I am sanguine that the Course Members, the faculty, staff and the alumni alike would love to scan down this pictorial book to stroll through the nostalgic and colourful memory lane. All concerned will find this magazine as a treasure trove of happy memories. NDC is the premier national institution in Bangladesh, a centre of excellence conducting training, research and education on defence, security, strategy and development studies. With the passage of time this prestigious institution has developed into an important training and 5 educational institution for the selected senior military and civil services officers from home and abroad on national and international strategy and development related matters as well as to impart training to mid-ranking military officers of Bangladesh on war studies. NDC also stands as successful institution over the years by enhancing knowledge, skill and networks related to multilateral security cooperation in Bangladesh among eminent law/policy makers, security practitioners, judges, executives, civil society representatives, media personalities, entrepreneurs and other distinguished personalities of the society. I am proud that NDC has huge alumni spread all over the globe and all of them hold high the ‘PRODEEP’, Symbolizes “Security Through Knowledge.” My heartiest congratulations to all the graduates for successfully completing the courses. They are going to undertake diverse, challenging and decision making assignments of both national and military significance, in their respective place of works. As commandant, I feel proud, when I come to know that our alumni are shouldering very high appointments both home and abroad. I would like to thank the faculty members and college staff for their tireless effort in ensuring the smooth running and successful completion of the courses. He did his 2nd Specialization Course in INS Valsura, Gujrat, India during 2009-2010 and earned good name for BN by his extraordinary result. He is a proud Mirpurian graduate from Mirpur Staff College. In the journey of his naval career, he served onboard numerous ships & crafts of BN in the capacity of Electrical officer, specially oil tanker, hydrography vessel, mine sweepers, Large Patrol Craft, Chinese Frigate, British frigates, American Frigate and finally on board BNS Bangabandhu and contributed immensely in mid-life up gradation of BNS Bngabandhu. He served as Instructor and Course Officer of Long Electrical Course in BNS Shaheed Moazzam and trained numerous mid level officers. He earned sound knowledge about defense procurement while serving one year as ADP (Asst. Director of Purchase) in DGDP in 2012. He served BN Dockyard two times as OIC Heavy Electrical workshop, SO(O) to CSD, DGM (L), DGM (Ord), INDUSTRIAL ENGINEER and GM(Yard service).

    Iram Naseer Ahmad* COLONIAL TRANSFORMATION IN THE DISTRICT OF SHEIKHUPURA, 1849-1947 Abstract This research paper analyses the British colonial transformation in the district of Sheikhupura. The geographical, revenue, judicial and administrative changes have been understood in the sense of establishing a controlled society in the district. This paper sheds light on colonial changes in the district of Sheikhupura under the British raj from 1857 to 1947. The phenomenon of introducing a new administrative and revenue mechanism in Sheikhupura was a project that was not detached from imperialistic ambitions and designs of colonial power in whole of India. The new colonial administrative system, including the reorganization and demarcation of boundaries and setting up centralized administrative machinery particularly a strong revenue, police, and judicial system. Ironically, it was devised to effectively protect the “world monopoly of industrial production” in the British India. It was enforced effectively by a reconstitution of the power structure of the land which meant search for new allies. At the end the article examines the origin of new towns and tehsils in Sheikhupura after the advent of British rule. It observes that British colonialism altered the whole scenario in Sheikhupura which was considered of crucially important for initial colonial control in this district. Brief description of the information: The Observatory has been informed by reliable sources about the arbitrary detention of two journalists associated with the human rights non-governmental organisation (NGO) Odhikar, Messrs. Hasan Ali, a Kushtia District correspondent for Bangla Vision TV, and Aslam Ali, a staff reporter for Dainik Kushtia Dorpan. According to the information received, on May 9, 2017, Messrs. Hasan Ali and Aslam Ali were taken into custody after surrendering before the Court of Chief Judicial Magistrate at Kushtia District under Section 57(2) of the Information and Communication Technology Act 2006 (ICT ACT - amended in 2009 and 2013)1. At the time of publication of this Urgent Appeal, both remained detained in Kushtia District Jail. On March 30, 2017, Mr. Hasibur Rahman Riju, a police informer, filed a complaint at Kushtia Model Police Station against Messrs. Hasan Ali and Aslam Ali. He accused them of publishing an offensive post under the Facebook name ‘Sultan Eslam’ by using the cell phone of a worker at a tea stall at Thana Mor of Kushtia town.     Human Rights Monitoring Report 1 – 31 May 2018 1 June 2018 1 Odhikar has, since 1994, been monitoring the human rights situation in Bangladesh in order to promote and protect civil, political, economic, social and cultural rights of Bangladeshi citizens and to report on violations and defend the victims. Odhikar does not believe that the human rights movement merely endeavours to protect the „individual‟ from violations perpetrated by the state; rather, it believes that the movement to establish the rights and dignity of every individual is part of the struggle to constitute Bangladesh as a democratic state. Odhikar has always been consistent in creating mass awareness of human rights issues using several means, including reporting violations perpetrated by the State and advocacy and campaign to ensure internationally recognised civil and political rights of citizens. The Organisation unconditionally stands by the victims of oppression and maintains no prejudice with regard to political leanings or ideological orientation, race, religion or sex. In line with this campaign, Odhikar prepares and releases human rights status reports every month. The Organisation has prepared and disseminated this human rights monitoring report of May 2018, despite facing persecution and continuous harassment and threats to its existence since 2013. Although many incidents of human rights violations occur every month, only a few significant incidents have been highlighted in this report. Bangladesh Bank (BB) blames banks’ misrepresentation of trade policy amid Foreign Direct Investment (FDI) fall ■ The Bangladesh Bank on Wednesday blamed authorised dealer banks for misrepresenting the country’s trade policy and putting Bangladesh’s economy at stake even after adoption of a liberal trade policy in the 1990s. A BB circular issued by its executive director Mohd Humayun Kabir on the day raised the allegation at a time when many global businesses were exploring their options to shift their manufacturing units elsewhere from China amid the mounting US- China trade war. Besides, the 56.0% fall in foreign direct investments last year could be another reason behind issuing the BB circular. The country’s FDI inflow dropped to USD 1.6 billion in 2019 from USD 3.6 billion in the previous year. ■ According to an official of the central bank said that the banks were mostly unaware of the government’s policy on foreign direct investment attraction which was why many of the banks, dealing with foreign customers, failed to provide them with the required guidelines. As a result, many potential clients got the wrong idea about the country’s liberal trade policy, prompting the central bank to come up with the circular.

IqbalHasan ABSTRACT: ―The Rohingya refugees from northern Rakhine State in Myanmar are living in a precarious situation in their country of asylum, Bangladesh, but have seen significant improvements in recent times." The Rohingya people are one of the most tormented and oppressed refugee groups in the world. The Rohingyacrisis breed from the military junta's extensive violations of human rights in Myanmar against the Rohingya Muslims in Rakhine. The Rohingyas are stateless and they fled to Bangladesh and other neighboring countries to take refuge. Long term negotiation has failed to solute the Rohingya refugee crisis. In this year more than 500,000 Rohingyas slip away from Myanmar to surrounding countries. This article talks to the Rohingya refugee crisis in Bangladesh, with special emphasis on violation of human rights. I check out several documents on Rohingya refugees, look over a registered refugee camp accumulate case reports, and driven a series of meetings with stakeholders in the Cox‘s Bazar district of Bangladesh. A total of 33,131 registered Rohingya refugees are living in two registered camps in Cox‘s Bazar, and up to 80,000 additional refugees are housed in nearby makeshift camps. This article traverse that the Rohingya crisis is not only a humanitarian calamity but also intimidation to Bangladesh's internal stability.
