MARSHALL VISIT TO AUSTRIA PROGRAM The George C. Marshall Visit to Austria Program was established in 2007 by the Austrian Government in recognition of the assistance Austria received from the United States during a difficult period in Austria’s history. It reflects our interest in and commitment to a strong and positive transatlantic relationship between the United States of America and Austria. It was set up under Section 108 A of the Mutual Educational and Cultural Exchange Act of 1961 and has been formally approved by the US Department of State. Every year the program brings a group of some 10 participants (scientists, researchers from universities, decision makers from think tanks and industry associations as well as the U.S. Congress, the Administration, and various federal and state-level agencies) to highlight Austrian innovations in industry and technology. The program’s objective is to improve mutual understanding through communication at personal and professional levels and to evaluate further possibilities for bilateral cooperation. This year’s program on “LIFE SCIENCES - HUMAN & BIOTECHNOLOGY" will take place May 13 – 17, 2019 and addresses particularly important and timely topics. The 2019 George C. Marshall Visit to Austria will include meetings and roundtable discussions with relevant counterparts in Austria at state, research and industrial level, as well as briefings and site visits to best practice projects and companies, etc. Travel expenses (economy flights, hotel accommodations, local transportation in Austria and meals as indicated in the program) will be borne by the Austrian government. UDK 911.3:33](436) Preliminary communication Prethodno priopćenje Administrative Reform as a Tool in Fighting Communal Marginality Walter Zsilincsar The topic presented might – at first glance - seem to be too regionally focused but is in fact deeply rooted in the present EU and the worldwide economic and financial crisis, reaching far beyond Austria’s borders. Meanwhile, more than 1,000 Austrian communities of a total of 2,358 (1998) have failed to achieve a balanced communal budget. The reasons for this unpleasant situation are manifold and, as the recent national and international banking scandals have shown, they have even been caused by criminal activities (high-risk speculations, corruption, etc.), the lack in skills and qualifications of party-politicians, nepotism, etc. All these failures have evoked broad interest in Austria’s mass-media for more than two years now. However, we must not forget that there are a lot of other reasons, structural in nature, for the financial crisis of so many Austrian communities. Among these structural reasons, one must first mention the small size of the majority of Austria’s communes. More than one quarter of them have less than 1,000 inhabitants, and there are still many with below 500 citizens. In such small communities administration is simply inefficient. Another reason for the communal crisis must be seen in various prestige projects (sports grounds, spas, etc.) but also in the costs of maintenance and administration of hospitals, schools, kindergartens, fire brigades, etc.), and in the support and subvention of other social institutions.

    UN- GA Resolution “Sport as an enabler of sustainable development” The Austrian Federal Ministry responsible for Sport supports the aims of the General Assembly Resolution 73/24, entitled “Sport as an enabler of sustainable development”. The Austrian Federal Ministry responsible for Sport has already been active in this area over several years and has taken various respective actions. Austria is a Federal State and sport falls within the competence of the nine federal provinces. Nevertheless, on the federal level the Federal Ministry responsible for Sport fulfills important tasks with regard to the promotion of sport in all its facets. The following statement therefore refers to sport on a federal level. 1) a) Ensuring that no one is left behind/ d) Empowering people and ensuring inclusiveness and equality Gender Equality The Federal Austrian Sports Promotion Act (Österreichisches Bundes-Sportförderungsgesetz BSFG 2017), provides the basis for federal sports funding and explicitly refers to the promotion of women- and girls-sport, as well as the promotion of equality between women and men in sport. Activities are taken for example in the implementation of gender mainstreaming measures, the promotion of gender equality, combating peer violence and bullying in the field of sport, awareness raising measures and activities regarding the dangers of sexual harassment and sexual violence in sport, support for sport organizations in the education and training of persons of trust within their sport structures, as well as the provision of special training-programs for all relevant stakeholders in the field of sport. People with disabilities Austria has ratified the Convention on the Rights of Persons with Disabilities (CRPD) and has established a National Action Plan on Disability for the years 2012-2020.
