91 The Japanese Ministry of Foreign Affairs in the Interwar Period : The Significance of the Establishment of the Asian Affairs Bureau and Its Diplomacy towards China- Fumio KUMAMOTO Introduction This paper focuses on organizational reform within the Japanese Ministry of Foreign Affairs (hereafter shortened to MOFA) in the interwar period. It examines the impact that the newly established bureau, the Asian Affairs Bureau, had on the character of the MOFA’s leadership and its diplomatic policy towards China in the period. There has been a lot of scholarly research on Japanese diplomatic history in the interwar period. Generally speaking these studies have been based on (1) the following three points of view. The first is the recognition that East (2) Asia’s international order coming from the Washington Treaty System. The second is the argument about the Japanese diplomacy towards China, from (3) the viewpoint of ‘Shidehara Diplomacy’ and ‘Tanaka Diplomacy’. The third is the examination of the relationship between the Japanese government and the Japanese army. In addition to that, recently Tetsuya Sakai has proposed 92 Fumio KUMAMOTO The Japanese Ministry of Foreign Affairs in the Interwar Period that Japan’s invasion of China should be considered from the twin viewpoints (4) of ‘the Empire Order System’ and ‘the International Order System’. Similarly Isao Chiba has showed that Japan’s diplomacy of the interwar period was (5) founded on the ‘Old Diplomacy’ and ‘New Diplomacy.’ In addition, Jinbutsu de Yomu Kindai Nihon-gaikō-shi[Japanese diplomatic history in modern (6) times: Description based on the person] was published in 2008. -

32 COMMERCIAL FISHERIES REVIEW Vol. 19, No, 4 International INTERNATIONAL NORTH PACIFIC FISHERIES COMMISSIO ~ MEETING HELD IN TOKYO MARCH 1957: Important fisheries meetings in Tokyo during March 1957 were attended by a number of Cana,dian, American! ~nd Japanese delegates. The meetings were held by the Internahonal orth Paciflc Fisheries Commission, which was formed by a tripartite Treaty between Canada, Japan, and the United States in 1953 for the conservation of stocks of fish on the high seas of the North Pacific Ocean. The treaty covers an ocean area of 32 mH~ lion square miles. Approximately one-third of the world's supply of fish is taken in the area by the nations signatory to the tripartite Treaty and other bordering nations, including China and the U, S, S, R, During 1955 and 1956 the Commission has undertaken a research program of record size in the area extending northward from the latitude of San Francisco to near the Bering Strait at the entrance to the Arctic Ocean and across to the Asiatic shores, Twenty ocean -going research vessels occupied stations throughout this vas' and stormy expanse in 1956. Principle subject of research at present is a determination of whether or no salmon from Asian streams mingle in the sea with salmon from the streams of North America. If the Commission finds that salmon from the two continents mix on common feeding grounds in mid -ocean, it must draw dividing lines based on scientific research which will most equitably divide the stocks. The Tokyo meetings were divided into two series. During the week beginning on March 11 representatives of the three countries discussed the status of the sa on, herring, and halibut fisheries along the Pacific coast of Alaska, British Colum' bia, and the United States. -

Ultimate development of the latter is a foregone conclusion -- they will be industrialized, modernized; to the leaders of these lands, at least, there is no dispute on the point. The extent to which these countries develop., is another matter. Will development be thorough or superficial; will it reach ground level or con sist only of the conspicuous aspects of modernization? How they will develop is one of the major problems facing the world inasmuch as their people number nearly two billion and their homelands contain largo percentages of important and even strategic raw materials. Will these newly independent states take, along with the West European economic system and industrial skills, the personal freedom and individual dignity concepts on which it was based; or follow the commu nist industrial path and sacrifice all else to the develop ment of state power? The answer to these questions depends in part on the extent and effectiveness of the foreign aid received. -
