita: $ 8,881 (2016) TARGETS The Republic of Armenia ratified the UN Framework Convention on Climate Change (UNFCCC) in May 1993 and as a developing country not included in Annex I to the Convention. In December 2002, Armenia ratified the UNFCCC Kyoto Protocol. On September 2016, Armenia signed the Paris Agreement. According to Armenia’s intended nationally determined contribution (INDC) submitted to the UNFCCC in 2015, the country (respectively the Kotayk Province) intends to limit aggregate GHG emissions to 633 million tCO2e for the period between 2015 and 2050. An annual average of GHG emission per capita aims to be limited to 5.4tCO2e for the period of 2015-2050, while Armenia’s GHG emissions comprised 2.14tCO2e per capita in 2010.
