ALEXANDER BAZHBEUK-MELIKYAN #YourSupportTeam BILLS IN PARLIAMENT THE CONSEQUANCE OF OMMISION OF THE DEADLINE FOR THE STATE REGISTRATION OF RIGHTS OF REAL ESTATE The draft, approved on June 11, 2020, proposes to consider the omission of 30 days for the registration of real estate rights under the RA Law “On State Registration of Property Rights” as respectable if the person (applicant) justifies the fact of missing the deadline for reasons beyond their control (in the absence of their fault). The deadline for submitting an application for respecting the omission of the state registration deadline is 15 working days upon the elimination date thereof. In case of non-transaction parties, the deadline for submitting the application is 15 working days upon the day when they knew or were obliged to know about the transaction. The bill has been proposed by the Government and is still in the National Assembly. LARGE-SCALE CHANGES IN THE SPHERE OF SUBSOIL USE The draft of legislative changes, approved on June 11, 2020, proposes to obtain the permission of an authorized body in case of pledging the right of subsoil use, as well as to allow the right of subsoil use to be pledged, if it guarantees obligations arising from the contract of a target loan, and if the funds allocated under this loan agreement are designed to be used to perform the work and obligations of the subsoil user. Also, among other things, the draft suggests that in the event of an appeal against an administrative act on the termination or suspension of the right of subsoil use, the execution of this administrative act should not be suspended. The tax amount will be calculated based on the real estate close to the market value cadastral valuation procedure. It is planned to switch to the new tax system within four years and fully establish the system from 2024 on. The draft of amendments to the law has not yet been included in the agenda of the National Assembly. Armenian Women Find more here. #YourSupportTeam ALEXANDER BAZHBEUK MELIKYAN Alexander Bazhbeuk-Melikyan was a Soviet Georgian artist, graphic designer and sculptor of Armenian origin. Alexander Alexandrovich Bazhbeuk- Melikyan was born in Tbilisi, Georgia. In 1903, he began his studies at the School of Art and Sculpture of the Caucasus Society for the Encouragement for the Fine Arts. Here he made the acquaintance of a fellow student, Lado Gudiashvili. In 1910, he travelled to Moscow to begin training in the studio of the artist V. N. Meshkov. The following year, he joined the St. Petersburg Academy of Arts. In 1913, Bazhbeuk-Melikyan was drafted into the Imperial Russian Army, and spent the World War I years on the Odessa front. In 1917, he returned to Tbilisi and began his own independent artistic career. Between 1922 and 1929 Bazhbeuk-Melikyan taught at the studio of Mose Toidze, following which he taught at the Georgian Academy of Arts till 1938. In the 1920s, Bazhbeuk-Melikyan was an active participant in the Tbilisi avant- garde, collaborating with Futurists such as the poet Kara-Darvish, and Georgian painters such as David Kakabadze. In 1935, Bazhbeuk-Melikyan became friends with the nationalist poets Yegishe Charents and Titian Tabidze, which led to the attention of the NKVD. When, in 1937, the newspaper Dawn of the East published an article naming him an enemy of the people, he was expelled from the Union of Artists of Georgia. Charents and Tabidze were both executed that same year, and Bazhbeuk-Melikyan lived in fear of arrest. That did not come to pass, and when he painted his Spanish guerrillas in support of the Republicans in the Spanish Civil War, he was rehabilitated. In 1961, he was awarded the title of Honored Artist of the Georgian Soviet Socialist Republic. Seated girl #YourSupportTeam His family estimates that Bazhbeuk-Melikyan painted over two thousand canvases, but ruthlessly pruned them down to about a hundred. Given his perfectionism, every time he created a new work, he would go over his old paintings and destroy any that did not meet his uncompromising standard. When his daughter Lavinia created a catalogue of his paintings in 1936, there were 110 pieces. In 1966, after his death, there still were only 110 works remaining. Bazhbeuk-Melikyan is noted for his depiction of the female figure: magicians, jugglers, exotically costumed women, and nudes. Like his friend Gudiashvili, he painted voluptuous women, but his were more intensely executed and more passionate. He led a quiet protest against the prudish Soviet authorities who had a puritanical attitude to sex. Influenced by Böcklin, he created carefully finished canvases; later works, inspired by Rembrandt, were more luscious. His works were executed with dynamic and impulsive strokes and impermeated with colour, following the colorists of the previous centuries. The range of subjects Bazhbeuk-Melikyan painted remained fairly stable. He repeatedly varied his favorite motifs. But over the years the 1965. The Magician nature of the emotional structure of his paintings changed. Romantic mystery and ambiguity gradually gave way in the 1940s to a more immediate, impulsive style. The monochrome colour scheme which corresponded to his first perceptions was replaced by a bright multicoloured palette. In 1919, along with Lado Gudiashvili, he opened an exhibition of his works in Tbilisi. In 1935, he held his first solo exhibition in Yerevan. This attracted much attention among the Armenian intelligentsia, who were still unfamiliar with his work. The exhibition was a huge success. The desire to become integrated into a unified artistic space generates not only common, similar artistic trends in modernist art, but also severely limits the borders between the specific national derivatives within it. Coupled with the fact that “national” became a dangerous and unpopular topic after World War I, the modernism that developed in Central Europe developed as an anti-national phenomenon. Georgia enjoyed a short period of independence from 1918 to 1921. Not only Georgian modernism, but also the distinctive model of the Tbilisi avant-garde flourished during this time. It was based on a creative collaboration between different nationalities, their multinational and intercultural art. The specificity of the Tbilisi avant-garde was characterized by integrating different national characteristics into a unified artistic system. Despite the artists’ differing individual and national backgrounds, a unified artistic language was formed and this unique language determined the emerging art’s diversity and vivid imagery. The art and culture that developed in the bosom of independent Georgia generally carried a trace of Georgian national characteristics. The question arises: How organic and relevant is distinctiveness by national features in the context of modernism, which, as already mentioned, promotes cosmopolitanism. The priority of nationality should be considered as a hindering factor in terms of modernist values. However, the specifics of Georgian modernism and the Tbilisi avant-garde differed from the European ones. A hundred years ago, in 1918, the Democratic Republic of Georgia declared its independence from the Russian Empire. A brief period of freedom, which lasted until the invasion by the Soviet Red Army in 1921, followed. In those years, Tbilisi became the “Paris of the East” as international artists, some having fled Russia, encountered the local Avant-garde which stood in frequent exchange with Europe. The open, experimental, interdisciplinary art which arose seems instructive for our polarized times. Painting, sculpture, drawing, literature, folk art, ethnography, research, typography, and bookmaking all inspired and challenged each other. This not only led to Georgian Dadaism, Irakli Gamrekeli's groundbreaking stage settings, Niko Pirosmani's paintings, David Kakabadze's art and research, and the Georgian version of Zaum by Ilya Zdanevič, as well as his interdisciplinary endeavor 41° (41 degrees; a university, a group of artist, a magazine, and a publishing house all in one), but it furthermore yielded magnificent films, typographic experiments, radical theatre performances, painted taverns, and a general attitude towards life that continues to inspire. The exhibition, Georgian Modernism: The Fantastic Tavern, takes the shape of a book, displaying remarkable works that are largely unknown.

    Diego Benning Wang, 1 Classical Literature and the Retroaction of Socialist Ideology—The Sovietization of a Medieval Georgian Epic Poem and Its Mysterious Author Diego Benning Wang O Georgia—who makest us shed tears, /Thou art the second cradle of the Russian muse. /One who carelessly forgets about Georgia, /Is not likely to be a poet in Russia. –Evgeny Evtushenko When you read Rustaveli, you would be thinking: could there be many writers who lived 700-odd years ago akin to this precious genius of the Georgian people? –Mikhail Kalinin Early-20th-century Russian poet Kontantin Balmont, the first person to fully translate the medieval Georgian epic poetry vepkhistqaosani (The Knight in Panther Skin) into Russian, said such about the work’s author Shota Rustaveli: “Like Homer to the Hellas, Dante to Italy, Shakespeare to England, Calderón and Cervantes to Spain, Rustaveli is Georgia… A people, if great, will compose a song and carry in their bosom their world- renowned poet. Such crown-bearer of the ages, still unbeknownst to the Russians to this day, was the chosen one of Georgia, Shota Rustaveli, who in the twelfth century endowed his homeland with a banner and an appeal—vepkhistqaosani […] This is the best poetry of love ever composed in Europe, a rainbow of love, a bridge of fire, which connects the heaven with the earth.”1 Long after Balmont’s Russian translation of vepkhistqaosani was completed, the work still remained unknown to most non-Georgians of the Soviet Union. Yet four decades later, Rustaveli had become a household name far beyond his native Georgia and throughout the Soviet Union.
