12/05/2005 Case Announcements #2, 2005-Ohio-6408.] CASE ANNOUNCEMENTS AND ADMINISTRATIVE ACTIONS December 5, 2005 [Cite as 12/05/2005 Case Announcements #2, 2005-Ohio-6408.] MISCELLANEOUS ORDERS On December 2, 2005, the Supreme Court issued orders suspending 13,800 attorneys for noncompliance with Gov.Bar R. VI, which requires attorneys to file a Certificate of Registration and pay applicable fees on or before September 1, 2005. The text of the entry imposing the suspension is reproduced below. This is followed by a list of the attorneys who were suspended. The list includes, by county, each attorney’s Attorney Registration Number. Because an attorney suspended pursuant to Gov.Bar R. VI can be reinstated upon application, an attorney whose name appears below may have been reinstated prior to publication of this notice. Please contact the Attorney Registration Section at 614/387-9320 to determine the current status of an attorney whose name appears below. In re Attorney Registration Suspension : ORDER OF [Attorney Name] : SUSPENSION Respondent. : : [Registration Number] : Gov.Bar R. VI(1)(A) requires all attorneys admitted to the practice of law in Ohio to file a Certificate of Registration for the 2005/2007 attorney registration biennium on or before September 1, 2005. Section 6(A) establishes that an attorney who fails to file the Certificate of Registration on or before September 1, 2005, but pays within ninety days of the deadline, shall be assessed a late fee. Section 6(B) provides that an attorney who fails to file a Certificate of Registration and pay the fees either timely or within the late registration period shall be notified of noncompliance and that if the attorney fails to file evidence of compliance with Gov.Bar R. VI or to come into compliance with this rule on or before December 1, 2005, the attorney will be suspended from the practice of law. Respondent has not registered for the 2005/2007 attorney registration biennium on or before September 1, 2005, and has not filed evidence of compliance with Gov.Bar R. VI or come into compliance with this rule on or before December 1, 2005. Upon consideration thereof and in accordance with Gov.Bar R. VI(6)(B), respondent is hereby suspended from the practice of law in Ohio, effective as of the date of this order. IT IS FURTHER ORDERED that respondent immediately cease and desist from the practice of law in any form and is hereby forbidden to appear on behalf of another before any court, judge, commission, board, administrative agency or other public authority. IT IS FURTHER ORDERED that, effective immediately, respondent be forbidden to counsel or advise, or prepare legal instruments for others or in any manner perform legal services for others. IT IS FURTHER ORDERED that respondent shall not practice law in Ohio, hold himself or herself out as authorized to practice law in Ohio, hold nonfederal judicial office in Ohio, occupy a nonfederal position in this state in which the attorney is called upon to give legal advice or counsel or to examine the law or pass upon the legal effect of any act, document, or law, be employed in the Ohio judicial system in a position required to be held by an attorney, or practice before any nonfederal court or agency in this state on behalf of any person except himself or herself. IT IS FURTHER ORDERED that if respondent fails to comply with this order, respondent may be referred for investigation of the unauthorized practice of law under Gov.Bar R. VII(3). IT IS FURTHER ORDERED that respondent is hereby divested of each, any and all rights, privileges and prerogatives customarily accorded to a member in good standing of the legal profession in Ohio. IT IS FURTHER ORDERED that notwithstanding respondent’s suspension under Gov.Bar R. VI, respondent shall comply with Gov.Bar R. X (“Attorney Continuing Legal Education”). IT IS FURTHER ORDERED that respondent shall not be reinstated to the practice of law in Ohio until (1) respondent files a Certificate of Registration for the 2005/2007 attorney registration biennium and all other biennia for which respondent has not registered, (2) respondent pays all applicable registration fees, (3) respondent pays a $200 reinstatement fee, (4) respondent files an Application for Reinstatement on a form provided by 12/05/05 the Attorney Registration/CLE Section, and (5) the Attorney Registration/CLE Section reinstates respondent to the practice of law. IT IS FURTHER ORDERED that respondent shall keep the Attorney Registration/CLE Section advised of any change of address where respondent may receive communications. IT IS FURTHER ORDERED that service shall be deemed made on respondent by sending this order, and all other orders in this matter, by certified mail to the most recent address respondent has provided to the Attorney Registration/CLE Section. White of the surprisingly underutilized sources on the early history Oneof Pittsburgh is the Craig Papers. Acase inpoint is Isaac Craig's correspondence during the Whiskey Rebellion. Although some of his letters from that period have been published, 1 most have not. This omission is particularly curious, because only a few eyewitness ac- counts of the insurrection exist and most ofthose were written from an Antifederalist viewpoint. These letters have a value beyond the narration of events, how- ever. One of the questions debated by historians is why the federal government resorted to force to put down the insurrection. Many have blamed Alexander Hamilton for the action, attributing it to his per- sonal approach to problems or to his desire to strengthen the central government. 2 These critics tend to overlook one fact : government officials make decisions based not only on their personal philosophy but also on the facts available to them. As a federal officer on the scene, Craig provided Washington and his cabinet with their informa- Kenneth White received his B.A. and M.A.degrees from Duquesne Uni- versity. It brings to life the experiences of many Old Boys who died at Gallipoli and some who survived, only to be fatally wounded in the trenches or no-man’s land of the western front. Wesley annually honoured these names, even after the Second World War was over. The silence in Adamson Hall as name after name was read aloud, almost like a slow drum beat, is still in the mind, some seventy or more years later.     76 CHAPTER 4 THE REALITY BEHIND THE BRISBANE LINE ALLEGATIONS Curtin lacked expertise in defence matters. He did not understand the duties or responsibilities of military commanders and never attended Chiefs of Staff meetings, choosing to rely chiefly on the Governments public service advisers. Thus Shedden established himself as Curtins chief defence adviser. Under Curtin his influence was far greater than 1 it had ever been in Menzies day. Curtins lack of understanding of the role of military commanders, shared by Forde, created misunderstandings and brought about refusal to give political direction. These factors contributed to events that underlay the Brisbane Line controversy. Necessarily, Curtin had as his main purpose the fighting and the winning of the war. Some Labor politicians however saw no reason why the conduct of the war should prevent Labor introducing social reforms. Many, because of their anti-conscriptionist beliefs, were unsympathetic 2 to military needs. Conversely, the Army Staff Corps were mistrustful of their new masters. His hatred of Menzies, distrust of the conservative parties, and suspicion of the military impelled him towards endangering national security during the course of the Brisbane Line controversy. A report to Forde by Mackay on 27 October indicated that appreciations and planning for local defence in Queensland and New South Wales were based on the assumption that the vital area of Newcastle-Sydney-Port Kembla had priority in defence.
