Pièce manuscrite originale, 12 pages in-4 ; [Paris] 12 janvier 1813. Etoile à cinq pointes en filigrane et les initiales « C & C ». Pièce jointe. Art. 7 : « LA GARDE DE L’EMPEREUR MINEUR POURRA ÊTRE CONFIÉE À L’IMPÉRATRICE RÉGENTE ». Document historique de premier ordre ! Première ébauche du Sénatus-consulte qui sera approuvé le 5 février 1813 et paraîtra le 13 dans Le Moniteur, journal officiel du gouvernement. Notre manuscrit porte la date du « 12 janvier 1813 » et commence par une « Présentation » de 9 pages suivies de trois autres donnant le texte de cet avant-projet de Sénatus-consulte. Depuis son retour de Russie, et notamment après l’affaire Malet (1812) qui avait failli renverser son gouvernement, Napoléon Ier n’était plus l’Homme du destin qu’il pensait être auparavant ; ainsi, ayant à coeur d’assurer à sa postérité l’héritage et la réversion de son immense pouvoir, il imagina de faire passer une loi (le Sénatus-consulte du 5 février 1813) déterminant la forme de régence pendant la minorité du roi de Rome et les pouvoirs de l’impératrice Marie-Louise qui sera, en effet, déclarée régente de l’Empire par des lettres patentes du 30 mars 1813, alors que Napoléon se prépare à la campagne de Saxe. Le texte de ce document fut très certainement rédigé sur les instructions de l’empereur, qui s’adressa pour cela à l’un de ses plus proches collaborateurs - dont le nom reste pour l’instant inconnu - car la première annonce officielle de sa volonté de créer une régence ne sera communiquée au Sénat que lors de sa séance du 2 février suivant. Le document commence par rappeler la récente conspiration de Mallet (23 oct. 1812) : « ... Des circonstances fâcheuses en elles-mêmes amènent souvent des résultats utiles, en fixant l’attention sur des objets dont elle aurait craint de s’occuper. Trois hommes désespérés [Mallet, Guidal et Lahorie] ont conçu le projet de renverser un Gouvernement consacré par l’amour du peuple... Cette folle entreprise a été étouffée en naissant et ses auteurs ont subi la peine de leur crime... Une sorte d’inquiétude, de terreur même est restée dans tous les esprits, et lorsqu’au retour de l’Empereur, les Chefs des premiers Corps de l’Etat lui ont porté leurs hommages, ce sentiment n’a pu se défendre d’éclater... », etc. Ainsi, rappelant le destin des « ... princes de la troisième race... Philippe Ier..., Louis le Jeune..., Philippe-Auguste... Il est donc désirable que le roi de Rome soit le plutôt possible sacré et 1 couronné... », etc. 22 Après de longues explications et considérations historiques et juridiques, l’auteur précise que « ... Les Articles, ci-joints, rédigés conformément aux idées qui viennent d’être énoncées, pourraient faire la matière d’un Sénatus Consulte. On n’y comprend point ce qui concerne le Sacre et le Couronnement du Roi de Rome ; cette dispo[siti]on étant une mesure d’ordre par laquelle il semble convenable de procéder par un décret. La désignation de l’Impératrice comme Régente éventuelle n’y est pas non plus effectuée. L’acte du 28 floréal établit pour la désignation du régent choisi par l’Empereur, des formes qui peuvent être conservées... ». Suivent les sept articles, très simplifiés, du « Projet de Sénatus Consulte ». A noter en particulier le premier, abrogeant celui de la Constitution de l’Empire qui excluait les femmes de la Régence ; puis l’Art. 7e (« La garde de l’Empereur mineur pourra être confiée à l’Impératrice Régente ») suivi d’une « Variante de l’article 7e »(« La garde... appartiendra toujours au Régent ») accompagnée d’une intéressante « Note sur la variante » : « ... Il paraît que si l’article est facultatif, il ne doit concerner que l’Impératrice. Si le Régent pouvant avoir la Garde du Roi mineur, en était écarté, ce serait établir contre lui un préjugé odieux... ». Remarquable texte historique, élaboré peut-être par l’un des sénateurs membres de la commission nommée à cet effet (Pastoret, Garnier, Chaptal, Lacepède, Laplace ?) ou bien par un intime de Napoléon, celui-ci souhaitant probablement avoir en main un avant projet à présenter à ladite commission sénatoriale.

    The Fan Affair and the conquest of Algeria1 Michael Dudzik2 ABSTRACT The study analyses the domestic political background of the conflict that resulted in the French conquest of Algeria. The author begins at the turn of the 18th and 19th centuries when the Paris gov- ernment bought grain from Algerian merchants. Subsequent economic cooperation, including the provision and collection of loans, negatively affected mutual relations. Deteriorating relations were negatively affected by the appointment of Hussein Pasha as governor of Algeria in 1818, and they further worsened after a diplomatic insult against the French ambassador in April 1827. The article analyses developments in both countries, the gradual escalation of conflicts and their response in the European powers and presents the reasons that prompted the French government to intervene. KEYWORDS France, the conquest of Algeria, Charles X, Jules Prince de Polignac, 1830 INTRODUCTION The tense political and social climate in France at the end of the second decade of the 19th century reflected the citizens’ dissatisfaction with the regime of the re- turned Bourbons. King Charles X (1757–1836) promoted absolutism and restrictions on the press and relied primarily on the Catholic Church and the pre-revolution- ary nobility. Together with the Prime Minister, Prince Jules Auguste Marie de Poli- gnac (1780–1847), he tried to divert public attention from the negative response of extremely conservative domestic policy measures to foreign policy, and use the age- old dispute with Algeria, a vassal of the Ottoman Empire, to achieve easy victory and thus raise the prestige of the army and the regime. The study analyses Franco-Algerian economic and political relations after 1818 when Hussein Pasha became Algerian governor.

The possibilities of creating plausible images of historical figures in biographical films (biopics) are contemplated. The object of study is 18th century French aristocrat Duchess Gabrielle de Polignac. Historically, her depictions in various arts were either obscure or stereotypic. Comparing and analysing the latest works of written and visual art featuring this historical figure (the 2002 novel Farewell, My Queen by Chantal Thomas and the 2012 film based on it) we discover that owing to (rather than in spite of) the authors’ use of imagination we get a better understanding of the character. A historical figure invariably goes through the author’s perception before turning into a fictional character bearing a new image of the person it stands for. There are no ultimately “true” images neither in fiction, nor in cinema. Nevertheless, creating believable characters can be achieved. The special devices used in the novel and the film are juxtaposed and analysed. Aceptado: 26 de mayo de 2012. RESUMEN François-René de Chateaubriand es una figura de primer orden dentro del romanticis- mo. El papel que representa en la literatura de ese periodo es indiscutible, pero la opi- nión sobre su pensamiento político no resulta unánime. Se discute la consistencia de sus ideas y a menudo se entiende que es tan cambiante como los intereses particulares de cada momento. El interés del presente estudio se encuentra en que muestra al hom- bre puramente político que también fue Chateaubriand. A través de sus artículos publi- cados en el periódico francés Le Conservateur (1818-1820) se puede apreciar un pen- samiento sólido y coherente. El contexto en el que aparecieron fue de extrema complejidad, pues fueron los primeros años de la Restauración francesa, en los que los partidos enfrentados eran muchos y las ideas en cuestión pasaban de los unos a los otros con gran facilidad. Chateaubriand tuvo el mérito de intentar conciliar distintas posturas y hacerlas llegar al punto común del moderno constitucionalismo, lo que hoy se conoce como monarquía constitucional. Sin abandonar la religión, la monarquía y la tradición, enriqueció al partido realista con las nuevas doctrinas del constituciona- lismo moderno. Predicó las bondades de la libertad de prensa, la ampliación del sufra- gio, la libertad de opinión, las libertades locales y la división de poderes.

    F962B2: Monarchy, Republic and Empire; France 1814-70 How successful was the Reign of Louis XVIII 1814 . Louis XVIII was old, weak and unpopular. He was an uninspiring figure to the French, who were used to Napoleonic glory. Louis had been imposed by the allies and was accordingly resented. Louis did little to inspire France with new policies. There were rumours that he would confiscate property seized from nobles during the last twenty years. The armies occupying Paris demanded that Louis XVIII implement a constitution. The Charter . The Charter of 1814 guranteed Freedom of Religion, a legislature composed of the Chamber of Deputies and the Chamber of Peers and limited press freedom,. The property would remain in the hands of their current owners. Taxation was to be voted on by the chambers. Catholicism was the official religion of France. Candidates for the Chamber of Deputies had to pay over 1,000 francs per year in tax, and be over the age of forty. The King appointed peers to the Chamber of Peers on a hereditary basis, or for life at his discretion. Deputies were to elected every five years, with one fifth of them up for election each year. There were 90,000 citizens eligible to vote. This meant that the Chamber was dominated by the aristocracy for most of the time from 1814- 30. The Settlement . Louis XVIII signed the Treaty of Paris on 30 May 1814. The treaty gave France her 1792 borders, which extended east of the Rhine. She had to pay no war indemnity, and the occupying armies of the Sixth Coalition withdrew instantly from French soil.
