NOTES FOR RACE OFFICIALS

Timetable: 12:15 Arrive at Pier House for briefing and collect equipment. BEFORE THE RACE

1. Please bring appropriate clothing in order to remain both dry and warm for periods up to 3 hours on the . Even in March it can be very cold out on the water. If you are going to be out in a launch, remember that it will usually not be the sort of boat you would umpire in at a Tideway regatta, but rather a tin fish used for club coaches. Wellingtons are advisable, as a lot of these boats are not very water-tight, and something warm to sit on.

2. As before, all the equipment will be provided at Chiswick Pier House in plastic boxes, (unless previously advised) which hopefully should provide you with one fairly dry spot. The whistle is provided in case you have to attract attention urgently, if your loudhailer has packed up.

3. If you are launch-based, your launch will pick you up from and return you to Chiswick Pier. If your craft has not turned up, please speak to Rachel Spruce, who will be at CPH and will deal with all launch-related queries; we have some spare launches on standby, which are exclusively available to Rachel to allocate. Before you set off, make sure your boat is carrying an approved safety kit. If there is none on board, there will be some HORR kits at Chiswick Pier House.

4. Make sure you have got your radio on and have checked that it works (and that you know how to work it) before you get into your launch. It is so much easier to do this on shore than when you are bouncing around on the water. As you pick up your radio, please walk outside and call Race Control to confirm your radio works and you have the correct channel. The radios are all pre-checked, so you will be very unlucky if you have any problems. All the radios work though a “repeater station”, which vastly increases their range and should eliminate any dead areas for reception, there is a short delay between pressing the button and being able to transmit. Work on the basis of “Press-two-three-Speak”, and the front end of your messages won’t be truncated. Race Control will “carry out a radio check and roll call at 13:15hrs. (in a different format to previous years) to ensure everyone is in position; please listen out, and respond. When using the radio, please bear in mind the radio protocol:

5. When using the radio, if you expect an answer, finish with “OVER” If you don’t, finish with “OUT”.

6. As soon as you get onto your station, have a look round for the nearest safety boat, and if possible, have a word with its occupants to establish contact. Also be aware during the Race Officials either side of you, in case one of them has to deal with an incident which restricts their ability to monitor racing crews, and which you may have to cover. You will be provided with a map showing all Race Officials’ locations.

7. Before the start, all Race Officials have a role as marshals to ensure that crews are progressing towards the start, have crossed to the appropriate station depending on their numbers and are taking account of other crews in their vicinity. Remember: any form of warming-up at full pressure, practice starts, etc., in the Marshalling Area is strictly forbidden in the 30 minutes before the Race (ie from 13:45Hrs.) This area extends from Chiswick Pier to Kew Railway Bridge.

8. Try to minimise launch wash at all times.

9. Aim to be firm but polite. If faced with some very trying situations from crews and coxes, provide clear instructions as to what you want them to do.

DURING THE RACE

10. While the Race is in progress, the aim is for you to patrol your patch at slow speed. This is a problem for some outboards, but it is essential that the launch is capable of getting to the scene of a problem without delay. In the past, some Race officials have moored their launches and stopped the engines, which has resulted in a delay of minutes when they have needed to start up again.

11. The main point of Umpiring is to check and, if need be, warn crews being overtaken to give room to the overtaking crew. Crews can overtake on either side. Whether you are dealing with a cox who does not know the principles of Tideway coxing, or one that all too obviously does, it is better to get your warning in early.

12. If you see a case of serious interference, particularly if it seems deliberate, try to quantify it in terms of seconds, or lengths, lost by the impeded crew, which helps in assessing the severity of the offence. No crew may have their time reduced, but time penalties, or worse, may be awarded against the offender. To ensure a uniform approach, the decision to award any penalties rests with me as Chief Umpire. Please complete the details on your report sheet, indicating the crew numbers, your opinion regarding the apportionment of blame, and what penalty you would recommend. Please note that during the race, the Chief Marshall will timetable several gaps in order to allow crews return to boathouses on the bank whilst the race is still in progress. The position of these gaps will be announced at the briefings.

13. Make sensible use of your radio, and continue what has been a feature of the last few years, which has enabled us to cut down the number of channels we used to use. There are three, for Marshalling, Race Control and Safety. If you see a developing situation between crews moving out of your patch, give a call to the next Umpire along, to make sure he or she is aware what has happened. Try to keep messages clear and brief, as there are a lot of potential users on the net. If there is an emergency, you will get an instruction from the Race Controller to “Minimise radio traffic”, which means cutting down to essentials only, until she indicates that normal transmissions may be resumed.

AFTER THE RACE

14. The last crew is easy to identify, as it will have one or more launches following it. Do not assume that, simply because there is no other crew in sight, the Race must have finished.

15. If you are following down the last crew, don’t crowd it, but stay a good few lengths behind. After the Race is over, remain careful to avoid launch washes, as there will still be a lot of eights on the river.

16. Finish Marshals should please stay in position until all the crews are back above Putney Pier, and one of those afloat (who will have been nominated in the pre race briefing) should stay in the vicinity until the last crew returning to or above is clear of the Black Buoy. Crews unfamiliar with the Tideway can easily get tangled with the Moorings.

17. Please note that the radio net will only close down when the last crew is safely upstream of the Black Buoy. Keep your radios on and listen out until you hand them in.

18. If you have anything to report, it is most important that you can discuss it with me personally. Please stay at Chiswick Pier House until I get there. In case something comes up after you have left, do make sure that you leave a note of the number where you can be contacted for a few hours after the Race (or else phone me 07775 825819).

RETURNING CREWS

19. Please note that all crews must turn to Surrey after the Finish, after they have gone through both Putney Bridge and Railway Bridge, and they can only return to the Middlesex shore at one of the three designated crossing points. The Umpires on the Middlesex bank nearest the crossings will need to be ready to assist in any problems that may occur on their side of the crossing point.

20. As the crews start returning, watch out for any that are straying too far from the bank, and any racing crews that are going too close. Particular trouble spots are near St Pauls, and between Harrods and the Mile Post.

21. We have one crossing point in the Hammersmith area, just above the bridge for crews returning to Hammersmith boat houses; and a second crossing umpire further around the bend to cross crews returning to Latymer and which avoids crews going around Dove Pier. There is a third crossing marshal at the main Chiswick Steps crossing. It is essential that crews only cross at the designated points and under instruction.

22. The Rules state that no crew that has raced may overtake crews marshalling for the start, and some crews returning to Chiswick may have a substantial wait. The Marshals control this, but please be alert to help if a problem develops.

SAFETY

23. From the enclosed map, make sure you have noted the location of the nearest ambulance station. Ambulances will be located at University of Westminster, Chiswick Pier House, Rutland Public House Hammersmith and The Embankment Putney. Although there are a number of safety boats on the course, the Race Officials have a major role in ensuring that the event is run safely.

24. If an incident occurs, effective communication is vital. Only essential information should be passed via the radio. If you are directly involved you need to get a clear message to Race Control, keeping the information factual and succinct. Your call should include:

• What has happened and where (to allow Control determine the appropriate postcode.) • Number of people in the water • Number of casualties and severity of any injuries • Any support required.

The Safety Advisor or Race Controller can then direct resources to where they are needed and will take immediate charge of the situation.

25. If the Race has to be stopped, you will receive a clear instruction over the radio, and if in doubt, seek clarification. You then need to wave your red flag and tell crews “STOP RACING”. If crews are reluctant to stop, tell them that the Race is void, and no results will be declared.

26. We cannot “Control Commission” check all crews before they race. They are warned in their instructions that they are responsible for heel restraints, secure bow balls, and boat id’s etc., and a random selection of crews will be checked at Putney and Hammersmith before the start of the race. If you spot a crew without a valid Boat ID that has not yet boated, they should be prevented from going afloat until the position is rectified. If you spot such a boat after they have gone afloat, please report them to me in order that we can award a penalty/disqualify.

27. Please familiarise yourself with both the Rules of the Race and the Race Safety plan. It is essential that, if a situation develops, all umpires ensure that they are aware of the appropriate response and action to take.

RACE CANCELLATION

29. If the Race has to be cancelled at the last minute, we will ask you to go out onto the water until the crews that have already boated have got back on shore. A large number of crews with no sense of purpose, milling round in bad conditions is a recipe for disaster, and some policing will be essential. In the absence of any further specific instructions crews approaching the finish line should be allowed to continue and marshalling below the finish will continue in the normal way to avoid dangerous bottlenecks occurring.

SM5 John Biddle Located at the centre of Div. 3 on Middx. Sort middle third of Division 3 in order. Pull up Div. 5 and 7 from Chiswick Bridge. Liaise with Marshal SM3 as to how this should be achieved. Turn Div. 3, 5 & 7 on Marshals SM1 instruction. Each Division should be turned simultaneously.

SM6 Nick Wylie Located at the end of Div.1 & 2 on Centre and Surrey. Sort last third of Division 1 and 2 in order. Pull up Div. 4, 6 and 8 from Chiswick Bridge. Liaise with Marshal SM2 as to how this should be achieved. Turn Div. 1, 2, 4, 6, & 8. on Marshals SM1 instruction. Each Division should be turned simultaneously.

SM7 Gary Painter Located at the end of Div. 3 on Middx. Pull up Div. 5 and 7 from Chiswick Bridge. Liaise with Marshal SM3 as to how this should be achieved. Turn Div. 3, 5 & 7 on Marshals SM1 instructions. Each Division should be turned simultaneously.

SM10 Bob Thomson Located in Ship area on Surrey. Sort top third of Div. 4 into order, pushing through to SM8 as required. Pull up rest of Div.4, plus Divs. 6, & 8. Remain at your location until end of Race passes you as extra safety cover.

SM11 Richard West Located at the centre of Div. 5 on Middx. near Golf Club. Sort middle third of Div. 5. Pull up Div. 5 when Div. 5 starts to move. Repeat for Div. 7. Remain at your location until the end of the race passes you as extra safety cover.

SM12 Rod Murray Located at end of Brewery Building on Surrey to sort Middle third of Div. 4 into order in liaison with SM13. Pull up rest of Div.4 when required, similarly Divs. 6, & 8. SM13 Simon Blackburn Located at TTRC on Middx. At the start of Div. 5. Sort out last third of Div. 5 into start order. Repeat for Div. 7. Keep river clear in front of TTRC and act as a traffic marshal for crews going afloat prior to the start. Remain on location until the last crew passes.

SM14 Tony Reynolds Located 100M upstream of the White Hart Public House on Surrey at Start of Div. 4 / End of Div.6. Lead Marshal Div. 6. Sort crews at junction of the two divisions into order. Pull up end Div.4 when rest of Div. 4 has moved up. Repeat for Div.6& 8. Stop crews turning into their position if less than 100M upstream of ; they should go through and turn downstream of the Bridge.

SM15 Chris Etherington Located at Barnes Bridge LRC on Middx at end of Div. 7. Lead Marshal Div. 7. Sort first third of Div.7 in order. Pull up Div.7. Keep River clear in front of BBLRC. Remain at your location until the end of the race passes you as extra safety cover.

SM16 Ben Helm Located at the centre of Div.6 on Surrey opposite Emanuel Sch. BC. Sort middle third of Div. 6 in order. Pull up Div.6 when Div. 6 has moved. Repeat for Div.8. Remain at your location until the end of the race passes you as extra safety cover.

Assist SM15 to ensure that crews boating from Emanuel and Cygnet do so safely. SM17 Murray Litvak Located near Bandstand on Middx. centre of Div.7. Sort middle of Div. 7 in order. When Div.5 has moved up pull up Div.7. Remain at your location until the end of the race passes you as extra safety cover.

SM21 Andy Weekes Located at Red Buoy opposite Chiswick Pier on Surrey at start of Div.8. Pull up Div.8. Keep returning crews behind Div. 8 and move with Div up to Chiswick Bridge.

SM22 Fiona Dennis Located c100m upstream of Chiswick Bridge in line with Middx. Buttress. Control all crews moving towards the start. Ensure that there is sufficient space between them and that any significant gaps are closed up.

SM23 Paul Crook As SM22 With SM22 SM24 Liz Nixon Located on the Surrey bank on the upstream side of Barnes Bridge. On foot Move crews under the bridge safely and ensure that they remain clear of the buttress.

SM25 Alan Tucker Located on the Middx. Bank below Chiswick Bridge. Move crews On foot under the bridge safely

U1 Hans Neher Located on Surrey, downstream of the Brewery. Watch for crews going wide on the bend and for marshalling crews encroaching on the racing line.

U2 Matt Pinsent Located on Middx, above Barnes Bridge. Observe crews to ensure that they do not collide with the navigation buoy (Thames Tradesmens) on Middx, or with the Bridge. Before start of race work with SM13 to control crews boating from TTRC and Cygnet to ensure that they boat in accordance with the circulation pattern and avoid causing congestion in the area.

U3 Andrew Blit Location on Surrey, below Barnes Bridge to the Bandstand. Watch for poor steering resulting from crews taking evasive action at the bridge, and that crews do not go wide towards marshalling crews on the Surrey side. Also keep an eye on the green Duke’s Meadows buoy to avoid it acting as a magnet for approaching crews!

U4 Ewen Gillies Location on Middx, between Bandstand and Chiswick Pier. Observe crews to ensure that they avoid the navigation buoy and the pier. Monitor returning crews to ensure that they remain close to the Middx bank and do not interfere with racing crews.

Position Name Description Launch U5 Adrian Champion Location on Middx, between Chiswick Pier and Chiswick Steps (just downstream of crossing point). Watch out for problems associated with the Middx side of the crossing, and for crews in danger of colliding with the moored boats on the Middx shore.

CM 1 Dave Hancock Located on Surrey at Chiswick crossing/Red Buoy. Organise the safe crossing of returning crews to the Middx bank during racing. Position your launch so that crews waiting to cross form a line above the launch but remain under your control at all times. Provide clear instructions to crews about where to wait and when to cross.

U7 Guin Batten Located on Middx between Chiswick Steps and lower end of . Prevent crews from going too wide at the beginning of the straight past the Eyot. Monitor river conditions in the area and report to Control if any significant deterioration is experienced. Be prepared to move to Surrey and control returning crews approaching the crossing marshal to ensure that they remain close to the Bank and do not overtake any crews waiting in the lowest division.

CM 2 Mark Nixon Undertake control commission duties at Hammersmith prior to the start of the race. Then take up location on Surrey between Chiswick Eyot and Hammersmith Pier. Prevent returning crews from going too wide on the bend. Act as crossing marshal for crews returning to clubs above Dove pier (i.e. Latymer and Sons of the Thames).

CM 3 Julie Watson Undertake control commission duties at Hammersmith then take up location on Surrey, above , initially off St Paul’s, then dropping back to the bridge as returning crews appear. Watch out for crews at risk of colliding with the bridge, and act as crossing marshal for crews seeking to cross to Hammersmith boathouses. Ensure crews boating from boathouses above the pier (i.e. Latymer and Sons of the Thames) remain on Surrey and are passed to CM2. U10 Boris Rankov Control Commission duties along Hammersmith, then located on On foot upside of Hammersmith Bridge, centered on the line for racing crews. Warn crews in danger of colliding with the bridge structure. Assist CM2 in identifying appropriate gaps to allow crews cross during the race.

U11 Nick Hubble Located on downside of Hammersmith Bridge, near the Surrey buttress. Warn crews seeking to return to the Hammersmith boathouses that the Umpire controlling the crossing is the upstream side of the bridge, and that they must await his directions to cross. Report any bunching to crossing marshal and chief marshal in order than racing gaps can be considered.

U12 Richard Dennis Location on Surrey, around Harrods. Watch for separation between racing and returning crews, and for possible collisions with the navigation buoy. Should a log jam occur at the crossing point hold crews below the bridge to avoid danger of collisions with the bridge.

Position Name Description Launch U13 Phillip Plato Location on Surrey, around and above the Mile Post. Ensure that returning crews keep close to the shore and that racing crews follow the bend towards Putney. Ensure that crews avoid the Milepost and Tea Rose buoys.

U14 Tony Harris Location on Surrey, between the Black Buoy and Barn Elms. Warn crews going wide on the bend of danger from the buoy and the Putney moored boats.

FM 1 Sarah Edwards Finish Zone marshal. Patrol finish area between Putney Pier and Fulham rail bridge and deploy marshals in the area as appropriate to remove bottlenecks and minimise congestion in the Finish Area.

FM 2 Ian Schofield Location on Surrey between the Finish and Putney Bridge. Ensure crews continue on through the bridge after they have finished, and discourage crews from lying down and other exaggerated displays of exhaustion. Ensure returning crews keep clear of the racing line and instruct crews to pass beneath and around Putney Pier as appropriate to avoid congestion occurring.

FM 3 Hugh Richardson Control commission duties along Putney Hard prior to start of race. Then on Middx. Below but close to Fulham Rail Bridge. Ensure that all crews turn sharply onto Surrey having cleared the bridge and return to Putney along the Surrey bank. Prevent any crews going downstream beyond your launch position.

FM 4 Chris Von Patzelt Undertake control commission duties along Putney hard prior to going afloat. Location below Fulham Rail Bridge on Surrey. Ensure that all crews that have turned proceed without stopping to the Surrey bank and then return to Putney either under the first or second arch depending on tide levels. Remain on station until the last crew has turned and follow back to Putney.

FM 5 Richard Twallin Undertake control commission duties along Putney Hard. On foot Then located on foot upstream of Chas Newens slip. Encourage crews to keep moving to landing slips to avoid congestion building around Putney Pier.

FM 6 John Robson Maintain separation between racing crews and returning crews passing outside Putney Pier. Push crews through the inside and the outside of Putney Pier to avoid congestion building up. When water levels require, direct all crews to pass on the outside of the pier but inside the line of buoys.

THE HEAD OF THE RIVER RACE

RULES OF THE RACE 2014

THE RACE IS CONDUCTED UNDER RULES FOR PROCESSIONAL (HEAD) EVENTS.

Failure to comply with these Rules renders the crew liable to a penalty up to and including disqualification as deemed appropriate by the Chief Umpire.

General 1. All boats must carry a 6-character identification number. 2. All competitors must behave in a decent and responsible manner. Crews must not engage in acts such as the use of foul or abusive language, or urinating in public view. 3. Any crew or club involved in a verifiable navigational incident on the tideway during the fourteen-day period prior to the event may be excluded from starting.

Safety Safety is the responsibility of each competitor and club. 4. All crews and boats must conform, in all respects, to the British Rowing Row Safe Code. 5. Should a crew member go overboard the crew must stop, stand by and assist recovery. 6. Boats with a front - loaded coxswain are NOT permitted to race. 7. Captains of clubs are responsible for ensuring that all coxes are sufficiently competent to navigate and control an on the Tideway.

Marshalling 8. Crews must obey marshalling instructions contained in the “General Instructions to Competitors”. 9. Crews not in their marshalling position by the time specified must proceed as directed by the marshals. 10. Crews must not engage in firm pressure rowing or undertake practice starts in the marshalling area. 11. In the event of the cancellation of the Race, all crews in the marshalling area remain under control of the marshals and must only move from their position following receipt of specific instructions from a marshal.

Starting 12. Prior to crossing the starting line crews must not close up on boats next to or in front of them, and must immediately drop back if instructed.

Racing 13. During the race, boats being overtaken must give way in good time to those overtaking so that overtaking boats are not impeded in following their proper course. 14. All crews must pass through the centre arches of Barnes and Hammersmith Bridges, and pass on the Middlesex side of the line of the moored boats at Putney. 15. Notwithstanding Rule 6-1-8 (Rules of Racing), radios and loudhailers must not be used by coaches.

16. In the event of the need to stop the race, marshals and umpires along the course will sound continuous short blasts on air horns, wave red flags and instruct crews to “STOP RACING”. Crews must immediately slow to a light paddle and await further instructions.

After the Race 17 After completing the course, all crews must continue through the centre arch of Putney Bridge and the centre arch of Fulham Railway Bridge before turning. 18. After passing through the centre arches of the Bridges all crews must turn right towards the Surrey (Putney) shore and paddle back on that side of the river between the line of moored boats and the shore. 19. (a) Crews returning to Hammersmith clubs below Dove Pier must present themselves to the marshal stationed above Hammersmith Bridge on the Surrey side of the river and only cross to Middlesex when instructed to do so. For those clubs above Dove Pier (i.e. Latymer and Sons of the Thames) a second marshal will be stationed by St. Paul’s BC and crews must present themselves to the umpire/marshal and await instructions to cross. (b) Crews returning to Barnes, , Chiswick and Kew must paddle up the Surrey side to Chiswick Steps, and present themselves to the marshal stationed at this point before crossing to the Middlesex side. They must then paddle up the Middlesex side keeping clear of racing crews. (c) Only in exceptional circumstances and under the express direction of an umpire/marshal, may a crew cross at a point other than an official crossing-point. (d) While marshalling is still in progress crews returning to Barnes, Mortlake, Chiswick and Kew must remain on the Middlesex side behind the 8th (and last) division on Middlesex as they move upstream and wait below Mortlake Anglian & Alpha BC for them to complete their turn before proceeding further upstream. Under no circumstances may returning crews overtake marshalled crews. Crews wishing to cross to Surrey at this point must await permission from the Marshal above Chiswick Bridge. This will not be given until the last crew to start has passed through Chiswick Bridge.

GENERAL INSTRUCTIONS TO COMPETITORS

HEAD OF THE RIVER RACE 2014

SATURDAY 29 March 2014 at 14:15 hrs

RULES AND SAFETY

ALL coxswains and coaches (even those who are familiar with the Tideway) are required to observe the Rules of the Race (see Competitor Information) whilst boating, marshalling, racing and returning to boathouses. Breach of the Rules may lead to a penalty being awarded, or, if appropriate, the crew being disqualified.

In addition to the specific Rules, all coxswains are required to ensure that they treat the safety of their and other crews as a priority. Coaches are to ensure that their coxswains are familiar both with the Rules of the Race and the River. The River will be closed between Putney and Kew bridges from 13:15 hrs on race day until the last boat has crossed the finish line. At all other times and all other sections of the river, all crews must comply with the navigation rules laid out in the TRRC Navigation on the Tideway document.

TAKE GREAT CARE AROUND ALL THE BRIDGES AND FIXED OBSTACLES

Random inspections will take place to assure compliance with the British Rowing Row Safe Code. Safety cover will extend from Kew Railway Bridge to approximately 200 yards below Fulham Railway Bridge

If you have an accident on the Tideway and your boat fills with water, it is advisable to stay together as a crew so that strong swimmers can look after the weaker members. If your boat still floats, you should make sure your crew hangs on to it until the rescue boat arrives, or you have pushed it ashore.

All boats must clearly display their boat ID in line with British Rowing requirements.

MARSHALLING

1. The ‘Marshalling Area’ extends from Kew Railway Bridge to the crossing upstream of Chiswick Eyot.

2. Crews must not engage in warming up rowing in the Marshalling Area after 13:45 hrs. Warming up rowing includes rowing at full, firm or race pressure unless specifically directed to proceed at that pressure by a race marshal or umpire.

3. One hour prior to the start of the race all crews must boat and marshal in accordance with these marshalling rules, even where this may conflict with normal traffic rules of the Tideway.

4. Shore based marshals are identified by yellow tabards. The Chief Marshal will be located on the upstream side of Chiswick Bridge. Crews are to obey any instructions given by the Marshals.

5. Crews will await the start in 8 divisions, heading upstream in reverse order of starting. Division 1 should be approximately in line with the Surrey buttress of Chiswick Bridge Division 1 crews must leave a sufficient distance from the bank to permit Division 2 crews to marshal on their inside.

Please see the attached plan of the marshalling area and identify your position in relation to landmarks. When waiting, crews must maintain their position against the tide, leaving half a length between crews.

6. In the marshalling area, the middle of the river must be left for crews going with the tide, crews going against the tide must be on the side in which they are marshalling. By 14:05 hrs, all crews marshalling in Divisions 1, 2 & 3 must be upstream of Chiswick Bridge and in their Marshalling positions. Any crews which have not reached Chiswick Bridge by that time will be held below the Bridge, and will have to row at the end of Divisions 4 or 5 as the case may be. By 14:05 hrs crews marshalling in Divisions 4 - 8 must be downstream of Chiswick Bridge and on their marshalling side of the river. You may not cross the river in the marshalling area after this time. The last crossing place heading upstream after 14:05 is at Chiswick Eyot - below the marshalling area - and is patrolled by a marshal Crews in divisions 4 - 8 should be assembled by the following times: Div 4 & 5: by 14:05; Div 6 & 7: by 14:10; Div 8 by 14:15

7. Crews must abide by the boating arrangements of their host clubs. (Crews must obtain permission to boat from a host club in advance of race day.)

8. Number plates and linen numbers on both bow and cox must be visible at all times

9. There will be a “5 minute Warning to the start” at 14:10 by the Marshals to the crews; at 14:14 Division 1 starts to turn on the instruction of the Marshals. Likewise Divisions 2 and 3 will turn on the instruction of the Marshals. On the instructions of a Marshal, boats in the division due to turn will do so simultaneously, bows towards the middle of the river. Do not ‘spin turn’ close inshore. Boats must then proceed downstream through Chiswick Bridge and should close up until they are one boat length of clear water behind the crew in front. Keep closed up and do not 'easy' unless told to do so by the Start Marshal above Chiswick Bridge. 2

10. Boats will be formally started from a launch just below Chiswick Bridge at approximately 10 second intervals with the instruction “No 1...... ROW” etc. The timing point is the University Stone about 75 metres downstream of the Start.

11. Divisions 4 - 8 waiting downstream of the start MUST obey instructions of marshals to close up and move towards their final turning position in the area between Chiswick and Kew Railway Bridges. Crews numbered 260 and 365 (lead crews in divisions 5 & 7) will lead their division up to the petrol pier upstream of University of London, before turning. Crews numbered 210, 315 and 400 will lead divisions 4, 6 & 8 up to just below the Railway Bridge, before turning. All crews will have to paddle hard to keep closed up, as instructed.

12. After the crew has turned on its signal, it is to paddle downstream through Chiswick Bridge towards the Start in the middle of the river one length of clear water behind the next boat in front. Coxswains should not let large gaps open ahead of them regardless of whether they believe they are faster than the boat ahead.

COXES

13. Coxswains should carry with them in the boat a card showing the details that will affect them, in particular the marshalling details above that will apply to them. Coxes are reminded that if they arrive late to the start, they may be made to wait to the end of the division to be allowed to race, or may not be permitted to race at all.

14. Coxes are expected to ensure that the boat number, bow-ball, hatches and heel restraints are secure.

15. When marshalling, coxes are reminded to ensure that they are on the right side of the river – if the crew’s linen numbers are Black on White background, the crew’s station will be Surrey (south) side, if they are Black on Yellow background, the crew will be on the Middlesex (north) side of the river. Coxes are not to approach their station on the wrong side of the river as they will not be permitted to cross at the last moment in the marshalling area. Crossing points downstream of the marshalling area are controlled by an umpire/marshal.

16. The linen numbers must be visible before and during the race. They are waterproof and should not be covered with polythene. The bowman must wear one number on the back of his racing vest, the other on his outer garment.

17. Coxes are reminded that the Tideway is subject to strong currents – when a crew is stopped on the water, it will still be moving at 3-4 mph. It is therefore extremely important that crews do not attempt to stop or turn close to stationary objects, such as bridges or moored boats. Whilst going against the tide, coxes are to keep clear of the middle of the river which is used by crews rowing with the tide.

18. For crews boating away from Putney, both number plates and linen numbers will be delivered to your nominated host club: you do not collect them from Putney. Crews boating from Putney should collect them at Ranelagh Sailing Club on either Friday (28 March) between 13:00 and 19:00 hrs or Saturday (29th) between 09:00 and 13:30 hrs. There will be detailed instructions on the envelope with the numbers.

Number plates should however be returned to Putney in the usual way after the race. Crews are responsible for returning their race numbers. Plates that are not returned within seven days of the race will be charged a penalty.

DURING THE RACE

REMEMBER – Coxswains must be familiar with the Rules of the Race. They also are reminded in particular that they must adhere to the rules in respect of marshalling set out above in order to avoid a penalty.

In order to maintain the fastest course and to save the crew valuable seconds, coxes are reminded to watch the HORR video (a link to this can be found on our website). The fastest course is in the line of deepest water, shown as a dotted line on the enclosed chart. As the tide goes out and shoals appear (shaded on the chart) the best course is less likely to be midway between the shorelines.

19. Crews must give way to any overtaking crew. Do not wait until their bow is almost on the boat’s rudder before changing course: This is potentially dangerous and the crew will lose less time if they move gently a few metres across the stream rather than applying hard rudder to avoid a collision.

20. Overtaking, crews should manoeuvre so as to overtake at a point where they will be as close as possible to their best course. However, a crew that is overtaking must have consideration for the slower crew and allow it sufficient time and space to give way. All crews have a responsibility to avoid collision.

21. Crews MUST pass the Black Buoy and line of moored boats at Putney on the Middlesex (north) side. Crews attempting to pass by the Surrey side of the Black Buoy will be automatically disqualified. Crews are reminded to line themselves up sufficiently early so as to not need to steer hard to avoid the Black Buoy.

22. Any crews causing serious interference to another crew may be disqualified or awarded a time penalty. This also applies for any crews who interfere with boats racing whilst they are proceeding to their disembarkation point after they have finished racing.

AFTER THE RACE

23. CREWS MUST PADDLE ON AFTER CROSSING THE FINISH LINE AND PASS THROUGH THE CENTRE ARCH OF BOTH PUTNEY BRIDGE AND FULHAM RAILWAY BRIDGE BEFORE TURNING RIGHT. ANY CREW TURNING BEFORE FULHAM RAILWAY BRIDGE MAY BE DISQUALIFIED or receive a time penalty. Be prepared to return outside Putney Pier, if the route under the Pier is obstructed or if a marshal directs you, before moving inside the line of moored boats by the boathouses.

24. All crews must turn right towards the Surrey (south) shore after going through the bridges and return home in accordance with the section of the Rules 'After the Race'. Crews returning to Hammersmith clubs below Dove pier must present themselves to the umpire/marshal stationed above Hammersmith Bridge on the Surrey side of the river and only cross to Middlesex when instructed to do so. For those clubs above Dove pier (i.e. Latymer and Sons of the Thames) a second umpire will be stationed by St. Paul’s BC and crews must present themselves to the umpire/marshal and await instructions to cross. Crews returning to Barnes, Mortlake, Chiswick and Kew must paddle up the Surrey side to Chiswick Steps, and present themselves to the umpire/marshal stationed at this point before crossing to the Middlesex side. They must then paddle up the Middlesex side keeping well clear of crews racing. Under no circumstances may returning crews overtake crews that are still marshalling for the start. Please remember that any returning crews that impede a racing crew are likely to be subject to a penalty or disqualification.
