CARLDVIANA FROM THE PRESIDENT Looking back on previous editions of Carloviana I realise as President of Carlow Historical and Archaeological Society I am following in the footsteps of many worthy holders of the office. Very Rev. Fr. Miller Adm. was elected to the position when we were formed as The Old Carlow Society. The first general meeting was held in the Carlow Technical School, Dublin Street on May 1st 1946 when officers and committee were elected and his Lordship the Bishop of Kildare and Leighlin Dr. Thomas Keogh was made Patron. The first Hon. Secretary was Liam D. Bergin of the Nationalist and Leinster Times and the Hon. Editor of Carloviana was Fr. P.J. Brophy of St. Patrick's College. Being a native of Carlow and old enough I well remember them all. We owe a great debt of gratitude to all our founder members for setting up such a wonderful society which shall celebrate 60 years in the coming year. The first issue of Carloviana January 194 7 gave the objects of the Society simply "to foster and promote our interest in the history of Carlow and district and in particular to preserve a permanent record of life in Carlow in the past". Our current rules have kept very much close to this main objective and also include the publication of a journal each year. Almost every year since 1947 Carloviana,'s the Society's journal has been published. This has been achieved through the efforts of many but especially the edi­ tors. I wish to mention here Martin Nevin former Chairman of Old Carlow Society who also carried out the job of Editor of the journal for many years up to the last edition 2004. On behalf of all the members I wish to have recorded a sincere thanks to Martin. Getting down to the other work of the society we have a good committee in place with active sub-committees looking after lectures, outings and Carloviana. Since the closing of the society 's museum in the Old Concert Hall at the rere of the Town Hall our museum sub-committee have found it difficult to have meaningful meetings. The contents of the museum are presently carefully stored by the Carlow Town Council with a view to the opening of a new county Museum in the chapel of the former Presentation Convent in College Street. A county museum board has been set up this year which includes three members from our society. We expect our representatives to press the new board to have this new museum open at an early date. I wish to sincerely thank all the members who are acting on the various committees and look forward to our society continuing its wonder­ ful work for the enjoyment of all those who have an interest in our past and in doing so leave a record for future generations. Carlow County Council is committed to providing the highest quality public services for local residents, visitors and for new and existing companies, from multinationals to entrepreneurs and SMEs. Creating an environment for economic growth and driving quality of life for all is a priority for this Council. We are pleased to introduce the Carlow County Council Annual Report 2019, which outlines the work of the Council in delivering important public services during the year, all of which contribute to making County Carlow an attractive place in which to work, live and do business. 2019 has seen the strengthening of the Council’s role in economic development and community development and this is welcomed by all. It must be acknowledged that the changing economic climate both at national and local levels have made a defining influence on the extent to which our services are delivered. Despite the reduction in human and financial resources in recent years, Carlow County Council continues to deliver a high standard of service. The Council welcomes the easing of financial restrictions and the improving economic position. Our staff, with the support and leadership of the elected members, continue to maintain and deliver quality services as referenced in our Corporate Plan, whilst also keeping the Council on a firm financial standing. Similar to all local authorities in the country, Carlow County Council relies heavily on government funding. It follows that a reduction in overall funding can profoundly impact on our capacity to deliver our services and any increase in funding enables the Council to leverage these monies to provide additional and enhanced services.

    “Ordinary Man”: Christy Moore and the Irish Protest Ballad MIKE INGHAM Introduction: Contextualizing the Modern Ballad In his critical study, The Long Revolution, Raymond Williams identified three definitions of culture, namely idealist, documentary, and social. He conceives of them as integrated strands of a holistic, organic cultural process pertaining to the “common associative life”1 of which creative artworks are an inalienable part. His renowned “structure of feeling” concept is closely related to this theoretical paradigm. The ballad tradition of popular and protest song in many ethnic cultural traditions exemplifies the core of Williams’s argument: it synthesizes the ideal aesthetic of the traditional folk song form as cultural production, the documentary element of the people, places, and events that the song records and the contextual resonances of the ballad’s source and target cultures. Likewise, the persistence and durability of the form over many centuries have ensured its survival as a rich source for ethnographic studies and an index of prevailing socio-political conditions and concerns. As twentieth-century commentators on the Anglophone ballad form, such as A. L. Lloyd, have observed, there is an evident distinction between the older ballad tradition, tending toward a more impersonal and distanced voice and perspective, and the more personal style of ballad composed after the anthropological research of ethnomusicologists such as Cecil Sharp, Alan Lomax, and others during the first half of the twentieth century. The former derives from a continuous lineage of predominantly anonymous or unattributed folk material that can be said to reside in the public domain, and largely resists recuperation or commodification by the music industry.
