STAFF REPORT TO: Parks and Recreation Commission FROM: Sean McGrew, Interim Arts & Recreation Director SUBJECT: Use request by the Dolphin Swimming & Boating Club for Escape From Alcatraz Triathlon Dipsea Race portion Start & Finish line in Old Mill Park Redwood Grove on Saturday, October 24, 2020, 8:30 am - 4:30 pm DATE: March 4, 2020 1 Issue: Use request by the Dolphin Swimming & Boating Club for Escape From Alcatraz 2 Triathlon Dipsea Race portion Start & Finish line in Old Mill Park Redwood 3 Grove on Saturday, October 24, 2020, 8:30 am - 4:30 pm 4 5 Recommendation: The Staff recommends approval with the following stipulations: 6 7 1. Approval of the Mill Valley Police Department. Dolphin Swimming and 8 Boating Club shall pay any additional costs of overtime and/or additional 9 parking enforcement by Mill Valley Police Department for the event. Said 10 request for additional police and parking enforcement shall be submitted to 11 Mill Valley Police Department Operations Lieutenant Jacqueline Graf-Reis no 12 later than 2 months prior to the event. 13 2. The City of Mill Valley’s Parks & Recreation Commission shall grant use of 14 property within its jurisdiction, namely use of Old Mill Park Redwood Grove. 15 Dolphin Swimming & Boating Club shall request and receive approval of all 16 other jurisdictions along the race route, no later than 2 months prior to the 17 event. 18 3. Any race related materials (race markers, directional and/or informational 19 signage, zip ties etc.), all recycling and excess garbage generated from the 20 event is to be removed from the park and event route at the culmination of the 21 event by race organizers, Dolphin Swimming and Boating Club. Failure to do 22 so can result in a fine of up to $500 at the discretion of Mill Valley Recreation 23 Department. 24 4. All vendors must adhere to City of Mill Valley Municipal Code 7.30.30 that 25 prohibits the use of disposable food or beverage containers when any part of 26 such container includes Polystyrene Foam. 1 Parks and Recreation Commission Staff Report Escape from Alcatraz March 4, 2020 27 5. The City of Mill Valley to be listed as additionally insured and a copy of the 28 certificate to be given to the Director of the Recreation Department 2 months 29 prior to the event. 30 6. A refundable security deposit of $100 is to be paid to the Mill Valley 31 Recreation Department at the time of reservation booking and a use fee of 32 $240 is to be paid to the Mill Valley Recreation Department, 2 months prior to 33 the event. 34 7. No person shall operate or possess any motor vehicle or motor driven vehicle, 35 including, but not limited to cars, trucks, motorcycles, motorbikes or similar 36 vehicles within parks, except upon public roads or parking lots. Vehicle 37 access to park land is prohibited without prior written authorization from 38 DPW or Recreation staff. 39 8. Any special approved vehicle access to park land must be arranged directly 40 with the Parks Supervisor 1 month prior to the event. 41 9. All event participants and spectators must adhere to City of Mill Valley 42 municipal code 6.04.160 that stated, in part, All dogs must be on leash in the 43 manner described in Section 6.04.175(A) in any public parks. 44 45 Background: 2020 marks the 40th year of the Escape from Alcatraz Triathlon. The 46 Dolphin Swimming & Boating Club has sponsored the race since its inception in 1980. 47 Fine-tuning over the years has ensured a well organized and smoothly operated event. 48 The Dolphin Swimming & Boating Club’s Escape from Alcatraz Triathlon is considered 49 the “granddaddy” of all Escape races. The Escape from Alcatraz Triathlon consists of a 50 1.5 mile swim from Alcatraz to Aquatic Park, followed by a 14-mile bike ride over the 51 Golden Gate Bridge to Mill Valley. Athletes pedal to Old Mill Park, where the 50–60 52 participants will park their bikes and then run a 13-mile loop along the Dipsea Trail over 53 Mount Tamalpais to Stinson Beach and then turn around and run back to Old Mill Park. 54 55 Fiscal Impact: Minimally, a refundable security deposit of $100 is to be paid to the Mill 56 Valley Recreation Department at the time of reservation booking and a use fee of $240 is 57 to be paid to the Mill Valley Recreation Department, 2 months prior to the event. 58 59 Attachments: 60 1.
