The Fan Affair and the conquest of Algeria1 Michael Dudzik2 ABSTRACT The study analyses the domestic political background of the conflict that resulted in the French conquest of Algeria. The author begins at the turn of the 18th and 19th centuries when the Paris gov- ernment bought grain from Algerian merchants. Subsequent economic cooperation, including the provision and collection of loans, negatively affected mutual relations. Deteriorating relations were negatively affected by the appointment of Hussein Pasha as governor of Algeria in 1818, and they further worsened after a diplomatic insult against the French ambassador in April 1827. The article analyses developments in both countries, the gradual escalation of conflicts and their response in the European powers and presents the reasons that prompted the French government to intervene. KEYWORDS France, the conquest of Algeria, Charles X, Jules Prince de Polignac, 1830 INTRODUCTION The tense political and social climate in France at the end of the second decade of the 19th century reflected the citizens’ dissatisfaction with the regime of the re- turned Bourbons. King Charles X (1757–1836) promoted absolutism and restrictions on the press and relied primarily on the Catholic Church and the pre-revolution- ary nobility. Together with the Prime Minister, Prince Jules Auguste Marie de Poli- gnac (1780–1847), he tried to divert public attention from the negative response of extremely conservative domestic policy measures to foreign policy, and use the age- old dispute with Algeria, a vassal of the Ottoman Empire, to achieve easy victory and thus raise the prestige of the army and the regime. The study analyses Franco-Algerian economic and political relations after 1818 when Hussein Pasha became Algerian governor. -

M athie( s study of the Thermidorian Reaction, of which the present volume is a translation, is a continuation of his history of the French Revolution, of which the English version was published in 1928. In form and character, however, there is a notable difference. In the case of the earlier work the limitations imposed by the publishers excluded all references and foot-notes, and the author had to refer the reader to his other published works for the evidence on which his conclusions were based. In the case of the present book no such limitations have been set, and M. Mathiei: has thus been able not only to state his con clusions, but to give the chain of reasoning by which they have been reached. The Thermidorian Reaction is therefore something more than a sequel to The French Revolution, which M. Mathiei:, with perhaps undue modesty, has described as a precis having no independent authority; it is not only a work of art, but a weighty contribution to historical science. CreswellFrance and and the Trachtenberg German Question France and the German Question, 1945–1955 ✣ What role did France play in the Cold War, and how is French policy in that conºict to be understood? For many years the prevailing as- sumption among scholars was that French policy was not very important. France, as the historian John Young points out, was “usually mentioned in Cold War histories only as an aside.” When the country was discussed at all, he notes, it was “often treated as a weak and vacillating power, obsessed with outdated ideas of a German ‘menace.’”1 And indeed scholars often explicitly argued (to quote one typical passage) that during the early Cold War period “the major obsession of French policy was defense against the German threat.” “French awareness of the Russian threat,” on the other hand, was sup- posedly “belated and reluctant.”2 The French government, it was said, was not eager in the immediate postwar period to see a Western bloc come into being to balance Soviet power in Europe; the hope instead was that France could serve as a kind of bridge between East and West.3 The basic French aim, according to this interpretation, was to keep Germany down by preserving the wartime alliance intact. Germany itself would no longer be a centralized state; the territory on the left bank of the Rhine would not even be part of Germany; the Ruhr basin, Germany’s industrial heartland, would be subject to allied control. Those goals, it was commonly assumed, were taken seriously, not just by General Charles de Gaulle, who headed the French provisional government until Jan- uary 1946, but by Georges Bidault, who served as foreign minister almost without in- terruption from 1944 through mid-1948 and was the most important ªgure in French foreign policy in the immediate post–de Gaulle period. -

CODA 2013 – www.coda2013.fr - Comité d'Organisation Doumergue Anniversaire 2013 GASTON DOUMERGUE Biographie flash NAISSANCE Le 1 er août 1863 à Aigues Vives dans le Gard, dans une famille de vignerons de religion protestante VIE PROFESSIONNELLE Après une Licence, un doctorat de droit et un an de service militaire Gaston DOUMERGUE commence sa vie professionnelle comme avocat à Nîmes (1886). Sur les conseils de son ami Emile Jamais (aigues-vivois comme lui) député du Gard et sous secrétaire d’Etat aux Colonies il décide de s’orienter vers la Magistrature. Il est nommé substitut du procureur à Hanoï (1890) puis juge de paix au tribunal d'Aïn-el-Arbaa à l'ouest de l'Algérie, près d’Oran (1893). DEBUTS EN POLITIQUE (DEPUTE PUIS SENATEUR) Son ami Emile Jamais étant décédé soudainement trois mois après sa réélection à la législative de 1893 (2 e circonscription du Gard) Gaston Doumergue décide de se présenter à l’élection partielle. Il est élu au second tour face au Maire de Nîmes Maruéjols sous l’étiquette radicale, il a trente ans. Réélu continuellement de 1893 à 1910 il en sera même Vice-président de février 1905 à mars 1906. En 1910 après dix sept ans de députation il choisit de ne pas se représenter à la législative, préférant postuler au Sénat en remplacement de Frédéric Desmons qui vient de décéder. Elu le 6 mars 1910 il est réélu sans interruption le 7 janvier 1912 puis le 9 janvier 1921, accédant même à la Présidence de la haute Assemblée en février 1923. Il ne la quitte qu’après son élection à la présidence de la République. -
