In an interview with RFE / RL, the farmers wrote that the cluster had not fullled its promise to pay 20 percent of the cotton harvest, and was charging farmers an additional 100,000 soums for each ton of cotton ginned. Ziyohiddin Rakhmatov, head of Bahodir Logan Tekstil, declined to comment on other RFE / RL questions, saying farmers were being paid for cotton. In Yazyovan district, 119 farms have signed a contract for the production of 14,800 tons of raw cotton in 2019 for the cluster enterprise "Bahodir Logon Tekstil" LLC. According to the farmers' application to the Prime Minister, despite the fact that the Fund for State Support of Agriculture under the Ministry of Finance has allocated 35.5 billion soums in so) loans, 67 farms about 4 billion soums from the cluster. During the harvest, the cluster, the authorities came and said they would give the pickers 1,000 soums. 1e head of the cluster, a man named Ziyohiddin, promised that 800 sums would come from your cotton money and 200 sums from our prot. Ziyohiddin Rakhmatov, the head of Bahodir Logan Tekstil, has an audio recording of his promise to farmers on the Telegram channel: Distribute without fear of 1000 rubles. " 1e farmer says that the cluster is again collecting large sums of money from them under the pretext of cleaning cotton: “For example, we sell cotton. It released up to 8 percent on moisture and dirt. In fact, this is a very large percentage. We had never had one before. When we sold it to the state, it was at a very high 2-3% discount. 1e cluster is doing a trick in this. Now listen to the second trick. He is issuing so many discounts and withholding 100,000 soums per ton. It's for a drying and cleaning service. We have been farmers for so many years, handing over cotton and seeing it for the rst time. Earlier, he used to catch 20,000 soums. 1e cluster does not have a factory of its own, it rents a ginnery in Rishtan, and we pay the rent to the farmers in the same way. ” 1e farmer said he lost 30 million soums. Ozodlik contacted Ziyohiddin Rakhmatov, the head of the cluster enterprise Bahodir Logon Tekstil LLC, to get their views on the issues raised by the farmers. As soon as RFE / RL reported that there were complaints from farmers, the cluster leader said , "I will not answer your questions. We are lowering farmers' money. " As soon as Ozodlik started talking about the harvest money, Ziyohiddin Rakhmatov lost contact and did not answer other calls. RFE / RL reports that farmers working in Uzbekistan in a cluster system are also unable to receive cotton money.     COTTON CLUSTERS AND THE DESPAIR OF UZBEK FARMERS: LAND CONFISCATIONS, BLANK CONTRACTS AND FAILED PAYMENTS Farmer Ilkhomjon Abdurakhmonov and his farm workers, Mingbuloq district, Namangan region Executive summary The privatization of Uzbekistan’s cotton sector has led to the establishment of so-called “cotton textile clusters” throughout the country designed to increase the added value in the cotton industry by boosting textile production and bringing together production, processing and manufacturing. That is being done under the control of private entities which enter into contractual agreements with farmers. In 2019, 75 clusters were operational which accounted for 73% of the total cotton harvest. Reports from farmers as early as 2018 revealed a lack of transparency, failure of clusters to make payments to farmers and unfair contractual arrangements which left farmers unable to fulfill the state set quota, in debt and at risk of having their land confiscated. Unscrupulous cluster operators, often working closely with hokimiyats (district authorities) have had a disastrous effect on many farmers and a wider impact on local economies. 1 There is no competition between clusters, as only one cluster is allowed to operate in one district to which farmers are obliged to deliver their entire cotton crop. Uzbek-German Forum for Human Rights (UGF) investigated 12 clusters in 12 districts of 9 regions and interviewed 15 farmers to gain more insight into how the privatization of the cotton sector via the establishment of clusters is impacting Uzbek farmers. Of these 12 clusters, findings show that most of them are clearly violating their contractual obligations. SARAVANAN Abstract Introduction: The cumulative effect of limited investment in public water systems, inadequate public health infrastructure, and gaps in infectious disease prevention increased the incidence of waterborne diseases in Uzbekistan. The objectives of this study were: (1) to spatially analyze the distribution of the diseases in Tashkent Province, (2) to identify the intensity of spatial trends in the province, (3) to identify urban-rural characteristics of the disease distribution, and (4) to identify the differences in disease incidence between pediatric and adult populations of the province. Methods: Data on four major waterborne diseases and socio-demographics factors were collected in Tashkent Province from 2011 to 2014. Descriptive epidemiological methods and spatial-temporal methods were used to investigate the distribution and trends, and to identify waterborne diseases hotspots and vulnerable population groups in the province. Results: Hepatitis A and enterobiasis had a high incidence in most of Tashkent Province, with higher incidences in the eastern and western districts.
