RE-PRICING OF 12 MONTH MOORING PERMITS 2012 MARKET AREA REPORT FOR HUMBER TO THE WASH

Introduction

This report provides the rationale for mooring price decisions for 2012.

Where prices are presented in this report, we indicate which VAT rate applies. VAT is payable at the rate set by the government for the date when the permit is purchased.

Profiles of privately operated sites in the area are appended. We researched and compared their prices with the BW rates to inform our judgements, but because this data is commercially sensitive is has not been included.

Local market overview This eastern area of waterways ranges is rural to semi-rural in nature with good access to River and Tidal locations. The moorings generally serve the populations of , South Yorkshire and North .

Supply assessment

In addition to BW long term moorings there are approximately1675 boats registered on private moorings in the same area. Thus the total market comprises of some 1912 occupied berths.

Demand assessment

Current occupancy, measured by the number of current permit holders divided by the number of available berths averages over 95% across the BW sites in the group. Most marinas are reported to be full or near to full with only a few vacancies.

Challenges to Pricing Decisions We have made the pricing recommendations below based on thorough market research. It is our policy, set at Board level, to set prices which reflect market supply and demand and to compete fairly with private operators. BW has neither powers nor duty to provide subsidised moorings. If you feel that the price decision made for your mooring site is unjustified having read this report, we ask that you write to the National Moorings Manager explaining why you think it is the case. Please explain the reasoning for your challenge including evidence such as price and descriptions of nearby privately operated mooring sites. We will not amend the price without this evidence. We will consider your representation and respond in writing within two working weeks. If you are not satisfied with the response, you may request that the matter is dealt with through our formal complaints procedure.

Pricing conclusions In reaching conclusions, comparisons have been made with other BW sites and private sites, auction results have been considered, and management costs have been taken into account. Other considerations such as general demand (e.g. winter sites and some less popular towpath sites) and changes in facilities or disturbance caused by BWs operations or changes have also been taken into account.

2011 Price from Site Name Notes on pricing decision Price April 2012 Chesterfield Canal There have been recent security concerns in this area. The site is comparable to Shireoaks but with West Stockwith Basin £110.62 £106.19 much better network access, it also has a lock keeper on site. 8 vacancies auctioned only 1 of which completed above the guide price. As such a price reduction of 4% has been recommended. Very popular quiet site, comparable to Forest Lock site but with better network access and electric West Stockwith Linear £88.06 £90.27 hook-up available. Popular rural site with good interest in auctions a third of which completed in excess of the Guide Forest Bridge 53 £85.92 £86.78 Price. Good facilities available on site. There has been little interest in this site for the past two years and no published auction as such we Worksop £64.45 £64.45 have no pricing data available. Prices will be held. Very good interest in 12 vacancies with 10 successful auctions completed. Similar to West Stockwith Shireoaks Marina £102.03 £103.05 but with less easy network access Shireoaks Marina – Low availability of Residential berths at this very popular site with only 1 vacancy auctioned there £118.14 £120.50 [R] Residential since October 2009. Modest increase applied. Fossdyke Canal Torksey Lock £107.40 £107.40 Popularity seems dependent on the size of berth available. Most auctions have been for very small Torksey Lock - Non Elec £102.03 £102.03 berths and have not achieved the guide price. Other similar sites have shown larger berths to be Torksey Lock <10m £102.03 £102.03 more popular. The site is comparable to West Stockwith in that it has similar accessibility to the Tidal Torksey Lock - Non Elec £96.67 £96.67 Trent and is relatively rural. All jetties at the site have been recently refurbished. Prices held. <10m Very good facilities at the site. Interest in auctions for residential berths at this site is very strong. 2 Residential vacancies at Lincoln have been auctioned and have realised well in excess of the guide Lincoln Residential £112.77 £117.28 [R] price – one of which was 75% the other 80% above the guide. The site was priced below market value. Very good facilities and adjacent parking. Water-points have been extended along the full length of Lincoln Topside £94.51 £96.87 the site. 60% of vacancies auctioned have completed above the guide price This site is growing in popularity and is located close to excellent facilities, 55% of auctions have Lincoln Lowside £83.77 £85.45 realised higher than the guide price. River Trent Small remote site whose occupancy will continue to be reduced through natural wastage. The long Hazelford Lock £83.77 £83.77 term plan is to convert the site to visitor only status. Price frozen.
