arts Article Cultural Tourism: Imagery of Arnhem Land Bark Paintings Informs Australian Messaging to the Post-War USA Marie Geissler Faculty of Law Humanities and the Arts, University of Wollongong, Wollongong, NSW 2522, Australia; [email protected] Received: 19 February 2019; Accepted: 28 April 2019; Published: 20 May 2019 Abstract: This paper explores how the appeal of the imagery of the Arnhem Land bark painting and its powerful connection to land provided critical, though subtle messaging, during the post-war Australian government’s tourism promotions in the USA. Keywords: Aboriginal art; bark painting; Smithsonian; Baldwin Spencer; Tony Tuckson; Charles Mountford; ANTA To post-war tourist audiences in the USA, the imagery of Australian Aboriginal culture and, within this, the Arnhem Land bark painting was a subtle but persistent current in tourism promotions, which established the identity and destination appeal of Australia. This paper investigates how the Australian Government attempted to increase American tourism in Australia during the post-war period, until the early 1970s, by drawing on the appeal of the Aboriginal art imagery. This is set against a background that explores the political agendas "of the nation, with regards to developing tourism policies and its geopolitical interests with regards to the region, and its alliance with the US. One thread of this paper will review how Aboriginal art was used in Australian tourist designs, which were applied to the items used to market Australia in the US. Another will explore the early history of developing an Aboriginal art industry, which was based on the Arnhem Land bark painting, and this will set a context for understanding the medium and its deep interconnectedness to the land. -

Chapter 10 The Northern Territory, 1972 The 1972 Federal election was a time of heightened tension among interest groups in Australia. The Liberal-Country Party coalition had been in power since 1949 and all politically minded people sensed a change. All except those in power. Aboriginal poverty, high infant mortality rates and the question of Land Rights left Aboriginal leaders wondering how they could contribute in the political milieu they were confronted with. Charlie Perkins had been telling me for three or four years that he wanted to ‘get rid of this government’, in particular to show his contempt for the Country Party. Charlie at the time was an Assistant Secretary in the Department of Aboriginal Affairs and in spite of his role as a bureaucrat he was intimately involved in Aboriginal politics. So was I. On many occasions he would express his confidence that change in Aboriginal people’s living conditions were just around the corner while at other times he would be filled with despair. The time frame between accepting the nomination to run for the Northern Territory seat and leaving Sydney was very tight. As a family we had to sell the Summer Hill house to finance getting to, and living in Alice Springs. I had to resign from the Legal Service, make contact with the Australia Party base in Darwin and prepare my thinking for an election campaign. One of the first things I did was to speak to my colleague Len Smith to seek his views about if, and how, I should run my campaign. -

14 Imagining Mumeka: Bureaucratic and Kuninjku perspectives Jon Altman1 Mumeka is the name of a place; it was once the location of a seasonal camp. Since the late 1960s it has been called an outstation or homeland. The name first appears in the archive in the late 1960s, but the immediate precursor to its establishment was the blazing of a vehicular track from Oenpelli to Maningrida in the Northern Territory in 1963 that crossed the Mann River adjacent to this wet season camp (see Figure 14.1). That place was inhabited by members of a community that speak what we now refer to as the Kuninjku dialect of the pan-dialectical Bining Gunwok language (Evans 2003). In this chapter, I want to say something about the lives of Kuninjku people over the 50 years since 1963 through the locational lens of Mumeka and their engagements with the Australian state and capitalism, including during a policy period termed self-determination. Labor’s Conflict provides an insightful account of the transforma- tions in the Party’s policies, performance and structures since its formation. Seasoned political analysts Tom Bramble and Rick Kuhn offer an inci- sive appraisal of the Party’s successes and failures, betrayals and electoral triumphs in terms of its competing ties with bosses and workers. The early chapters outline diverse approaches to understanding the nature of the Party and then assess the ALP’s evolution in response to major social upheavals and events, from the strikes of the 1890s, through two World Wars, the Great Depression, and the post-war boom. The records of the Whitlam, Hawke, Keating, Rudd and Gillard governments are then dissected in detail. The compelling conclusion offers alternatives to the Australian Labor Party, for those interested in progressive change.
