Во-первых, в VUCA мире рассчитывать на стабиль- Д ность не приходится. Никто не мог предсказать в 2019 году пандемию коронавируса. Во-вторых, современные вызовы и угрозы диверсифицированы и подвержены непредсказуемым изменениям. За- дача обеспечить мир и безопасность остается прежней, меняются условия и влекут за собой трансфор- мацию самой структуры оборонно-промышленного комплекса, включая в него новые сегменты и даже отрасли. Когда руководство страны ставит задачу диверсификации ОПК, в качестве основного аргумента звучит экономическая целесообразность. Интенсивное перевооружение армии, которое обеспечивало предприятия гособоронзаказом на протяжении последних лет, завершено, то есть интенсивный режим переходит в нормальный и количество заказов уменьшается. Однако не только снижение объемов гос- оборонзаказа должно быть стимулом для осваивания новых сегментов рынка. Технологии и оборудо- вание, которые используются в новейших формированиях вооруженных сил, например, в войсках ин- формационных операций, в коммерческом секторе востребованы не менее, если не более. Роботизи- рованные системы, беспилотные технологии, геопространственная разведка также масштабируемы на множество отраслей гражданского сектора. Зачастую использование уже применяемых в армии техно- логий и создание на их основе продукта для коммерческого или государственного заказчика упирается в вопросы маркетинговых исследований, анализа патентных ландшафтов, проектного финансирова- ния и законодательства в части использования прав на РИД. Какова в таком случае роль государственного регулирования в процессе диверсификации? Какими должны быть меры государственной поддержки предприятий ОПК? Международный военно-техниче- ский форум «Армия» изначально направлен на репрезентацию продукции и инновационных разрабо- ток для рынка вооружений. С прошлого года в рамках форума проходит конгресс «Диверсификация ОПК». В этом году ключевая тема конгресса: «Привлечение субъектов естественных монополий, го- сударственных корпораций и компаний к закупкам высокотехнологичной продукции у предприятий ОПК». Кроме того, впервые отдельный павильон на форуме «Армия» будет отведен под экспозицию гражданской продукции, созданной оборонными предприятиями для государственных и коммерче- ских заказчиков. На ежегодном Всероссийском форуме «Госзаказ», который запланирован на 24–26 марта, в числе прочих будут обсуждаться фундаментальные вопросы развития предприятий и организаций оборон- ных отраслей как драйверов производственной и научной сферы. Ключевым событием первого дня фо- рума также станет демонстрация наиболее значимых разработок предприятий ОПК для использования в гражданских отраслях. На круглом столе, организованном опорным банком ОПК – ПСБ, руководители предприятий ОПК и представители государственных структур обсудят актуальные вопросы перехода на разработку и выпуск высокотехнологичной продукции гражданского и двойного назначения в производстве предприятий оборонно-промышленного комплекса, а также механизмы поддержки и эффективное взаимодействие в проектах диверсификации, финансирование проектов перехода на гражданскую продукцию предпри- ятий ОПК и передовых технологических разработок в сфере обороны и национальной безопасности. The two countries have since elevated their ties to a strategic partnership; a pillar of this relationship is defence. Such is a function of their respective national interests: India’s long-sought goals of military modernisation, and Israel’s comparative advantage in commercialising its arms industries. Although the ambit of India-Israel defence cooperation has widened more recently, Israeli arms sales to India continue to be the cornerstone. This brief surveys the arms trade between the two countries in the last decade (2009-2018) and underlines the applicability of imported defence technology from Israel. Introduction Bilateral relations between India and Israel today stand at a unique juncture. The paradigm shift occurred two years ago, when Prime Minister Narendra Modi in July 2017 became the first Indian PM to embark on a state visit to Israel and the two countries elevated their ties to a strategic partnership. In January 2018, Israeli Prime Minister Benjamin Netanyahu reciprocated the signal with a visit to New Delhi. It is clear that both New Delhi and Tel Aviv are according priority to strengthening bilateral ties, a pillar of which is defence. This is driven by their respective national interests—i.e., India’s long-sought goals of military modernisation, and Israel’s comparative advantage in commercialising its arms industries.

But the EU Cannot Defend Europe While the appearance of NATO Secretary General Jens Stoltenberg at the Berlaymont, the headquar- ters of the EU Commission, in December 2020 was still considered 'historic', such personal meetings between the Head of the Alliance and the EU institutions are now becoming routine. On 26 Febru- ary, Stoltenberg met with the President of the European Commission, Ursula von der Leyen, and the President of the European Council, Charles Michel, at the Justus Lipsius building, the seat of the European Council, to attend the video conference of the EU heads of state and government. His par- ticipation was more than opportune, as the regular review of the security and defence policy agenda since 2012 was being discussed. Charles Michel began by emphasising that the EU wanted to "act more strategically" and increase its "capacity to act autonomously". At the same time, he said that it wanted to further deepen partnerships, precisely by reviving the dialogue with the Biden administra- tion in Washington on security and defence issues.
