Ribal Al ASSAD, Founder and director, Organization for Democracy and Freedom in Syria

Ribal Al-Assad is the Founder and Director of the Organisation for Democracy and Freedom in Syria and Founder and Chairman of the Iman Foundation, which promotes global intercultural dialogue. He campaigns internationally for democracy, freedom and human rights, and is a regular speaker at international conferences, universities think tanks and other institutes, as well as writing regularly on these issues. Ribal has lived in the West since being exiled from his native Syria as a child. He is a leading authority on Syrian politics and how the current conflict is shaped by regional and geopolitical dynamics. He is also a staunch advocate of consistency and integrity in foreign policy, and believes liberal and democratic countries should uphold these values in all circumstances. Since entering public life, he has interacted with politicians, civil servants, academics, journalists, think tanks, pro-democracy, and human rights groups all around the world, from the US to the Far East. He is particularly involved in promoting interfaith and intrafaith dialogue and relations between Muslims, Jews and Christians around the globe. Ribal has successfully helped tackle intra-religious conflict and violence in Lebanon. One of his notable achievements was to help facilitate a rapprochement between the Alawite and the Sunni Muslims in North Lebanon. In 2006, Ribal founded the Al-Fursan Charity in Lebanon, which during religious festivals distributed food, presents and school items to people from across religions, sects and ethnic groups until its director was arrested and handed over to the Syrian regime in 2009. He also opened a small school to teach children foreign languages free of charge until its director was shot at and the school burned down by agents of the Syrian regime in 2007. Ribal was also chairman of the Arab News Network, one of the first Arabic TV channels, which promotes freedom and democracy across the Middle East. Though it still broadcasts elsewhere, the Arab News Network was blocked by the Syrian regime in 2009, leading Ribal to leave his position and found the Organisation for Democracy and Freedom in Syria (ODFS) to show the regime he and others like him would not be stopped. The ODFS speaks out against the Syrian regime and its failure to provide a democratic future for the Syrian people.

Miguel ÁNGEL SANCHO, President of European Foundation Society and Education

Miguel Ángel Sancho is president of the Foundation Society and Education, a private and independent entity committed to public defense of education. The Foundation promotes research and debate concerning the multiple aspects which make up the strategic role of education as a foundation for progress and development of democratic society. The Foundation’s research department, the Institute of Educational and Social Studies, carries out legal, political, educational, economic, and sociological research. It creates space for reflection, analysis, training and assessment of institutions and entities both public and private and at the local, national, and international levels. Miguel Ángel received his license in Law from the University of Zaragoza and research scholar in Philosophy of Law. Finished the Senior Management Business Program (PADE) in the IESE Business School and went on to receive a doctorate of administrative law from the University of Zaragoza. Miguel Ángel’s professional activity has always been oriented towards management of educational organizations. In 1978 he was named CEO of the Tajamar Cultural and Sport Center, an educational institution which gives regulated and non-regulated teaching to over 3,000 students. He similarly was one of the promoters and counsel member of PROTEC, an applied technology and graphic design company. In 1995 he was named CEO of Fomento de Centros de Enseñanza, an educational company founded in 1963 which comprises 33 schools in 11 autonomous regions. In 1999 he assumed the Presidency of the Grupo Educativo Fomento, an institution which brings together diverse educational organizations and companies: Fomentos de Centros de Enseñanza and the Centro Universitario Villanueva, part of the Universidad Complutense of Madrid; the publisher ESC and the educational technology company ATE.net as well as other activities in support of teaching. Finally, in 2004 he co-founded the European Foundation Society and Education to improve the quality of education through critical analysis and research from an interdisciplinary perspective. Miguel Ángel has continually promoted forums of debate and reflection and has carried out various publications both in collaboration and independently. Examples include the monograph La autonomía de la escuela pública and Sistema Educativo y Descentralización Territorial, both in 2015. Additionally, he has participated as a presenter in various international conferences such as the “Second World Conference on the Right to Education” in and annual conferences on “International School Choice & Academic Reform” in Fort Lauderdale, Florida.

Katherine BAUER, Senior Fellow, Washington Institute, former official at the U.S. Treasury Department

Katherine Bauer is a senior fellow at the Washington Institute for Near East Policy and a former Treasury official who served as the department’s financial attaché in Jerusalem and the Gulf. Before leaving Treasury in late 2015, she served several months as senior policy advisor for Iran in the Office of Terrorist Financing and Financial Crimes (TFFC). During the two previous years, she served as financial attaché for the Gulf, representing the department in Bahrain, Kuwait, Oman, Qatar, and the United Arab Emirates. Her other posts include assistant director of TFFC; financial attaché in Jerusalem, with responsibility for policy, technical assistance, and sanctions matters in the West Bank and Gaza (2009-2011); and senior analyst focused on illicit financial networks (2006-2009). Prior to working at the Treasury, Bauer was a nonproliferation graduate fellow at the Department of Energy’s National Nuclear Security Administration. A graduate of Macalester College, she received her master’s degree in Middle Eastern studies and international economics from the Nitze School of Advanced International Studies at Johns Hopkins University.

Jorge BENTO SILVA, Deputy Head of Counter Terrorism Unit, Directorate-General Migration and Home Affairs, EC

Jorge Bento Silva joined the in 1987 and is currently deputy and acting Head of the “Terrorism and Crisis Management” in the Commission’s Directorate General for Migration and Home Affairs. For nearly two decades Jorge held diverse responsibilities in the EU’s external security domain, including as geographic desk officer for Yemen, Iraq, Iran; Turkey, Russia, the Ukraine, Caucasus and Central Asia. He represented the institution in numerous international fora including the Council of Europe, the OSCE and the Arab league. On 11 de March 2004, on the wake of the Madrid attacks he volunteered to join the Directorate General for Justice, Freedom and Security where he undertook different functions in the counter terrorism domain having coordinated the preparation and implementations of numerous strategies and policies on Radicalisation and Terrorism. In 2007, Jorge Bento Silva coordinated the Portuguese Council Presidency’s programme in the internal security and terrorism area having chaired several EU Council formations in that remit. Recently he actively participated in the drafting of the European Agenda on Security and the preparation of numerous policy streams launched by the Union after the Paris and Brussels terror attacks.

Benoit BEUSELINCK, Oncologist, KU Leuven,

After graduating in June 1995 as a Doctor in Medicine at the Catholic University of Louvain in Belgium, he spent several years working in Development Cooperation in Africa and Latin America. In 2003, he returned to medical practice and started the internship in Internal Medicine and Medical Oncology, first in the University Hospitals of Leuvain (KULeuven), then at the Georges Pompidou European Hospital in Paris. In Paris, he developed a research-line on kidney tumors and their treatments with anti-angiogenics. In 2010, he was appointed as a staff member at the Department of Medical Oncology of the University Hospitals Leuven. He continued his research in Leuven and Paris and has defended his doctoral thesis in May 2014. In October 2015, he was appointed Professor of Medicine at the KULeuven.

Davor BOŽINOVIĆ Croatian diplomat and former Minister of Defence

He currently serves as an observer in the European Parliament for . He served as Ambassador of the Republic of Croatia to Serbia and Montenegro from 2002 to 2004. In 2004 he was appointed as Head of the Office of the President of the Republic of Croatia. From 2005 to 2008 he served as Head of Mission of the Republic of Croatia to NATO.

7 Christopher BUTLER, Executive Director of Americans for Tax Reform (ATR

Christopher Butler is Executive Director of Americans for Tax Reform (ATR), where he manages all of the organization’s day-to-day activities, and sets priorities and policy positions for ATR and its affiliated groups. Founded in 1985, ATR has grown far beyond its original marquee project, the Taxpayer Protection Pledge. Today, ATR is one of the United States’ most influential free-market activist organizations, lobbying and organizing in a dozen issue areas at the state, federal, and—increasingly— international level to promote free and open markets and economic liberty. In cooperation with Lorenzo Montanari, Mr. Butler directs the Property Rights Alliance, which is well known for its annual International Property Rights Index and coalition work on behalf of intellectual property rights. Mr. Butler additionally directs ATR’s other international work, including the Taxpayer Leaders Forum and the Coalition Leaders Forum which promote the establishment of advocacy organizations and formal coalitions across the globe. Mr. Butler also has a role in managing other special projects of ATR including the Center for Worker Freedom, which promotes free labor markets, DigitalLiberty.net, which promotes freedom in electronic media, and the Cost of Government Center, which promotes restraint in spending and regulation. Mr. Butler has appeared in national media outlets such as FOX News, NPR, Newsday, the Wall Street Journal and the Washington Post. His background prior to his leadership at ATR was in communications and public relations and his work has included roles with parties, campaigns, and polling. In recent years, he has trained activists in communications, fundraising, and political organizing in Ukraine, Serbia, Boznia- Herzegovina, France, New Zealand, Ireland, Belgium, Malaysia and elsewhere in Europe and Asia. Mr. Butler is on the Board of Directors of the World Taxpayers Associations, which connects taxpayer protection groups from over 60 countries in order to share best practices and to create opportunities for collaboration.

Angelos CHRYSSOGELOS, London School of economics and Political Science

Dr. Angelos Chryssogelos is National Bank of Greece research fellow at the Hellenic Observatory, European Institute of the London School of Economics (LSE). He is also an associate fellow at the Europe Programme of Chatham House, were he previously worked as an Academy Senior Fellow. In the past he has taught at the universities of Antwerp and Limerick and at the and the Clingendael Institute. He has published academic and policy analyses and presented in numerous academic conferences and policy events on European politics and foreign policy. His opinion pieces have appeared on various media and online outlets, most recently on EU Observer and BRINK. He has commented on European affairs for a variety of digital and print news organizations, incl. BBC World News, CNBC, Bloomberg, and Newsweek. He has been a regular contributor to events organized by the Martens Centre and the European Ideas Network.

Robert E. CLARKE, Legal counsel and director of European advocacy for ADF International

Robert E. Clarke serves as legal counsel and director of European advocacy for ADF International at its office in Vienna, Austria. He specializes in religious freedom issues and cases before the European Court of Human Rights as well as leading efforts across Europe in defence of life, family, and religious freedom. Prior to joining ADF International, Clarke was in-house counsel for the Nursing and Midwifery Council in London, prosecuting cases of medical misconduct. He qualified as a barrister at 2 Bedford Row in London, specializing in criminal and regulatory law. During his time at ADF International, Clarke has been involved in more than 15 cases before Europe’s highest human rights court, the European Court of Human Rights. Clarke earned his LL.B with American law from the University of Nottingham with honours in 2012, having spent one year at the University of Virginia School of Law. He also completed the Bar Professional Training Course at Nottingham Law School. He is qualified as a barrister and is admitted to the Bar of England and Wales. Mariya GABRIEL MEP, Vice-Chairwoman of the EPP Group in the EP responsible for the Working Group on Mediterranean Union, Euromed, Head of the Bulgarian EPP Delegation

Following her first election to the European Parliament for Bulgarian party GERB in 2009, was nominated by the High Representative of the for Foreign Affairs and Security Policy, Catherine Ashton, as Chief of theEU Electoral Observation Mission to the Democratic Republic of Congo in 2011. On 19 October 2012 she was elected Vice-President of EPP Women. In 2014, Mariya Gabriel became a Member of the European Parliament for a second mandate. Since then she is Head of the Bulgarian EPP Delegation and Vice-President of the EPP Group responsible for relations with Mediterranean countries. Born in 1979, Mariya Gabriel is the only Bulgarian Member of the European Parliament who twice won the prestigious Parliament Magazine’s annual MEP Award. She received the Parliament Magazine’s MEP Award in 2013 in the category “Gender equality” and in 2016 in the category “Development”. In addition to this, she has also been awarded the EACA Care Prize in 2015 for her commitment to violence against women and to gender equality. Mariya Gabriel has devoted her work to several priority areas, such as the coherence of external and internal EU policies, migration, EU visa policy, relations with Africa and Middle East and women rights.

Esteban González Pons has a Degree in Law from the University of Valencia (Spain) and he holds a Doctorate in Constitutional Law. He was Chairman of the Committee on the Interior in the Congress of Deputies in Spain from 2013-2014. He has also been a Member of the Popular Party National Executive Committee since 2008 where he has held different positions: Deputy Secretary-General of Studies and Programmes (since 2012), and Deputy Secretary-General of Communications between 2008-2012. Before that, he was a Member of the Valencia Regional Government (2003-2008). Esteban González Pons was the Spokesman for the Parliamentary Group of the Popular Party in the Spanish Senate between 1993 and 2003. He is the author of several books and articles. MEP since 2014.

Evgeniya GVOZDEVA, Director of Production, ESISC (European Strategic Intelligence and Security Center)

Evgenia Gvozdeva joined ESISC in September 2009 as an analyst. As a director of production, Evgenia leads the team of analysts working on the World Terror Watch service. Prior to join ESISC, she worked as project manager in Russian NGOs specialized on political issues and as a chief editor in a news agency. She also took part as a principal researcher in inter-disciplinary research projects on political and security issues. Evgenia completed a Master in Sociology at Moscow State University in 2000 and Second-degree Master in Management at Solvay Business School in Brussels in 2008. She is Russian native speaker and she is fluent in English and French.

Florian HARTLEB, Political scientist: Consultant and expert

Dr. Florian Hartleb holds a PhD in political science. He is an internationally experienced expert in politics. He is an author of numerous academic books and articles in German and English. He has worked, among others, as a Coordinator for Party Politics and Policy analysis at Konrad- Adenauer-Stiftung in Berlin, Research Associate of the Brussels-based Think tank Centre for European Studies (CES) and Professor (with appointment) for Political Management at private owned “International University for Executive Management” Berlin. Author of School Books (High school) in Social Science (for country of ). Since 09/03 he has 138 lectures in various topics like ‘Populism and extremism in Europe’, ‘Berlin Republic’, ‘Political parties’, ‘Protest politics’, ‘Leadership and political management’.

11 Alexander HEICHLINGER, Expert & Manager, Chair of the European CEFG Group, EIPA Barcelona

Alexander Heichlinger is Senior Faculty Member at EIPA Barcelona, and Manager of the European Public Sector Award (EPSA) in 2009, 2011 and 2013. With over 20 years of training and advisory experiences, he has led and delivered numerous assignments for public sector organisations from all levels from across Europe (carried out in all EU countries – except Cyprus) and beyond (e.g. Albania, Montenegro, Macedonia, Turkey, China, Morocco, Dubai, US), as well as for the European institutions and other international organisations, e.g. resource reference in the 2012 edition of the UN Public Service Award Day; Member of the Steering Committee of the Council of Europe’s Programme Best Practices on Regeneration of the European coastal towns (2012); Jury Member of the Living Labs Global Showcase Award (2010); Member of the EC Steering Committee on Assessment of Administrative Capacity Building (ACB) interventions and future needs in the context of the European Social Fund (2010); and Deputy Head of the European eGovernment Awards scheme (2001-2005), EC DG Information Society. He led the ‘City excellence network/cloud’ in 2012-2013 with seven medium-sized cities, i.e. Bilbao, Birmingham, Mannheim, Milan, Tampere, Tallinn and Trondheim and co-authored the result of this work in the publication In Search of Local Public Management Excellence - Seven Journeys to Success” which outlines a “seven step model” leading to public sector excellence. Since 2014, he chairs the European City Economic & Financial Governance (CEFG) Group, a high-level strategic partnership between Amsterdam (NL), Barcelona (ES), Bordeaux (F) Dublin (IRL), Hamburg (DE), the City of London (UK), Milan (IT) and Vilnius (LT). Alexander Heichlinger has published twelve books in his fields of interest and expertise and received the Dubai Public Excellence Award in 2012 for his merits.

Damien HELLY, Deputy Head of ECDPM “Strengthening European External Action” Programme

Damien Helly joined ECDPM in March 2013 and is the Deputy Head of the Strengthening European External Action Programme, where he deals with the strategic, political and institutional dimensions of EU development policies with Africa and ACP countries, contributing to the multidisciplinary nature of ECDPM’s team work. Damien monitors and engages in debates on, for instance, the politics of EU’s aid and trade, policy coherence for development (PCD), EU’s regional strategies in Africa, and EU-Africa relations more generally. He is also visiting professor at the International Relations and Diplomacy Department of the College of Europe in Bruges where he teaches a Masters level course on the EU’s Common Security and Defence Policy (CSDP). He holds a PhD in political science from the Institut d’Etudes Politiques de Paris (Sciences po) and has published extensively on the EU’s external action.

Allan S. JANIK, Professor in Philosophy, University of Innsbruck

Allan Janik, citizen of both Austrian and the United States, is a philosopher and historian of ideas. He is senior research, fellow of the Brenner Archives at the University of Innsbruck and honorary professor of philosophy at the University of Vienna. His many books include Wittgenstein’s Vienna (with S. Toulmin), The Concept of Knowledge in Practical Philosophy (in Swedish), Style, Politics and the Future of Philosophy as well as the study Towards a New Philosophy for the EU (Foundation for Political Innovation 2008). He is especially interested in problems surrounding the European Union’s “democracy deficit”, the nature of participatory democracy and the role of conflict in democratic society.

Clark S. JUDGE, founder and managing director of the White House Writers Group Inc. and an opinion journalist; Former speechwriter in the Reagan White House

Clark S. Judge is founder and managing director of the White House Writers Group, Inc. and an opinion journalist. He was a speechwriter in the Reagan White House. As Managing Director of the White House Writers Group, he has advised some of the world’s most prominent corporations in meeting their strategic and communications challenges in the U.S. and elsewhere. For political clients he has written many nationally televised speeches, primarily during presidential campaigns. He has provided communications advice in support of numerous cases before the United States Supreme Court. Mr. Judge served as Speechwriter and Special Assistant to both President Ronald Reagan and Vice President George Bush. A member of the Moscow Summit speechwriting team, he was also the lead writer for the Toronto Economic Summit in 1988 and helped shape the White House approach to the 1988 presidential campaign. A Harvard MBA, Mr. Judge had administration assignments involving assessing the management of the government, urban policy and international economic policy before joining the White House staff. As an opinion journalist, he has written extensively on U.S politics, the international financial crisis, health care reform, the current state of the U.S. and global economies, and global security issues. Among the publications in which his work has appeared are the the Wall Street Journal, Financial Times, NYTimes.com, USNews.com, Policy Review, National Review Online and Claremont Review of Books. He has been interviewed on major broadcast and cable news outlets including CBS, ABC, Fox News, CNN, CNBC and the BBC. He lives in Washington, D.C, with his wife, Margo. They have a grown son. Garry KASPAROV, Russian chess Grandmaster and political activist

Born in Baku, Azerbaijan, in the Soviet Union in 1963, Garry Kasparov became the under-18 chess champion of the USSR at the age of 12 and the world under-20 champion at 17. He came to international fame at the age of 22 as the youngest world chess champion in history in 1985. He defended his title five times, including a legendary series of matches against arch-rival Anatoly Karpov. Kasparov broke Bobby Fischer’s rating record in 1990 and his own peak rating record remained unbroken until 2013. His famous matches against the IBM super-computer Deep Blue in 1996- 97 were key to bringing artificial intelligence, and chess, into the mainstream. Kasparov’s outspoken nature did not endear him to the Soviet authorities, giving him an early taste of politics. He became one of the first prominent Soviets to call for democratic and market reforms and was an early supporter of Boris Yeltsin’s push to break up the Soviet Union. In 1990, he and his family escaped ethnic violence in his native Baku as the USSR collapsed. His refusal that year to play the World Championship under the Soviet flag caused an international sensation. In 2005, Kasparov, in his 20th year as the world’s top-ranked player, abruptly retired from competitive chess to join the vanguard of the Russian pro-democracy movement. He founded the United Civil Front and organized the Marches of Dissent to protest the repressive policies of Vladimir Putin. In 2012, Kasparov was named chairman of the New York-based Human Rights Foundation, succeeding Vaclav Havel. Facing imminent arrest during Putin’s crackdown, Kasparov moved from Moscow to New York City in 2013. The US-based Kasparov Chess Foundation non-profit promotes the teaching of chess in education systems around the world. Its program already in use in schools across the United States, KCF also has centers in Brussels, Johannesburg, Singapore, and Mexico City. Garry and his wife Daria travel frequently to promote the proven benefits of chess in education and have toured Africa extensively. Kasparov has been a contributing editor to The Wall Street Journal since 1991 and is a regular commentator on politics and human rights. He speaks frequently to business and political audiences around the world on innovation, strategy, individual freedom, and achieving peak mental performance. He is a Senior Visiting Fellow at the Oxford-Martin School with a focus on human-machine collaboration. Wolfgang Koeth is a Senior Lecturer in EU External Relations, Common Commercial Policy (CCP) and External Financial Instruments at the European Institute of Public Administration in Maastricht. Before joining EIPA in 2009, Mr Koeth was Team Leader at the EU office in Pristina (Kosovo), in charge of implementing the European Commission’s assistance in the sector. Prior to the 2004 enlargement, he worked as a Political Advisor and Programme Manager within the EC Delegation in Vilnius (Lithuania) and as a Lecturer in European Affairs at the University of Vilnius. He also spent some years at the European Parliament as a political advisor, specialising in the EU’s relations with its Eastern neighbours. Mr Koeth is a graduate of the Institute of Political Studies at the Robert Schuman University in Strasbourg. In 2005, she became Director for Consumer Goods (automotive, pharmaceutical, foodstuff, cosmetic medical devises), for other sectors of industry as well as for innovation. In 2011 she became Director for Energy in the European Commission’s Directorate General for Energy. Her responsibilities included the elaboration of 2050 roadmaps, energy policy strategy, international relations and enlargement as well as communication and inter-institutional issues. From March 2001 to September 2004, on unpaid leave from the Commission, she worked in Greece as the President, first of the Information Society SA, and then of the Greek land registry, KTIMATOLOGIO SA.

Ivana Maletić is an economic expert with years of experience in the areas of public finance, budgeting and EU funds. She obtained a Master’s Degree in Economics at the Faculty of Economy in Zagreb. She started working at the Ministry of Finance, initially as Associate Expert and Consultant, and then as Assistant Minister and Secretary of State. She is an internationally renowned lecturer and consultant in the area of financial management and has held numerous seminars on the subjects of financial management, budgetary processes, public finance reform, EU funds, regional development etc. She has published a large number of expert and scientific works, co-authored several significant books in the area of public finance and participated in numerous research projects. Nadia MURAD, Survivor of enslavement and human trafficking, Human Rights Activist

Nadia Murad is a 21 years old Yazidi survivor of ISIS captivity. She was one of the thousands of Yazidi girls and young women who were enslaved by the so-called Islamic State (“IS”) and sexually abused by militants. Nadia is from Kocho, a Yazidi village in Sinjar, Iraq where ISIS massacred all the men and enslaved all the women and children. Nadia was in IS captivity for 3 months and she was treated as sex slave and abused by more than 12 IS fighters. At time Nadia was a sex slave she was bought and sold several times by various IS members and pressured to convert to their distorted version of Islam, in other words IS ideology. She lost 6 brothers in the Kocho massacre and her mother was subsequently murdered along with 80 other older Yazidi women. In spite of the appalling sexual violence, the brutality and the accompanying psychological trauma Nadia underwent at the hands of IS fighters, she escaped, revived, became stronger and confronted her trauma. She decided to lead a humanitarian mission asking the international community to designate the heinous crimes perpetrated against Yazidis and other minorities by IS members as genocide and to seek that the United Nations Security Council refer these crimes to the International Criminal Court for prosecution. Nadia is also leading a campaign to prompt the Muslim world to reject IS and to condemn IS crimes against humanity, particularly against children and women, carried out in the name of Islam. Her mission includes deterring Muslim youths from joining or supporting IS by describing her horrific ordeal and then asking them to defend the true values of their faith and to show tolerance towards the beliefs of others.

He joined the company in November 2011 and is responsible for Facebook’s policies with focus on growth and innovation, political outreach, privacy issues, data protection, child online safety and online advertising. 21 Steve NIX, Director for Eurasia, International Republican Institute (IRI)

Stephen Nix joined IRI in October 2000, as regional program director for Eurasia. In that position, he oversees programs in Belarus, Georgia, Kyrgyz Republic, Moldova, Russia and Ukraine. Nix joined IRI after serving for two years as senior democracy specialist at the U.S. Agency for International Development. Nix is a specialist in political party development, and judicial and legal reform in the former Soviet Union. Nix resided in Kyiv, Ukraine, for more than three years. During that time, he served as outside legal counsel for the Committee on Legal Reform in the Ukrainian Parliament. He also assisted in the drafting of crucial reform legislation in Ukraine, including the constitution of Ukraine, the presidential and parliamentary election laws, and the law on the constitutional court of Ukraine. Nix also served as a member of the Parliamentary Special Committee on the Law on the Election of Deputies in Ukraine. He has lectured in a number of law schools throughout Ukraine on such topics as election law and judicial reform. Nix served as legal counsel to the International Foundation for Electoral Systems in Ukraine and Russia, and has written extensively on legal and political reforms in the region. Among his publications is The Compendium of Election Laws of Central and Eastern Europe (1994). Nix received his juris doctorate from the Georgetown University Law Center in 1989. He worked in the litigation section of the law firm of Baker & Hostetler in Washington, DC from 1989 to 1994, where he specialized in election law and international law. Prior to entering the practice of law, Nix served as Midwest field director for the National Republican Congressional Committee and was the campaign manager for the Republican candidate in Indiana’s Second Congressional District. Nix served on the litigation team for the 2008 John McCain for President Campaign and was posted to Columbus, Ohio.

Peter OPPENHEIMER, Economist, Oxford University

Peter Oppenheimer was appointed as a Student (i.e. Fellow) of Christ Church, University of Oxford in the late 1960s. He is an economist specialising in financial markets, economic policy, Russia and the economics of transition, global and european economic issues and energy. During his tenure at Christ Church, he was given leave for two years to become Chief Economist at Shell. Although a fluent Russian speaker, he had no professional involvement with Russia until the Gorbachev era of the late 1980s. Since then he has worked on Russian economic policy issues and has represented western investors on the Boards of several Russian companies. From 2000–2008 he was Director of the Oxford Centre for Hebrew and Jewish Studies.

23 Marijana PETIR MEP, Member of the Committee on the Women’s Rights and Gender Equality in the EP

Born in 1975 in Kutina, Croatia. She graduated in biology and ecology at the University Of Zagreb’s Faculty of Science and obtained a Master’s Degree in theology at the University Of Zagreb, the Catholic Faculty of Theology. She was Vice-President of the (HSS) and President of the grassroots organisation of the HSS in the Sisak-Moslavina county. She served two mandates as Member of the Croatian Parliament. She was Chairwoman of the Croatian Parliament’s Deputy Club of the HSS and Chairwoman of the Committee for Environmental Protection. She was a Member of the Delegation to the Parliamentary Assembly of the Council of Europe and of the Croatia-EU Joint Parliamentary Committee. She also served as an external member of the Croatian Parliament’s Committee on Human and National Minority Rights as a representative of the Croatian Catholic Bishops’ Conference.

Walid PHARES, Co-Secretary General, Trans-Atlantic Legislative Group on Counter Terrorism

Professor Walid Phares is the Co-Secretary General of the Transatlantic Parliamentary Group on Counter Terrorism (TAG), a Caucus of members of the US Congress and the European Parliament, since 2009. He has been serving as an Advisor to the Anti- Terrorism Caucus in the US House of Representatives since 2008. Dr Phares briefs and testify to the US Congress, the European Parliament and the United Nations Security Council on matters related to international security and Middle East conflict. He consults with and lectures to several national security and defense agencies as well as to Counter Terrorism advisory boards in North America and Europe. He has served on the Advisory Board of the Task Force on Future Terrorism of the Department of Homeland Security in 2006-2007 as well as on the Advisory Task force on Nuclear Terrorism in 2007. Dr Phares taught Global Strategies at the National Defense University since 2006. Previously he was a Professor of Middle East Studies and Comparative Politics at Florida Atlantic University 1993-2004. Currently he is the Provost and Director for International Studies at BAUI University in Washington DC since 2013 He has published several books in English, Arabic and French including several post 9/11 volumes: Future Jihad: Terrorist Strategies against the West; The War of Ideas: Jihadism against Democracy and The Confrontation: Winning the War against Future Jihad. In his book The Coming Revolution: Struggle for Freedom in the Middle East, published in 2010 he projected the uprisings in the region before they occur in 2011. In 2013 he published a book in French, Du Printemps Arabe a l’Automne Islamiste. In 2014 he published The Lost Spring: US Policy in the Middle East and Catastrophes to Avoid. Dr Phares is Fox News Channel Middle East and Terrorism Expert. He has served as NBC Terrorism Analyst until 2006. Hefrequently appears on international and Arab media including BBC, France 24, Russia Today, CBC Canada, and is published widely around the world. Andrej PLENKOVIĆ MEP, Vice-Chairman of the Foreign Affairs Committee and Chairman of the Delegation for Ukraine in European Parliament

Andrej Plenković is a Croatian politician, lawyer and diplomat. As a member of the Croatian Democratic Union (European People’s Party) he was elected to the European Parliament in 2013 and re-elected in 2014. He is Vice‐Chairman of the Foreign Affairs Committee and Chairman of the EP’s Delegation to the EU‐Ukraine Parliamentary Association Committee. He is a substitute member in the Budgets, Constitutional Affairs and Fisheries Committees. He was a Member of the Croatian Parliament from 2011 to 2013. In 2010 and 2011 he was a State Secretary for European Integration in the Croatian Government and contributed to the finalisation of Croatia’s EU accession negotiations. He had a prominent role in the campaign for a positive referendum on EU membership in January 2012. Previously he developed his professional diplomatic career in the Ministry of Foreign Affairs where he worked at different positions. Inter alia, he was Head of the Department for European integration, Minister’s Adviser for EU affairs and Member of the Negotiation Team for the Stabilisation and Association Agreement. Subsequently, he served as Deputy Head of the Croatian Mission to the European Union in Brussels (2002–2005) and Deputy Ambassador to France in Paris (2005–2010). He graduated law and completed his master’s degree in international law at the University of Zagreb. Plenković speaks English, French and Italian and has a working knowledge of German.

Sebastian PLOCIENNIK, Polish Institute for International Affairs (PISM), European Union Programme Coordinator (KAS)

Mr. Płóciennik is PhD habil. in economics, coordinator of the EU – program at the Polish Institute of International Affairs (PISM) in Warsaw. Previously a research fellow at the Wroclaw University and the Willy Brandt Centre for German and European Studies in Wroclaw. His research focuses on the economic system of Germany and the European integration. Author of several dozen publications, among them monographs on the evolution of the German capitalism after the Agenda 2010 reforms and the core- Europe concepts in the German European policy after 1949. He is a member of the Permanent Council of the Polish-German Forum by the Ministry of Foreign Affairs. He has taught as a visiting professor at universities in South Africa, Canada, India and Germany.

Dr. Hans-Gert POETTERING, President of the European Parliament ret. and Chairman of the Konrad- Adenauer-Stiftung

Christian Democratic Union (CDU, Germany). Hans-Gert Poettering was born on 15 September of 1945 in Bersenbrueck (Lower Saxony, Germany). He never knew his father who was killed in the final days of World War II. This personal tragedy was instrumental in shaping his political involvement and his career in European politics. Hans-Gert Poettering has two sons, Johannes and Benedict, two grandsons, Jakob and David, as well as a granddaughter, Sanna.

25 Martin QUENCEZ, Program and Research Officer, Security and Defense, GMF’s Paris Office

Martin Quencez currently serves as program officer and fellow at GMF’s Paris Office. His work includes research on transatlantic security and defense cooperation, French foreign policy, and South Asian affairs. Prior to joining GMF, he worked for the Institute of Defense Studies and Analyses (IDSA) in New Delhi, where he focused on French and Indian strategic thinking. He holds a bachelor’s from the French Institute of Political Studies, and a master’s from the Paris School of International Affairs – Sciences Po.

Rui RAMOS, Senior Fellow Researcher at the Institute of Social Sciences, University of Lisbon

Rui Manuel Monteiro Lopes Ramos was born in 1962, in Torres Vedras, Portugal. He holds a degree in History from the New University of Lisbon (1985) and a doctorate in Politics from the University of Oxford (1997). Currently, he is a Senior Fellow Researcher at the Institute of Social Sciences, the University of Lisbon, where he has held research positions since 1986. Formerly he was a Junior Lecturer in history at the Faculty of Humanities, the University of Lisbon (1985/86). He was also a Guest Professor at the Faculty of Law, the New University of Lisbon (1998-2001), and at the Institute of Political Studies, the Portuguese Catholic University (since 2001). At the Institute of Social Sciences, he sat on the Executive Committee of the Scientific Board (2001-2004), the Post-Graduate Committee (1998-2000) and the Editorial Board of the academic journal, Análise Social (2003-2004). He is currently part of the team of the international research project El Léxico Político y Social de la Modernidad Iberoamericana [Proyecto Iberconceptos], which unites researchers from dozens of Spanish, Portuguese and Latin-American universities with a view to the creation of a dictionary of the history of political and social ideas in the Iberian-American world between 1750 and 1870. Apart from his university and historical research activities, he has been writing a weekly column in the national daily newspaper Público since 2006, and was a regular contributor to the monthly magazine of debate and ideas Atlântico between 2005 and 2008.

Prof. Jörg Rocholl, PhD, is president of ESMT European School of Management and Technology in Berlin and member of the economic advisory board of the German Federal Ministry of Finance. He is also the deputy chairman of the economic advisory board of the Deutsche Welle and research professor at the Ifo Institute in Munich and Duisenberg fellow of the European Central Bank (ECB). Professor Rocholl graduated from the Universität Witten/Herdecke, where he earned a degree in economics (with honors). After completing his PhD at Columbia University in New York, he was named an assistant professor at the University of North Carolina at Chapel Hill. Prof. Rocholl has researched and taught at ESMT since 2007 and was appointed president of ESMT in 2011. Since 2010 he holds the “EY Chair in Governance and Compliance”.

Jeremy Rollison has begun work at the Brussels office of Microsoft as a senior manager dealing with advocacy on EU policy issues on ICT, telecommunications, copyright and internet policy. He was previously at the EU representative office of Nokia, doing advocacy work on telecommunications. He was director of the European Digital Media Association (EDiMA) from June 2007 to December 2012 and was head of practice at Policy Action, which manages the EDiMA secretariat.

Born in 1939. Vas. Until 2004, György Schöpflin was a Jean Monnet Professor of Politics and Director of the Centre for the Study of Nationalism at the School of Slavonic and East European Studies, University College London. His principal area of research was the relationship between ethnicity, nationhood and political power, with particular reference to post-communism. He is the author of Politics in Eastern Europe 1945- 1992 (Blackwell, 1993) and Nations, Identity, Power (Hurst, 2000). He is co-editor and contributor to Myths and Nationhood (Hurst, 1997, with Geoffrey Hosking) and State Building in the Balkans: Dilemmas on the Eve of the 21st Century (Longo, 1998, with Stefano Bianchini). His latest book, The Dilemmas of Identity, is forthcoming and has already appeared in Hungarian as Az identitások dilemmája (Attraktor, 2004). Award for International Relations of the Republic of Hungary (2011). MEP since 2004.

Katharina SENGE, Advisor to the Spokeswoman on Integration Policy, CDU/CSU Parliamentary Group in the German Bundestag

Katharina Senge studied Political Science, Religious Studies, and Communication Studies at Freie Universität Berlin (Germany) and Università degli Studi di Roma La Sapienza (Italy). After teaching activities at Freie Universität Berlin she joined the christian democratic think tank Konrad Adenauer Stiftung for a research project on Islamism and Muslim Youth in Germany. From 2011 to 2016 she worked as a political analyst and advisor for immigration and integration policies at Konrad Adenauer Stiftung in Berlin. In 2015 Katharina started her PhD research at Friedrich-Alexander- Universität Erlangen-Nürnberg with a focus on European migration policies in the context of the European neighbourhood policy. Since february 2016 she is Advisor to the Spokeswoman on Integration Policy of the CDU/CSU Parliamentary Group in the German Bundestag.

Dave Sinardet is a professor at the Vrije Universiteit Brussel and part-time professor at the Université Saint-Louis in Brussels. At the University of Antwerp he is a postdoctoral research fellow of the FWO (National Fund for Scientific Research). Dave Sinardet’s research concentrates on comparative federalism, nationalism, language politics, consociational democracy, multi-level politics, public sphere and political communication. He has published in political science journals such as West European Politics, Acta Politica or “International Journal of Political Science”, Regional and Federal Studies and Governance. He is also an active participant in the Belgian public debate on federalism and nationalism, as one of the rare opinion makers active on both sides of the language frontier. He is also regularly interviewed by international media on Belgian politics. He is a member of the Pavia group, a Belgian academic think thank which promotes a federal electoral district for Belgium, so that inhabitants could vote for the same parties, Flemish and French. Sinardet is also in favour of an EU-wide electoral district for the election of part of the members of the European Parliament, as a way to reduce the EU’s democratic deficit’.

Borislav SPASOJEVIC, Director of BiH Office, International Republican Institute (IRI)

Having served with IRI for the past eleven years, Borislav Spasojevic assumed the role of Resident Program Director for the (BiH) office in 2010. With decades of prior political party and communications experience, Spasojevic played an essential role in the development and implementation of IRI’s Political Party Assistance program in BiH, which resulted in the formation of the Women’s Caucus in the House of Representatives of the Federation Parliament. Having conducted trainings for women, youth and political parties in advocacy, campaigning and communications, Spasojevic is a veteran of political and cross-community messaging in BiH. Other notable achievements of Spasojevic’s work in BiH include the establishment of the Young Women’s Leadership Academy (YWLA) and the Women’s Caucus in the Sarajevo Canton Parliament. Mr. Spasojevic holds considerable expertise in political party communication and campaign strategy, working on IRI’s political party programming in Serbia prior to BiH. He holds a degree in political science from Belgrade University and studied public relations at the PR Business School in Belgrade, Serbia. Borislav was a part of the Election Observation Mission for the Parliamentary Elections in Nepal, in November of 2013, on behalf of the Carter Center, and he was also a member of the IRI’s Election Assessment Missions in Hungary, in April of 2014 and in Slovenia (July 2014). He holds a degree in political science from Belgrade University and studied public relations at the PR Business School in Belgrade, Serbia.

Branislav STANICEK, Member, Chatham House, the Royal Institute of International Affairs, London

Member of the EIN since 2003, Branislav Stanicek is Member of the Chatham House, the Royal Institute of International Affairs in London and Administrator at the Committee of the Regions in Brussels. He studied Geopolitics at Sorbonne University and International Law at Harvard University. His publications for EIN include topics such as social implications of the financial crisis, youth unemployment and demographic changes. Previously to his appointment at the Committee of the Regions he worked at the Foundation for Political Innovation in Paris.

Nicholas STARTIN, Deputy Head of Department of Politics, Languages & International Studies, University of BATH

Dr STARTIN is a senior lecturer in French and European Politics whose research focuses on Euroscepticism and the Far Right in contemporary Europe. He joined the department in 2012. Prior to that he lectured at the University of the West of England in Bristol. His Phd in Politics was awarded by Brunel University and he also has an M.Phil in French Studies from Birmingham University as well as a PGCE from the University of Warwick. In recent years Dr STARTIN has organized workshops, delivered lectures and papers and participated in conferences in Amsterdam, Brussels, Bruges, Cologne, Paris and Vienna. He has also made national and regional media appearances on BBC, Sky News and other media outlets in relation to French elections, EU referenda, and the rise of Euroscepticism and the Far-Right.

Jan STEHLIK, Counter-radicalization Task Force, European Values Think-Tank

He graduated Politics at the University of Nottingham in Britain, where he studied political science research, multicultural policy, security, radicalization and civil society. His thesis focused on the radicalization of British Muslims. Currently, he is focusing on Security Studies at the Faculty of Social Sciences, which examines issues of security policy and extremism. In autumn 2014, he collaborated with the Association of Rehabilitation of the state in the creation issues into electoral calculators. In the first quarter of 2015 we conducted an analysis of municipal periodicals for anti-corruption organization revival.

Alexandra STIGLMAYER, Senior Analyst, European Stability Initiative

Alexandra Stiglmayer (Germany) is ESI’s Senior Analyst in Brussels, its General Secretary and one of ESI’s founding members. As a journalist, she covered the wars in former from 1992 to 1996 for German and US media including Time Magazine. During that time, she also wrote a book about war-time rape of women in Bosnia and Herzegovina. In 1997/1998, Alexandra Stiglmayer was based in Berlin for Time Magazine. From 1998 to 2002, she worked for the Office of the High Representative in Sarajevo as a spokesperson and then head of the press office. Following three years as a speechwriter for the European Commission, she began to work for ESI in 2006 as a senior analyst and writer/editor based in Brussels. For ESI, Alexandra Stiglmayer has dealt with the Balkans, Turkey and Azerbaijan, and led the “Schengen White List Project” since 2008. Under this project, ESI helped Western Balkan countries achieve visa-free travel in 2009/2010, while now it is focusing on the EU-Turkey visa liberalisation process.

Dubravka ŠUICA, Head of the Croatian EPP Delegation

Member of the centre-right Croatian Democratic Union (HDZ) and member of parliament. She served two consecutive terms as mayor of between 2001 and 2009. In 2013, she was elected as a Member of the European Parliament and in 2014, she was reelected and is currently serving a five-year term in office. Following the 2014 elections Šuica was elected as Vice Chair of the Delegation for relations with Bosnia and Herzegovina, and Kosovo (DSEE), Member of the Committee on the Environment, Public Health and Food Safety (ENVI), and as a Substitute Member of the Committee on Foreign Affairs (AFET), Committee on Transport and Tourism (TRAN), Committee on Women’s Rights and Gender Equality (FEMM) and Delegation for relations with the United States (D-US).

Antonio TAJANI MEP, Vice-President of the European Parliament, former Commissioner

Born in 1953 in Rome. He did classical studies at the ‘Torquato Tasso’ secondary school, Rome, and obtained a degree in Law from La Sapienza University, Rome. He was an Officer in the Italian Air Force, worked as an Air Defence Controller and was Head of the Operations Room monitoring Italian and European civil and military air traffic. He was also a professional journalist and Editor of the Italian weekly Il Settimanale. He presented a radio news programme for RAI 1. He was Head of the Rome editorial office of the Italian daily Il Giornale, a special correspondent in Lebanon, the Soviet Union and Somalia. In his political life, he was Vice-President of the European Commission responsible for Transport from 2008 to 2010 and for Industry and Entrepreneurship from 2010 until 2014. He is Vice-Chairman of the European People’s Party, elected at the EPP Congress in Estoril in 2002, re-elected in Rome in 2006, again in Bonn in 2009 and in Bucharest in 2012. He is a Member of the EPP Group Bureau, which prepares the Group’s position for summits. He speaks Italian, French, English and Spanish. MEP 1994-2004 and since 2014.

Eka TKESHELASHVILI, President of the Georgian Institute for Strategic Studies, former Foreign Minister

As an independent consultant she assists companies operating in Georgia or willing to invest in the region in political risk assessment, legal analysis as well as in advancement of their strategic communications. Until recently she has been the Vice Prime-Minister, State Minister of Georgia for Reintegration. She previously served as Secretary of the National Security Council and held the positions of Minister of Foreign Affairs, Prosecutor General and the Minister of Justice of Georgia. Mrs. Tkeshelashvili also held the position of the Chairperson of Tbilisi Appeals Court. Before joining the government, Mrs. Tkeshelashvili was a Deputy Chief of Party at IRIS Georgia implementing USAID rule of law projects. She also worked in ICRC responsible for the programs on national implementation of International Humanitarian Law. Mrs. Tkeshelashvili also worked in academia, as an Associate Professor she taught the Public International Law and Accountability for Human Rights Atrocities at various Georgian universities.

Rafał Trzaskowski is a member of Polish Parliament since 2015. He is a former Secretary of State in the Polish Ministry of Foreign Affairs (2014-2015) and former Polish Minister of Administration and Digitisation in Prime Minister ’s Cabinet (2013-2014). Between 2009 and 2013 he was a member of the European Parliament where he worked as EPP coordinator in the Constitutional Affairs Committee and as a substitute member in the Committee on the Internal Market and Consumer Protection. He was also a member of the Delegation for relations with the United States. After graduating from the Collège d’Europe and receiving a PhD in Political Science from the Institute of International Relations of Warsaw University, he worked as a senior research fellow in Natolin European Centre. In 2000-2001 he was advisor to the Secretary of the Committee for European Integration, working for the head of the Office of the Committee for European Integration. In 2004-2009 he was advisor to the Chair of the European Parliament’s Committee on Foreign Affairs and to the Delegation of the to the European Parliament.

Roland Vaubel is Professor em. of Economics at the University of Mannheim, Germany. He has received a B.A. in Philosophy, Politics and Economics from the University of Oxford, an M.A. from Columbia University, New York, and a doctorate from the University of Kiel, Germany. James Waterworth is Vice-President, Europe for the Computer and Communications Industry Association (CCIA) advising members and policy makers on a wide range of issues including intellectual property, international trade and internet regulation. He brings with him more than a decade of experience in technology policy having held government affairs posts for Nokia, Cable and Wireless and Telefonica in Brussels and London.As Director of Government Affairs for Nokia he lead calls for the European Union to create a Digital Single Market; a unified market to the advantage of business and consumers. He took Nokia into the field of internet policy for the first time. From 2007 to 2008 he worked for the Nokia CTO on media relations. Between 2001 and 2005 he worked in London for Cable & Wireless and then Telefonica UK on telecommunications network regulation, most notably on the regulation of the wholesale broadband market and the structural separation of the former UK telecommunications incumbent BT. Between 2009 and 2012 he was President of the European Digital Media Association. He has a bachelor’s degree in Political Science and French from the University of Leeds and a master’s degree in European Politics from the University of London.

Richard YOUNGS, Senior Associate, Democracy and rule of law program, Carnegie Europe

Richard Youngs is a senior associate in the Democracy and Rule of Law Program, based at Carnegie Europe. He works on EU foreign policy and on issues of international democracy. Youngs is also a professor of international relations at the University of Warwick. Prior to joining Carnegie in July 2013, he was the director of the European think tank FRIDE. He has held positions in the UK Foreign and Commonwealth Office and as an EU Marie Curie fellow. He was a senior fellow at the Transatlantic Academy in Washington, DC, from 2012 to 2013. His latest books include The Puzzle of Non-Western Democracy (Carnegie, 2015); The Uncertain Legacy of Crisis (Carnegie, 2014); Europe in the new Middle East (Oxford University Press, 2014); and Climate Change and European Security (Routledge, 2014).

Javier ZARZALEJOS, Secretary General, FAES Foundation

Mr. Zarzalejos was born in 1960 in Bilbao, Spain. He studied law and graduated at Deusto University, Bilbao. He is a member of the High Corp of Civilian Officers of the State. As high officer of the Spanish Public Administration he held important positions, the most relevant being Secretary General of the Presidency of the Government of José María Aznar (1996 – 2004). From January 2012 he is Secretary General at the Foundation for Social Analysis and Studies, FAES, where he previously held the position of Director of the Constitution and Institution Unit and Director of the in-house publication “Cuadernos de Pensamiento Político”. He is married and has three children.
