    BIRTHDAY WEEK Wednesday 4th May Poddlers Ride Report With the strains of Happy Birthday to you and the remains of the blusher, botox and lipstick dribbling down our faces the Poddlers left the Batz and EGs and very fast boys gathering themselves for a mamouth marathon of cake consumption. Easingwold and Asquith had been alerted and the cakes baked. The Poddlers as ever intent on their cycling performance headed straight out of the rather over excited atmosphere of Hornbeam car park up Leadhall Lane to Ashville, the Squinting Cat, Lady Lane, and Beckwithshaw. We were surging confidently up Norwood Lane when the Fast boys overtook us, most without even noticing their road bound cousins, Richard greeted us helpfully and then Gia and Martyn encouraged New Blue Sue and myself up to Alms Cliff, to join the resting Poddlers. John joined us making the group a nicely rounded fourteen. What wind there was was behind us and we continued easily over the A59 to Menwith. At this point Max was overjoyed that Michelle needed to get back by 12 o'clock and happily volunteered to escort her home, probably chatting in French as they pedalled. I also had visions of the coffee and cakes being prepared so was quite happy to loose the efficient back marker, and knew that two more in the shape of Dave G and Steve would naturally take over. Trevor was behaving well, and only moaning quietly about cakes and hills. As we sped down to Darley before we turned right to Birstwith a record speed was recorded by Paul B (recently released from the tower) of 36 miles per hour.

    Sunday, July 31, 2016 Wheel Easy Ride Report 534 Short Ride A scratch team of four set out via Beckwithshaw into the wind at a gentle pace up to Little Almscliffe and on past the Sun Inn, turning right into Penny Pot Lane then first left through to the A59. Here Dennis took over the leading role, taking a delightful route through Kettlesing and Tang turning right at Clapham Green down to Hampsthwaite where Dennis departed for home via Clint Bank and three of us settled for coffee in the garden at Sophie's. Having fully revived, we three departed via Lund Lane to Killinghall, where Sue continued on to the Greenway, leaving two of us to return by the direct route through Knox to Bilton and home. A very enjoyable ride...22 miles, home by 12.45. Thanks to all, Peter B Medium Ride Fourteen riders opted for the medium ride. John, Gordon and Alison who were intending to leave the ride early kindly offered to lead a group of seven to Bramham where the remaining four would join my group. The 37 mile route took us to Burnbridge, Kirkby Overblow, Sicklinghall, Wetherby, Bramham, Tadcaster, Wighill. Wetherby, Spofforth and Follifoot. At Kirby Overblow Paul B joined us which was just as well as he was able to help Kevin repair a puncture at Sicklinghall. Unfortunately Kevin decided to return home as his tyre was damaged. We decided to stop for coffee at Tadcaster as it was half way. On the return journey six chose to return on the cycleway from Wetherby and five on the road via Little Ribston.

Matters arising from the Minutes of the Meeting There were no matters arising from the last minutes, although the Chairman did report that the lamp post at Wharfe View had now been replaced and also that the drainage problem adjacent to All Saint’s Church had resolved itself (fortuitously, as both Yorkshire Water and Mackenzies had affirmed that they were both unable to take any further action) Councillor Rawson also updated councillors on the proposal to renovate the low wall on the Star and Garter car park, using the £500 funding from Councillor Trotter. He asked councillors to approve a contribution of £50 from the Parish Council, to meet the quoted cost of £550 from a local contractor. Councillors approved the contribution and the clerk will forward the funding claim form to NYCC, in order that work can proceed.

SUMMARY There would be public benefit through the provision of affordable housing in Kirkby Overblow. The redevelopment of this previously developed land would not cause substantial harm to the openness of the Green Belt, nor detrimentally affect the character and appearance of the area. Existing levels of residential amenity will be safeguarded and additional car-parking is proposed to compensate for the loss of the garages. The proposal accords with the three overarching objectives of sustainability, set out in the National Planning Policy Framework, along with the Core Strategy policies in the Harrogate District Local Plan Development Framework (adopted 2009) and the saved policies in the Harrogate District Local Plan (2001, as altered 2009). There are no other material considerations in this instance that warrant setting aside local planning policies. There are fields to the south and west. To the east lies a dwelling. There is a triangular shaped group of pine trees to the west of the site that are covered by Tree Preservation Order 24/2005. The site lies within the Kirkby Overblow Conservation Area. The village development limit bisects the builders yard. Kirkby Overblow is washed over by Green Belt. It is proposed to demolish the existing buildings and erect a single storey dwelling on the site, comprising three bedrooms with a living room and kitchen/dining room. The dwelling would be arranged in an 'L' shape with a courtyard garden. As part of the site lies outside of the development limit, the dwelling is proposed to be wholly within the development limit with its western and southern elevations up to the boundary.
