Na temelju članka 190. stavka 1. Zakona o zdravstvenoj zaštiti („Narodne Novine“ br. 150/08., 71/10., 139/10., 22/11., 84/11., 154/11. i 12/12., 35/12., 70/12., 144712. i 82/13.), članka 5. Pravilnika o načinu pregleda umrlih te utvrđivanja vremena i uzroka smrti („Narodne Novine“ br. 46/11.) i članka 18. Statuta Virovitičko-podravske županije („Službeni glasnik“ br. 2/13) Županijska skupština Virovitičko-podravske županije na ____ sjednici održanoj ________________ 2014. godine donosi RJEŠENJE o imenovanju doktora medicine odnosno drugih zdravstvenih radnika koji utvrđuju nastup smrti i uzrok smrti osoba umrlih izvan zdravstvene ustanove I Nino Hodak, medicinski tehničar imenuje se na dužnosti utvrđivanja nastupa smrti, vremena i uzroka smrti osoba umrlih izvan zdravstvene ustanove za područje Grada Orahovice, Općine Suhopolje, Općine Nova Bukovica, Općine Mikleuš i Općine Sopje. Budget Outcomes and Political Accountability: the Case of Eastern Croatia Region1

Simona Prijaković Institute of Public Finance Smičiklasova E-mail address: [email protected] BUDGET OUTCOMES AND POLITICAL ACCOUNTABILITY: THE CASE OF EASTERN CROATIA REGION1 ABSTRACT Regional disparities have been recognised as one of the obstacles to the conduct of a sound economic policy. Scholars of political economy and public sector economics emphasise the role of public finance, i.e. budget outcomes and collective action overall, in that process. The first goal of this article is to investigate the differences between Eastern Croatia and the remaining five regions (Northern Croatia, Central Croatia, Dalmatia, North-Adriatic Croatia and the City of Zagreb) regarding their budget outcomes and political accountability. Budget outcomes will be expressed by local governments’ share of surplus/deficit in total revenues. Political accountability will be proxied by their online local budget transparency index (OLBI), which has been annually measured for all Croatian counties, cities and municipalities. The second goal is empirically to determine possible clusters within local governments in Eastern Croatia. Cluster analysis is conducted on a sample of 127 Eastern Croatian local governments over 2014-2017 period. The results show that Eastern Croatia exhibits low budget outcomes and low political accountability levels, with four clusters emerging - from lowest to highest performers regarding budget outcomes and political accountability levels. The paper is expected to contribute to the literature by relating the importance of local government budget transparency – a prerequisite for citizens’ participation in budgetary processes – for budget outcomes in Croatia. -

PROSTORNI PLAN UREĐENJA OPĆINE MIKEUŠ I. O b r a z l o ž e nj e Virovitičko-podravska županija Zavod za prostorno uređenje 1- 1 PROSTORNI PLAN UREĐENJA OPĆINE MIKLEUŠ UVOD Obveza izrade Prostornog plana uređenja Općine utvrđena je člankom 23. Zakona o prostornom uređenju (Narodne novine, broj 30/94, 68/98, 61/00, 32/02 i 100/04) i Programom mjera za unapređenje stanja u prostoru općine Mikleuš iz 2003. godine (Sl. glasnik općine Mikleuš 1/03) Prostorni plan uređenja Općine sadrži osnove razvitka u prostoru, ciljeve prostornog uređenja, namjenu prostora, mjerila, smjernice, mjere i uvjete za korištenje, zaštitu i uređivanje prostora i druge elemente od važnosti za područje Općine. Nosilac izrade Prostornog plana uređenja Općine je općina Mikleuš, a izrađivač Zavod za prostorno uređenje Virovitičko-podravske županije. Sadržaj i način izrade Plana određeni su Pravilnikom o sadržaju, mjerilima kartografskih prikaza, obveznim prostornim pokazateljima i standardu elaborata prostornih planova (Narodne novine, broj 106/98, 39/04, 45/04 i 163/04). U okviru izrade Prostornog plana uređenja općine Mikleuš korištene su, između ostalih, i slijedeće studije i elaborati: - Studija potencijalnosti mineralnih sirovina Virovitičko-podravske županije (Instituta za geološka istraživanja, Zagreb, Zavod za mineralne sirovine, 1998.god.) - Potencijalna geotermalna energija Virovitičko-podravske županije (Institutu za geološka istraživanja, Zagreb) - Studija odvodnje područja vodne zajednice «Virovitička podravina» Virovitica, 1973.god. - Studija opskrbe zemnim -

ABSTRACT The european mudminnow (Umbra krameri) is a small freshwater fish that inhabits swamp and wetland areas of large European rivers. In Croatia it can be found near river Drava, Sava and Dunav. It’s endangered because of anthropogenic influences like waterway regulation, embankment creation, the interception of flooding areas of big rivers, draining swamp habitats as well as introducing foreign invasive species and pollution of water bodies. -

NEWSLETTER Zagreb l Smičiklasova 21 doi: 10.3326/nle.2018.115 [email protected] l www.ijf.hr l tel: +385(0)1 4886 444 No. 115 l July 2018 l ISSN 1848-4662 Budget transparency in Croatian counties, cities and municipalities 1 (November 2017 - March 2018) KATARINA OTT, MIHAELA BRONIĆ, MIROSLAV PETRUŠIĆ, BRANKO STANIĆ The overall average level of budget transparency in Croatian counties, cities and municipalities, measured by the number of budget documents published on their respective official websites, stands at 3.52 (out of a possible 5). The number of budget documents published has grown year by year in all types of local government units, averaging 4.9 in counties, 4 in cities and 3.3 in municipalities in this research cycle. For the first time, there are no cities without at least one budget document published, or municipalities without an official website. However, despite the improvements in average results achieved, differences among individual local units, notably municipalities, are still huge. A large number of cities and the bulk of municipalities will have to intensify their efforts to comply with their legal obligations and recommendations of the Ministry of Finance in this respect. While the publishing of budget documents does not in itself guarantee absolute transparency, it should still be prescribed and encouraged, because it is the first step towards achieving higher transparency levels necessary for citizens' participation in the budget process. More detailed results for all counties, cities and municipalities are given later in the text and are available on an interactive map and in an Excel table format. -

Emphasis is placed on the total amount of funds disbursed from the EU funds, an analysis of EU projects that have been implemented and their impact on the development of tourism. Introduction Development of rural tourism in Virovitica-Podravina County is recognized as one of the most important pillars of future economic development, employment and a way of e! cient sustainable management. Demand for rural tourism is in line with global trends related to the increase in leisure time and the increasing number of days and dates convenient for vacation as well as increasing interest in travel, holidays in rural areas because of the pristine natural and cultural heritage, health care and the development of technological tools, resources and equipment which maximize the use of resources that rural areas have to o" er.
