TEN-T Days 2010 Trans-European Transport Networks– Zaragoza 2010 2 Generally speaking, FERRMED agrees in the content of the Document prepared by the European Commission regarding the Dual layer concept: Comprehensive Network and Core Network. 3rd FERRMED Conference 3 A key issue is that the Core Network enhances “European added value” of the TEN-T Cooperation Agrement ASCAME- and includes axes of vital importance for freight transport flows within the internal mar- FERRMED 5 ket and between the EU, its neighbours and other part of the world. The definition of Core Network and the gradual development of the corridors included FERRMED in INNOTRANS 2010 6 have to be made according to economic, social and environmental criteria. All these topics have been included in the FERRMED PRO POSAL to the Consultation, that we delivered officially to the EC DG MOVE on September 13th, 2010. Then, our main targets nowadays are: a) To assure that FERRMED Great Axis Rail Core Network will be included in the future Trans-European Rail Freight Core Network (Particularly the following lines which are still nowadays not considered “priority projects ”: Bremen- Müntser-Duisburg; Koblenz-Luxembourg/Apach; Cal ais/Dunkerque-Lille-Metz-Dijon; Le Havre-Amiens-Reims- Dijon; Tarragona-Castelló-València-Alacant- Murcia/Cartagena-Almería-Motril-Málaga-Algeciras and Lorca-Granada-Antequera) (see attached map). b) Obtaining the EC agreement for the gradual implement tation of FERRMED Standards in the future Trans- Euro pean Rail Freight Core Network. In fact, as demonstrated by FERRMED Global Study al ready made, the application of FERRMED Standards is the only way to reverse the decreasing share of Railway in EU land transportation and to make Rail freight more LINKING HARBOURS AND PROMOTING SUSTAINAB LE RAIL FREIGHT NETWORK! Page 2 We are, as well, on the way of making diffusion everywhere of the three Studies already made: • Supply/Demand, Technical and Socio-Economic Global Study of FERRMED Great Axis Rail Network and its Area of Influence (FERRMED Standards implementation) • FERRMED Freight Locomotive Concept • FERRMED Freight Wagon Concept In that sense, one important event in which we participate is INNOTRANS 2010, that is held in Berlin from 21st to 24th of this month of September. We will very pleased to meet you in our stand number 118, Hall 6.2 and in the FERRMED Conference which will take place on September 21st from 16h30 to 17h30 in the Speaker’s Corner (Hall 14.2 Entrance East) according to the INNOTRANS pro- gramme. By the way, we are fully open to make similar presentations everywhere, according to FERRMED members request. Mr. Siim Kallas, Vice-president of the European Commission in charge for transport, will visit our stand on the morning of the 21st, after the official opening ceremony of INNOTRANS 2010. The chief of its Cabinet Mr. Keir Fitch will preside the opening session of FERRMED Conference. Besides these issues, in this month of September, we will have in parallel several important contacts and meetings with EC DG MOVE, Spanish and German governments and other European key institutions. The Spanish government on this month of September will present “The Strategic Plan for fostering the rail freight transporta- tion”, in which we hope will be included the FERRMED Proposals, particularly the Iberian Mediterranean Corridor full develop- ment as a part of FERRMED Great Axis Rail Network. On the other hand, jointly with ASCAME (Association of Mediterranean Chambers of Commerce and Industry) and Euro- Mediterranean Business Association, we are preparing a concise explanatory Dossier of the “Euro-Mediterranean Orbital Rail Network and Multimodal Links”, that will be presented to the Secretary General of the Union for the Mediterranean in order to see the possible commitment of this organism for the developing of this Project. If you are interested in more information regarding all the aforementioned topics, please do not hesitate to contact us. I remind you that on December we will hold our General Assembly in Marseille and that one or two previous Steering Committee meetings will be carried on, one of them in Cartagena. Jordi Prat , Representative in Barcelona of the Ministry of Fomento (Public Works), who attended on behalf of Pascual Villate (General Director of Planning for the Ministry), highlighted the importance of the Mediterranean Corridor for the Ministry of Public Works and fo- cused its “inclusion in the trans-European networks”. Meanwhile Manel Nadal , Secretary of Mobility of the Departament de Política Territorial i Obres Públiques de la Generalitat de Catalunya, explained that FERRMED has designed technical standards in order to create one recogniz- able European railway network and defined the need of a project which is in the European map, that is “The FERRMED Corridor”. “We should achieve its presence as a prioritary project in the Trans-European networks of transport” Not all the corridors are valid nowadays; we must decide which are the most profitable and “the Mediterranean Corridor is unde- featable in this sense for Catalunya, Spain and Europe”- Said Nadal. Spain should decide the priorities and FERRMED has to “incorporate the Standards in a progressive way”, starting from the most urgent issues such as “the width of the tracks” and “the Mediterranean Corridor development, which will bring values to the economy”.
