This indicates fostering wise use of our land and water resources, protecting our fish and wildlife, preserving the environmental and cultural values of our national parks and historical places, and providing for the enjoyment of life through outdoor recreation. The Skagit Environmental Endowment Commission administers the Skagit Environmental Endowment Fund which was established by an agreement between the City of Seattle and the Province of British Columbia, settling the issue of raising Ross Dam. Its primary purposes are to conserve and protect the wilderness and wildlife habitat values and the enhance the recreational opportunities that are consistent with these values in the Skagit River valley upstream from Ross Dam. ii ACKNOWLEDGMENTS Because this report is the product of several kinds of cultural resource investigations spanning many years, it represents the cumulative efforts of many individuals and organizations. There is not enough room to mention them all. The Skagit Environmental Endowment Commission and the National Park Service supported this work through funding and encouragement of the importance of understanding the long history of human involvement in the high elevation landscapes of the northern Cascades. Traditional knowledge from the indigenous first people has been shared through numerous conversations, some during our Ross Lake tours, and through ethnohistoric records and documents that record indigenous experiences. Particular thanks to Upper Skagit, Stó:lō , Sauk-Suiattle, and Nlakápamux people for sharing their knowledge of traditional mountain ways. This form of knowledge, from those whose ancestors held tenure to the land for millennia, is a reality apart from all others. At one time or another, members of all staff divisions of North Cascades National Park Service Complex participated in this project, as did cultural resources staff from the Seattle Office of the National Park Service. Margie Allen and Pat Young extended continuous administrative support to the project; Ron Holmes offered needed computer support. As in earlier archeological projects funded by the Skagit Environmental Endowment Commission, staff and participants of the Student Conservation Association assisted us in the field for the excavation of archeological site 45WH220, which is discussed in this report. Gerry Cook made it possible to excavate the site for the mutual benefit of archeology and the SCA members. Thanks to the on-going collaboration with my British Columbia colleagues, particularly Dave Schaepe and Stó:lō First Nation for the loan of artifacts for analysis from the Chilliwack Lake sites. Craig Skinner, Northwest Research Obsidian Studies Laboratory, performed geochemical characterization of vitrophyre source samples. The controversy can be divided into two parts. The first, which lasted until the early 1960s, revolved around Seattle’s attempts to build the High Ross Dam and flood nearly twenty kilometres into British Columbia’s Skagit River Valley. British Columbia favoured Seattle’s plan but competing priorities repeatedly delayed the province’s agreement. The city was forced to build a lower, 540-foot version of the Ross Dam instead, to the immense frustration of Seattle officials. British Columbia eventually agreed to let Seattle raise the Ross Dam by 122.5 feet in 1967. Following the agreement, however, activists from Vancouver and Seattle, joined later by the Upper Skagit, Sauk-Suiattle, and Swinomish Tribal Communities in Washington, organized a massive environmental protest against the plan, causing a second phase of controversy that lasted into the 1980s. Canadian and U.S. diplomats and politicians finally resolved the dispute with the 1984 Skagit River Treaty. British Columbia agreed to sell Seattle power produced in other areas of the province, which, ironically, required raising a different dam on the Pend d’Oreille River in exchange for not raising the Ross Dam.

This dissertation asks a twofold research question: How do Upper Skagit people interact with and experience the aquatic environment of their aboriginal territory, and how do their experiences with colonization and their cultural practices weave together to form a historical consciousness that orients them to their lands and waters and the wider world? Based on data from three methods of inquiry—interviews, participant observation, and archival research—collected over sixteen months of fieldwork on the Upper Skagit reservation in Sedro-Woolley, WA, I answer this question with an ethnography of the interplay between culture, history, and the land and waterscape that comprise Upper Skagit aboriginal territory. This interplay is the process of historical consciousness, which is neither singular nor sedentary, but rather an understanding of a world in flux made up of both conscious and unconscious thoughts that shape behavior. I conclude that the ways in which Upper Skagit people interact with what I call the waterscape of their aboriginal territory is one of their major distinctive features as a group.

The Mountaineer Climbing Code A climbing party of three is the minimum, unless adequate support is available who have knowledge that the climb is in progress. On crevassed glaciers, two rope teams are recommended. Carry at all times the clothing, food and equipment necessary. Rope up on all exposed places and for all glacier travel. Keep the party together, and obey the leader or majority rule. Never climb beyond your ability and knowledge.
