All these topics have been included in the FERRMED PRO POSAL to the Consultation, that we delivered officially to the EC DG MOVE on September 13th, 2010.

Then, our main targets nowadays are:

a) To assure that FERRMED Great Axis Rail Core Network will be included in the future Trans-European Rail Freight Core Network (Particularly the following lines which are still nowadays not considered “priority projects ”: Bremen- Müntser-Duisburg; Koblenz-Luxembourg/Apach; Cal ais/Dunkerque-Lille-Metz-Dijon; Le Havre-Amiens-Reims- Dijon; Tarragona-Castelló-València-Alacant- Murcia/Cartagena-Almería-Motril-Málaga-Algeciras and Lorca-Granada-Antequera) (see attached map). b) Obtaining the EC agreement for the gradual implement tation of FERRMED Standards in the future Trans- Euro pean Rail Freight Core Network.

In fact, as demonstrated by FERRMED Global Study al ready made, the application of FERRMED Standards is the only way to reverse the decreasing share of Railway in EU land transportation and to make Rail freight more

We are, as well, on the way of making diffusion everywhere of the three Studies already made:

• Supply/Demand, Technical and Socio-Economic Global Study of FERRMED Great Axis Rail Network and its Area of Influence (FERRMED Standards implementation)

• FERRMED Freight Locomotive Concept

• FERRMED Freight Wagon Concept

In that sense, one important event in which we participate is INNOTRANS 2010, that is held in Berlin from 21st to 24th of this month of September.

We will very pleased to meet you in our stand number 118, Hall 6.2 and in the FERRMED Conference which will take place on September 21st from 16h30 to 17h30 in the Speaker’s Corner (Hall 14.2 Entrance East) according to the INNOTRANS pro- gramme.

By the way, we are fully open to make similar presentations everywhere, according to FERRMED members request.

Mr. Siim Kallas, Vice-president of the European Commission in charge for transport, will visit our stand on the morning of the 21st, after the official opening ceremony of INNOTRANS 2010. The chief of its Cabinet Mr. Keir Fitch will preside the opening session of FERRMED Conference.

Besides these issues, in this month of September, we will have in parallel several important contacts and meetings with EC DG MOVE, Spanish and German governments and other European key institutions.

The Spanish government on this month of September will present “The Strategic Plan for fostering the rail freight transporta- tion”, in which we hope will be included the FERRMED Proposals, particularly the Iberian Mediterranean Corridor full develop- ment as a part of FERRMED Great Axis Rail Network.

On the other hand, jointly with ASCAME (Association of Mediterranean Chambers of Commerce and Industry) and Euro- Mediterranean Business Association, we are preparing a concise explanatory Dossier of the “Euro-Mediterranean Orbital Rail Network and Multimodal Links”, that will be presented to the Secretary General of the Union for the Mediterranean in order to see the possible commitment of this organism for the developing of this Project.

I remind you that on December we will hold our General Assembly in Marseille and that one or two previous Steering Committee meetings will be carried on, one of them in Cartagena.

“The European Commission takes into account FERRMED criterion basically oriented to the development of a profitable railway from the economic, social and environmental point of view”, as stated Jean Eric Paquet, Director- ate General for Mobility and Transport, European Commission, during his participation at 3 rd FERRMED Conference, named “EU Rolling Stock New Concept for Freight”, which took place during May 27 th at SIL (Barcelona).

Jordi Prat , Representative in Barcelona of the Ministry of Fomento (Public Works), who attended on behalf of Pascual Villate (General Director of Planning for the Ministry), highlighted the importance of the Mediterranean Corridor for the Ministry of Public Works and fo- cused its “inclusion in the trans-European networks”.

Meanwhile Manel Nadal , Secretary of Mobility of the Departament de Política Territorial i Obres Públiques de la Generalitat de Catalunya, explained that FERRMED has designed technical standards in order to create one recogniz- able European railway network and defined the need of a project which is in the European map, that is “The FERRMED Corridor”. “We should achieve its presence as a prioritary project in the Trans-European networks of transport”

Not all the corridors are valid nowadays; we must decide which are the most profitable and “the Mediterranean Corridor is unde- featable in this sense for Catalunya, Spain and Europe”- Said Nadal. Spain should decide the priorities and FERRMED has to “incorporate the Standards in a progressive way”, starting from the most urgent issues such as “the width of the tracks” and “the Mediterranean Corridor development, which will bring values to the economy”.

In addition, Joan Amorós , Secretary General of FERRMED, presented the results of the Study “SUPPLY/DEMAND, TECHNICAL AND SOCIOECONOMIC GLOBAL STUDY OF FERRMED GREAT AXIS AND ITS AREA OR INFLUENCE”, em- phasized the profitability of this Project and that the application of FERRMED Standards is the only way to reverse the decreasing share of Railway in EU land transportation and to make rail freight more competitive . Then, he pointed out that in time of crisis investments must be done in projects which are profitable “economically, socially and environmentally”, as in the case of FERRMED project.

The 3rd FERRMED Conference, which had the participation of personali- ties from EC, Spanish and Catalan Governments and FERRMED repre- sentatives, presented at SIL in the presence of more than a hundred people, the results of the New Freight Wagon and Locomotive Concept Studies.

On May 25 th 2010, ASCAME Association of Mediterranean Chambers of Comerce and Industry) y FERRMED (Promotion du Gran Axe Ferroviaire de Merchandises Scandinavie – Rhin – Rhône – Méditerranée Occidentale, asbl) signed in Barcelona at the SIL (Salón Internacional de la Logística) a cooperation agreement with the following pur- poses

• Strengthen business relations among both organizations and their members.

• Carry out concrete actions aimed to improve interoperability among the different means of transport in all the countries from the Mediterranean shores.

• Favour the creation of a powerful Mediterranean network, competitive and sustainable of rail and mari-

time transport, which brings closer to the harbours their respective hinterlands and interrelates itself

conveniently with other means of transport: to achieve the logistic chain optimization from providers,

manufacturers and distributors until the final clients.

• Develop investigation programmes together in issues related with integral transport, logistics, infrastruc- ture development, environmental matters and time and energetic saving.

Both organizations agreed in collaborate in the realization of studies, events organization, bilateral meetings and working groups about issues related with transport systems, particularly intermodal procedures and intermodal cor- ridors.

One of the first projects which are wanted to be raised is the ‘Mediterranean Orbital Rail Net- work and intermodal links’ Study . They will also count in this case with the participation of the Euro- Mediterranean Business Association.

This Study tries to analyze the necessary actions to develop an orbital rail network- an its correspondent ramifications- joining all Mediterranean harbours, making easier the incursion in their respective hinter- lands and also including the interrelation with inter- continental and coasting maritime transport, road and even air transport.

It is about studying the development of a multimodal network, based on rail and remaining means of trans- port (particularly maritime), strong and sustainable, able to favour a balanced economic and social devel- opment in the whole Mediterranean basin and to contribute efficiently in the consolidation of the Union across the Mediterranean as one of the leading areas in the World.

FERRMED Advisory Council is made up of experts from universitary institutes, research centres, con- sultancies and companies from all over Europe. It aims at increasing the scientific control over the studies carried out by FERRMED, among them the « Supply and Demand , Technical and Socio- economic Global Study of the FERRMED Great Axis Network and its area of influence ».

1.- What is your relation to freight railway transportation? And what are your responsibilities related to this field?

As a researcher for railway transportation, I’m specialised in freight transportation. As a Professor at Technische Universität , Department for Architecture, Civil Engineering, and Environmental Sciences, I’m the leader of the Institute of Transport, Railway Construction and Operation. My responsibility covers the education of students as well as the research in the field of railtransport. My main focus is to improve the situation for in- ternational freight transport. In the past, we made a lot of investigations to increase the capacity for freight transport in the existing railway network.

2.- Could you briefly characterize the situation of rail and intermodal freight transport in and all over the European Union? What are the challenges which still need to be taken up?

The freight transport in Germany on rail increased by 50% in the last ten years but almost anyone recognized it. The politicians are still focused on passenger transport. And the people associate noise with freight transport. Due to the situation the politicians must make a lot of efforts to reduce the noise of freight trains and at the same time create new capacities for freight trains. Especially the intermodal freight transport has the most in- crease in the freight sector. The situation is in all European countries similar. The modal split for rail freight ser- vices differs between eight and almost 20 percent. Especially in the countries with a low modal split the chal- lenge is to increase the rail freight services due to safety and ecological reasons.

3.- How did you discover FERRMED?

Working in international projects it was inevitable to come across FERRMED.

4.- You are a member of the FERRMED Advisory Council, which gives you the opportunity to contribute in the stud- ies carried out by FERRMED in the field of freight railway transportation through your expertise and advice. Could you give us the reasons what was your motivation to become part of this body? What does it mean for you?

The idea of FERRMED to increase freight rail transportation coincides with my approaches, especially the ideas of creating common standards fits to my intentions. International freight transportation is in my opinion dedi- cated for railway services. Big amounts of goods and long distances are ideal for rail transportation. The idea to connect South and North by rail through some countries with a low rail modal split is a real challenge. To work on these tasks was my motivation to support FERRMED.

5.- What do you think the added value of FERRMED is for German Companies?

German companies are located in the middle of the South-North transportation system. They are able to build an important link in the transport chain. New international activities will be created by FERRMED.

6.- What do you think about the « FERRMED standards» and about the possibility of applying them gradually in the main axis of the European rail freight transport network? Do they seem realistic to you? Dou you think we can change this sentence as detailed below?

We still have a lot of national standards in the rail infrastructure. That’s the reason why it is difficult to realize the standards introduced by FERRMED. To change national standards, it is necessary to be patient. New infra- structure and new standards will come up in the future, then it should be possible to push FERRMED standards with support of the European Union. Overall, we have to proceed step by step to implement these new stan- dards.

Over 2.000 years of history guarantee the existence of the Port of Tarragona as a commercial, economical and cultural exchange point for the city of Tarragona and surroundings.

Its privileged geographical situation in the Catalan me- ridional coast, in the west of The Mediterranean and the ideal port facilities with an entrance channel wider than 500 m and a basin protected from the strongest winds of east, have arose the Port of Tarragona as one of the most important ports of the whole Iberian Peninsula.

Nowadays, the quays overcome 1.200 hectares, the wa- ter depth varies between 9 and 22 meters with more than 20 kilometres available to berth and a water sur- face of 4.500 hectares.

The internal road and train nets allow the access to all quays, with 35 km of rail. Also, the external road and train infrastructures are important due to the connection to the main roads and highways. On the other hand, the airport of Reus and Barcelona are just 8 km and 82 km far, and the “Estació del Camp”, where the high speed train operates is in the nearby village of Perafort.

The hinterland of the Port of Tarragona spreads trough the regions of Tarragona, Lleida and Aragó, as well as the north and the centre of the country.

The Port of Tarragona is an active port that’s always in growth. In 2007 got an historical record of merchandise traffic, with more than 36 million tones loaded and unloaded inside its facilities, fact that places it among the top 5 ports of Spain.

The current stage of the international trade involves European, Asian, Middle East, African and American coun- tries, all them in the client portfolio of the Port of Tarragona. For this reason the commercial actions that are in curse are vital to establish and strengthen ties, especially with the Extreme Orient, an area of great economical projection and exporting capacity.

Nowadays a strong impulse is being given to the containers traffic, with the arrival of one of the main operators of The Globe and the establishment of new regular transoceanic lines.

To satisfy the demands of this market in continue evolution the port grows and adapts its facilities. The recent enlargements of the quays of Cantàbria and Andalusia are a good sample of this capacity of answer.

Precisely, Andalusia’s quay has become the container terminal of the global operator DP World Tarragona. It will have 41 hectares and a depth of more than 16 meters, and will be endowed with the necessary elements to increase the cur- rent traffic. After a 60.000 TEUs traffic in 2008, it is foreseen to arrive at 500.000 TEUs in 2015

Linked to the intermodality there is the Zone of Logistical Activi- ties (ZAL), an independent and autonomic area destined to im- prove the port operational capacity. This improvement will make the Port of Tarragona more desirable for the enterprises to settle their bases.

In reference to the relationship between the port and the city, the facilities have been transformed since 1986 in order to inte- grate them with the cultural activities. However, the Port & City’s relationships go beyond, as it is seen in the works that have transformed the fisherman’s neighbourhood (El Serrallo) in one of the most visited zones of the city.

Port of Tarragona has become FERRMED member because FERRMED main aims are: The full development of the FERRMED Great Axis Rail Network including the Mediterranean Corridor, the improvement of ports links with their respective hinterlands and the assurance of the interoperability, at EU Rail Freight Core Network, with the implementation of so called FERRMED Standards, that will make railway transportation more competitive. Port of Tarragona fully supports the business and marked oriented FERRMED Criteria.

The ISL - Institute of Shipping Economics and Logistics was founded in Bremen in 1954. By com- bin-ing tradition with modern science, we have since positioned ourselves as one of Europe’s leading institutes in the area of maritime research, consulting and knowledge transfer.

Today, around 60 employees at our offices in Bremen and Bremerhaven handle projects from all over the world in inter- disciplinary teams. Whether in China and South-East Asia, Saudi Arabia, Dubai, Russia or the Ukraine, whether logistics systems, maritime economics and transport or information logistics are concerned we ensure that innovative ideas are developed into solutions with practical applicability on behalf of our project partners from the public and private sector, both on a national and international level.

In the Department of Logistics Systems, we address issues relating to the future of logistics on behalf of our clients. Our core competencies in this area are the corporate system integration of intermodal transportation and the configuration of synergetic regional networks comprising hubs and logistics centres, for example. Other focuses lie on the process-oriented development of sus- tainable business models, knowledge management and cooperation controlling - for logistics net- works and supply chains, for example. Innovative ap- proaches from the area of science are applied and refined for issues such as meso-logistics, supply chain controlling, re- source efficiency or multi-agent systems.

Through an intensive exchange with experts from around the world, we are able to offer our customers a broad ser- vice spectrum. Our projects partners here are companies from the maritime industry, trading, production and logistics companies as well as the EU, federal, state and municipal governments.

In rail freight transport, and especially in intermodal transport rail-road, ISL has a lot of experi- ences. We carried out a number of feasibility studies and market analyses for new intermodal connections as well as for intermodal terminals and other logistic nodes as e. g. freight villages. In this field of activities we have references in Germany, Austria, Greece, Belarus and China.

As we work very practice oriented, ISL helds close connections with road hauliers, railway com- panies, and terminal operators. ISL houses the German Freight Village Umbrella Organization and a branch office of the European Intermodal Association.

ISL has become a member of FERRMED because we are very sure that FERRMED’s program and goals are future oriented and will be a large contribution to the modal shift from road to rail, the protection of the environment, and to make it possible to handle increasing freight volumes also in the future. As a member ISL has the opportunity to play an active role in the realization of FERRMED’s aims.

ERS Railways is a private European railway company specialized in the transport of maritime and con- tinental containers. It is now fully owned by the AP Møller Maersk group. The company started in 1994 with several shuttle trains from Rotterdam as a rail operator. Then ERS has expanded its services throughout Europe and started its own traction in 2001. Today ERS Railways is a company with 110 employees covering six offices throughout Europe, including the headquarters based in Rotterdam. With a fleet of 13 locomotives and 750 wagons and several partnerships with railway companies, ma- ritime and inland terminals, and trucking companies, ERS Railways has become a truly intermodal operator able to offer door-to-door solutions throughout Europe, with a strong focus on rail.

Historically ERS Railways has developed its activities from the key European ports for the maritime containers busi- ness, but in the future there will be more and more de- velopments in continental transport, which means from inland Europe to inland Europe. Indeed there is a gro- wing demand for alternative solutions to trucks for the supply chain of manufacturers in Europe. We have also noticed that freight-forwarders expect more solutions using combined transport, in order to reduce costs and also be sustainable. Thus our interest for the FERRMED Global Study, which focuses a lot on the development of rail freight corridors throughout Europe. We also fully appreciate that a variety of companies including ma- nufacturers are members of FERRMED, which brings a large panel of interests and motivations.

The expectations of ERS Railways for FERRMED are the following: • More interoperable locomotives, because the growth will be internationally-driven. • Infrastructure investments to improve the transit time of trains. • Open access to the inland terminals in Europe. • Low rail infrastruc- ture fees.

Political support to de- velop rail by attracting volumes moved by road. Programs such as Marco Polo will for sure support these sus- tainable initiatives.
