The Mutinies of 1781
THE MUTINIES OF 1781 Two mutinies of Continental Line troops occurred in January 1781 as a consequence of a lack of food, spirits, clothing, and pay for at least a year. While these harsh conditions were not unique for that time, the first mutiny led to but only a second that was dramatically quelled in short order. Six reGiments of the Pennsylvania Line were winter-quartered south of Morristown, New Jersey, under the command of General Anthony Wayne. On New Year’s Day, January 1, 1781, soldiers from the regiments of the Line mutinied to seek redress for their sufferinG state. DurinG the initial uprisinG, two officers, a Lieutenant White and Captain Samuel Tolbert, were seriously wounded, with a third, Captain Alan BittinG/Bettin of the 4th Regiment, killed. After taking a cannon, the mutineers marched directly to Princeton to air their grievances. There, a board of sergeants was selected, headed by Sergeant William Bouzar, which then met with the President of the Supreme Executive Council of the Commonwealth of Pennsylvania, Joseph Reed. Following the initial meeting, Reed met with delegates of the Continental Congress at Trenton. Reed seems to have found their demands compellinG. Subsequently, the troop marched to Trenton for a continuation of the neGotiations. There, a Commission was created to consider mainly their one complaint concerning bounties paid out to enlistees in 1776 and 1777. Following the Commission’s review, immediate discharges were Granted to those three-year men whose enlistments were over. Each was promised partial payment of back pay in addition to items of need. -

“The pleasure of their number” 1778: Crisis, Conscription, and Revolutionary Soldiers’ Recollections (A Preliminary Study) John U. Rees Part I. “Filling the Regiments by drafts from the Militia.” The 1778 Recruiting Acts ~~~~~~~~~~~~~~~~~~ “There is only one thing, I should have been happy the Committee had thought proper to take up on a larger scale. I mean the supply of Men by Draught … The Mode by Draught is, I am persuaded the only efficacious one to obtain men …” Gen. George Washington to a Congressional Committee, 25 May 1780 1 ~~~~~~~~~~~~~~~~~~ Eugene C. Murdock in his book One Million Men claimed that the “Civil War draft [1863-1865] broke new ground. There had never been a draft before because troop needs had never been so great before. In the Revolutionary War, War of 1812, and the Mexican War … state militiamen and volunteers had always been sufficient.” Mr. Murdock was mistaken, and while he did write thirty-five years ago, there seems to have been nothing written during that time to correct his claim. In addition, the 1778 draft is ignored or given short shrift in studies of Valley Forge and the ensuing campaigns.2 Revolutionary American military forces drafted men throughout that conflict. At the most elementary level, state militias divided their men into classes of from fifteen to twenty men, then called out (drafted) one or several of a county’s classes for service ranging from weeks to months. Having served the allotted time the men returned to their homes. Similarly, Continental regiments were often augmented with state militia drafts, usually each county class providing a volunteer, draft, or substitute in place of a drafted man. -

The main invasion force, under Gen- eral John Burgoyne, would push south down the Lake Champlain corridor from Distribution Hub on the Hudson Canada while General Howe’s troops in New York advanced up the Hudson. In a series of missteps, Burgoyne overestimated the progress his army could make On July 9, 1776, New York’s Provincial Congress met at White Plains creating through the forests of northern New York, and Howe deliberately embarked the State of New York and accepting the Declaration of Independence. -

The Treachery of Charles Lee
The Treachery of Charles Lee by Paul J. Burrow One of the most enigmatic military leaders of the American Revolution was the erratic and talented General Charles Lee. Born in Cheshire, England, Lee began his military career at the age of fourteen for the British and his brash and often abrasive attitude earned him many enemies that prevented advancement to the level he felt he deserved. He left England to serve as Chief of Staff under King Stanislaus Augustus until 1762 when he returned to England and was finally promoted to lieutenant colonel on half pay.1 By the time he returned to England, he had already developed strong anti-imperialist feelings towards King George III and the destruction of British liberty. Upon his arrival in America, he became a prolific pamphleteer for the burgeoning Independence cause. Lee quickly became one of the strongest voices for liberty and resigned his royal commission to accept appointment as second major general in the Continental army in June of 1775.2 Lee’s time in the Continental army was filled with controversy, some of which was not revealed until after his death. Appointed by Congress to command the American army in the southern military district, he repelled a British assault on Fort Moultrie and eventually joined General Washington in 1776.3 The interactions between Washington and Lee blossomed into a rivalry between the men that led to Lee’s demise. In December, Lee was taken captive by the British and held for the next sixteen months.4 It was during this time that Lee wrote letters to General Howe of the British army on how to win a swift and decisive victory over the revolutionaries. -
