Standards on the protection of human rights acquire a special dimension in the context of virtual reality, leading to the emergence of innovative prerogatives such as the right to be forgotten. Taking into account the recent crystallization of the right to be forgotten, in this paper we aim to address issues related to clarifying the conceptual framework associated with this prerogative and, subsequently, to capture the general legal and jurisprudential coordinates of the right to be forgotten. The specific difficulties of researching a modern resurgence right, such as the right to be forgotten, reside in the dynamics of the virtual world as well as in the implicit technical aspects of exercising this right in the Internet environment. Although the complexity of the right to be forgotten allows the application of various research frameworks - from IT approaches, to sociological or legal approa- ches - we opted to analyse this right in the human rights paradigm, highlighting issues related to the conditions and limits of exercise in order to guarantee the following: data confidentiality, personal rights, the right to image, dignity and the protection of privacy and family life. Anii de studiu, mediul familial, prietenii, aptitudinile, posibilităţile şi disponibilităţile intelectuale, trăsăturile de caracter, interesul pentru studiu şi pasiunea pentru limbile străine, intrarea şi afirmarea în viaţa politică, contextul mai larg al epocii interbelice etc. sunt câteva din aspectele semnificative, decisive ale vieţii, activităţii şi personalităţii sale, pe care le rezumă acest articol. The interwar period in Romania had its political men presented either as “martyrs” of the nation or like some common thieves, forgetting that when it comes to Mother Nature, only few things keep their white or black nuance, everything maintaining rich varied grey nuances … because otherwise the world would be bored, isn’t it? Maniu hasn’t been too nice. Why? His Jesuit face made many people stay aside…still the same “sobriety” didn’t prevent him from washing his hands in a Pillatian way from things on which his whole life philosophy was based on. A lot more likable, but extremely controversial was Constantin Argetoianu, the chameleon of the interwar Romanian politics, the man that managed to show how easy it was to pass from bitter hatred to friendship and admiration, all depending on the interest. This Oltenian boyar, loved and admired by many, hated and sworn by more, tried with the use of some delicious “Memories” to exculpate him in front of history and time.

CARP Destinul lui Titu Maiorescu probează, dincolo de timp, că omul superior a ştiut şi va şti oricând/oriunde să-şi asume condiţia, chiar dacă lumea în care trăieşte, gândeşte, creează nu-i pregătită să-I înţeleagă la dimensiunea exactă. Orgolios, încăpăţânat, dotat cu mari calităţi inte­ lectuale, Maiorescu şi-a organizat viaţa de timpuriu, supunând-o unei aspre discipline morale, existenţiale, neezitând să-şi asume, când era cazul, examene de conştiinţă deloc confortabile. A fost conştient din adolescenţă că el este altfel decât ceilalţi. Ştia să-şi gâtuiască, blocheze porni­ 1 rile inferioare, gregare, fiind mereu obsedat de nevoia faptei autentice , ziditoare de idee, convins de timpuriu că el este predestinat unei misiuni de îndeplinie. Încă din tinereţe, Maiorescu a avut vocaţie de conducător, iar această calitate el şi-a des­ coperit-o singur, prin trudă intelectuală tenace. Şi-a învins aproape orice slăbiciune, iar seriozi­ tatea sa 1-a convins că poate să fie ceea ce vrea doar cu condiţia să se pună doar în slujba adevărului, iar pentru împlinirea acestui ideal credea că "nu are dreptul să înceteze lupta, chiar 3 când e singur împotriva tuturor" . Este mai mult decât evident că Maiorescu a optat în a-şi construi un destin superior în acord cu potenţialul intelectual şi energiile sufleteşti creatoare 4 5 disponibile , de care era perfect conştient.     RSP • No. 45 • 2015: 76-88 R S P ORIGINAL PAPER Balancing Romania-Russia Relations: A Grounding of the Balkan Crisis Through Proper Application of Political Conditionalities Elena Steluța Dinu* Abstract This Article analyzes the evolution of political and diplomatic relations between Romania and Russia in the years 1885-1913. During the Balkan crisis of 1885-1886 there were marked Russian-Romanian divergences because the Romanian diplomacy supported the election of Ferdinand of Saxe-Coburg at the Bulgarian throne, the candidate backed by Austria-Hungary. In the late nineteenth century, Romanian-Russian relations, closely supervised by the diplomacy of the Central Powers, experienced a sensible improvement. It was due to the intention expressed by the two countries to maintain the status quo in the Balkans. However, there were some obstacles that separated Romania from Russia. Romania's attitude towards the Balkan crisis had a particular importance to Russia. Attracting Romania in the Russian sphere of influence would not only have created a bridge with the Slavic states in the Balkans, but also would have considerably diminished possibilities of Austria-Hungary to counter its policy in Southeastern Europe.     DOCUMENT DORU GEORGE BURLACU T. MAIORESCU – SEXTIL PUȘCARIU CORESPONDENȚĂ1 În 1969, Marta Anineanu semnala prezența în fondul Bibliotecii Academiei Române a 200 de scrisori aparținând lui T. Maiorescu, din care puține văzuseră lumina tiparului. Se sugera publicarea lor integrală, documentele impunând – spunea cercetătoarea – prin „eleganța și bogăția stilului, arta de portretist și de povestitor, cum și finul umor” al semnatarului2. În replică, Constantin C. Angelescu opina că decât o restituire în bloc, mai profitabilă ar fi întocmirea – pe baza unei prealabile selecții valorice – a unui catalog, spre a se evita „eroarea săvârșită cu tipărirea Însemnărilor zilnice ale lui Titu Maiorescu, când au fost reproduse însemnările sale relative la temperatura din cursul zilei, telegrame către hoteluri pentru rezervarea de camere sau amănunte referitoare la maladii intime ori indispoziții trecătoare”3. Dacă realizarea catalogului nu se va înfăptui, Z. Ornea va reuși în 1978 să scoată un consistent volum cuprinzând corespondența primei generații de maiorescieni cu mentorul lor4, complinind, într-un fel, proiectul din 1937 al lui Emanoil Bucuța, Duiliu Zamfirescu și Titu Maiorescu în scrisori, 1884–1913, care, la vremea sa, regreta că suntem „cultura scrisă cu cel mai mic număr de mărturisiri autobiografice, memorii, jurnale sau scrisori”5. După patru decenii, Z. I concentrate on developments in the Principalities of Moldavia and Wallachia (which united in 1859, later to form the old Kingdom of Romania). I begin with an outline of general social and political change in the Principalities in the period to 1829, followed by an analysis of the image of the Romanians in European public opinion, with particular reference to the state of cultural institutions (literacy, literary activity, education, publishing, individual groups) and their evaluation for political purposes.

Abstract On the 4 th of April 1884, as Bogdan Petriceicu Hasdeu was the only academician expert in linguistics, he commited himself to the Romanian Academy to write the etymologic dictionary that was to be financially supported by King Carol I. He conceived a „Linguistic Questionnaire” that he sent out to all the counties Romanians inhabited and the answers that he received constituted precious information included in the first three volumes of the Dictionary. After the death of his daughter in 1888, Hasdeu was overwhelmed with grief and he slowed down his scientific work. He felt the call of other horizons and was concerned with other things. The Romanian Academy discharged him of the responsibility of the dictionary in 1897. The fourth volume never came out of print but its ample introduction was issued as a separate book.     Soldiers’ Reconciliation René Cassin, the International Labour Office, and the Search for Human Rights JAY WINTER Reconciliation is the search for an alternative way of configuring hostile parties, locked in the hatred and bitterness unleashed by war and violence. One set of identities – that of soldiers killing other soldiers on the other side of the line – is muted by the construction of another set of identities, com- ing out of combatant status but moving away from war. Here the moral au- thority of soldiers, as men who know what Walt Whitman termed the red business of war, is decoupled from the conflict which brought them into uniform in the first place. Thereafter the door is at least ajar, leading to oth- er encounters with those whom they would have tried to kill on the battle- field. Those post-combat meetings help engender solidarities, an unlikely alliance of former enemies determined after the end of hostilities to make another murderous war unthinkable. I want to tell the story of one such effort. To be sure, in the short term, it failed, but in the process of creating a new kind of veterans’ politics, a se- ries of ideas emerged which had long-lasting consequences. These are the interests former soldiers had in constructing a norm of international affairs above that of the nation state. States, Raymond Aron tells us, are those in- stitutions defined by their right to wage war. Veterans in the interwar years challenged the absolute sovereignty of states precisely because of the lethal consequences of decisions to go to war for everyone caught up in them.

    2019 Edition A Message from National Commander Brett P. Reistad The American Legion’s story begins in the Department of France. It was here in the months following the armistice of Nov. 11, 1918, where members of the American Expeditionary Forces waited to re-enter an uncertain future, having fought with their lives to make, as President Woodrow Wilson pledged, the world “safe for democracy.” The cost of fulfilling that pledge can be calculated in many ways, foremost of which is the number of Americans – more than 117,000 – who gave their lives to fulfill it. The enduring benefit of accomplishing such a deadly and difficult mission was a stronger America, a nation that would become revered worldwide as a beacon of hope, liberation and international integrity. When Lt. Col. Theodore Roosevelt, Jr., called three other officers to Paris in January 1919 to discuss the future ahead for America, they did so with the cost of war fresh on their minds. On that occasion, and in a follow-up gathering the next month, they made a commitment that wartime U.S. veterans worldwide would spend the next century fulfilling – to make America stronger, to honor the fallen, to preserve and protect the hard-won peace and to “cement the ties of comradeship” forged in battle. From the Paris Caucus of March 15-17, 1919, through establishment of overseas Memorial Day commemorations and the American Battle Monuments Commission, to the inception of an international coalition of wartime veterans – Federation Interalliee des Anciens Combatants – that laid a foundation later adopted in many ways through NATO, the early American Legion in France built and nurtured respect and understanding of the United States that continues today.
