Parish Assembly PARISH ASSEMBLY An Assembly of the Principals and Electors of the Parish of Trinity was duly convened and held in the Parish Hall on Thursday 7th December 2017 at 7.30 pm for the following business: 1. To elect one Vingtenier for the Vingtaine of Rozel, to complete the term of office of the previous holder, having been sworn in as Centenier. 2. To elect one Constable’s Officer for the Vingtaine of Augres. 3. In accordance with Article 32 of the Rates (Jersey) Law 2005 to elect one member of the Assessment Committee to serve for three years from 1st January 2018, the term of Mr A R Deverill being due to expire on 31st December 2017. 4. In conformity with Article 5 of the ‘Loi (1914) sur la Voirie’, elect three Principals to act as Members of the Roads Committee for a three-year term. 5. In conformity with Article 5 of the ‘Loi (1914) sur la Voirie’, elect two Roads Inspectors for each of the five Vingtaines of the Parish for a three-year term. A Vin d’Honneur will be held following the meeting to acknowledge Norman Le Maistre’s 22 years of honorary service to the Parish and also for the Parish Volunteers involved with the Parish Newsletter & the Trinity Tattler. The Connétable welcomed everyone to the Assembly. Apologies were received from Deputy Anne Pryke, Centenier C D Rook, Centenier elect S W Gallichan, Vingtenier C E Simpson, Mr J H Moulin, Mr L E Agnes and Mr J Le S Gallichan, Jnr. The Minutes of the previous meeting were read and adopted on the proposition of Mr C S Jones and seconded by Mr C Bray. 1. The Connétable explained to the Assembly that the position of Vingtenier had arisen due to the previous holder having been elected as Centenier. On the proposal of Mr J Le S Gallichan and seconded by Mr P J Davis, Oliver Richard Mansell Simmons was elected to complete the term of office as Vingtenier for the Vingtaine of Rozel. He was warned to appear before the Royal Court on Friday 15th December 2017 to take his oath of office. 2. The Connétable asked for nominations for the position of Constable’s Officer for the Vingtaine of Augres. No nominations were made and the vacancy was carried over until such time as a suitable nomination was received. 3. Before asking for nominations for the position of Rates Assessor, the Connétable thanked Adrian Deverill for carrying out his previous 2 terms as Assessor. He had been a hardworking and respected member of the Rates Assessment Team but was now taking a well-earned break. On the proposition of Mr A R Deverill and seconded by Mr M L Picot, Peter Ronald Colback was elected to complete a three year term as Rates Assessor from 1st January 2018 and was warned to appear before the Royal Court on Friday 22nd December 2017 to take his oath of office. 4. Before asking for nominations for members of the Roads Committee, the Connétable thanked the existing members of the team for their hard work during the past three years. On the proposition of Mr B G D Richardson and seconded by Mr P R Williams, Charles Edward Ahier, Barrington Charles Fossey and Alan Dunford were re-elected to serve on the Roads Committee for a three year term. All were warned to attend the Royal Court on Friday 22nd December at 10.00 am to take their oaths of office. 5. Before asking for nominations for Roads Inspectors, the Connétable thanked the team for their work during their last terms of office, with special thanks to Tony Barnett and Robert Le Sueur for their services to the Parish over the years and to Gary Hotton who had left the Parish. The Connétable then asked for nominations for each of the Vingtaines: For the Vingtaine of Ville a l’Eveque, on the proposition of Mr D O Reynolds and seconded by Mr A J Barnett, John Edward Le Maistre and Laurence Edward Agnes were duly elected. For the Vingtaine of Rozel, on the proposition of Mr A Dunford and seconded by Mr M L Picot, John Drelaud and Basil Maurice Jeanne were duly re-elected. For the Vingtaine of Rondin, on the proposition of Mr B G D Richardson and seconded by Mr B J Dorrington, Maurice Louis Le Var and Mrs Sally Ann Stein were duly re-elected. For the Vingtaine of Augres, on the proposition of Mr N E Le Maistre and seconded by Mr B C Fossey, Barry Clement Rondel and Barrie John Dorrington were duly re-elected. For the Vingtaine of Croiserie, on the proposition of Mr P R Williams and seconded by Mr A Dunford, John Le Sueur Gallichan was re-elected and Christopher Bright elected. The Connétable warned all elected Roads Inspectors to present themselves at the Royal Court on Friday 22nd December 2017 at 10.00 am to take their oaths of office. The Connétable went on to inform the meeting that on 14th December, Norman Le Maistre will have completed 22 years of service in the Honorary Police and then went on to present him with an illuminated address and a silver baton de justice in recognition of this. Mr Le Maistre responded saying that it was a privilege to have represented the Parish and that he had served under 4 Connétables during that time. He went on to thank all officers and thanks to Bill Corson who had proposed him for all of the offices he had held. He also thanked Val for her support over the years. The Connétable thanked Anna Woodman and all the volunteers who helped deliver the Parish Newsletter and arranged the flowers in the Church, the Trinity Tattler team for their hard work, the office staff and Gary, members of the municipality, the Honorary Police and their partners, the Centeniers, Procureurs and finally to Angela and their family for their support. As this was the last Assembly of the year, the Connétable wished all Parishioners a joyful and peaceful Christmas and healthy and prosperous 2018. Le Tour de la France par deux enfants, a textbook written in 1877 by Augustine Fouillée, is our entry point to illustrate the strategies used in manufacturing French identity. We also analyze other texts: political speeches from the revolutionary era and from the Third Republic, as well as testimonies from both students and teachers written during the twentieth century. Bringing together close readings and research from various fields – history, linguistics, sociology, and philosophy – we use an interdisciplinary approach to shed light on language and national identity formation. Our findings underscore the connections between French primary education and national identity. Our analysis also contends that national identity in France during the Third Republic was an artificial construction and demonstrates how otherness was put in the service of populism.
