Why and how did the Crimean Tatar communities, all of which resided outside their homeland, develop a political identity and engage in nationalist mobilization in the 1990s? How did the communities, living apart from each other, in some cases for more than a century, mobilize simultaneously? What explains the variation in forms of mobilization among these communities? Does the transnational mobilization of the Crimean Tatars amount to an emergence of a transnational nation? I explore these questions by comparing the cases of the Crimean Tatar diaspora communities, located in the former USSR, Romania, Turkey, and the United States across space and time. ii This dissertation attempts to develop a dynamic theory of diaspora by demonstrating how recent unexpected mobilization was a consequence of the interaction of movement framing processes with discursive and political opportunity structures. I emphasize the unique set of political and discursive opportunities that emerged in the transnational political space due to new technologies of communication and ease of transportation that precipitated simultaneous mobilization of communities as well as the attempt for constructing a transnational nation. The thesis also introduces a typology long-distance nationalism which includes newly developed concepts of émigré, exile, diaspora and transnational nationalism to explain the variation in identities and mobilization of these communities. The theoretical framework developed in this study will be useful for studying and comparing other cases of diasporas. iii Acknowledgments This project would not have been completed without the tremendous support and guidance of my advisor, Dr. Donald Schwartz. Emel, as the major archive of the Crimean Tatar diaspora was an invaluable source of information and insight to the diaspora identity. The Crimean Tatar samizdat and tamizdat form a significant source of information for the exile experience. Other Crimean Tatar journals, Kırım (1957-60), Kırım (1992-), Bahçesaray, Kalgay, Golos Krıma, Yanı Dünya, Kırım (Dostluk), and Karadeniz also documented the diaspora experience for considerable periods. The Crimea-l, Kırım-l, and yashqirim e-mail lists and Crimean News Agency (QHA), Fikirde Birlik, www.tatar.net and www.icc.org as online sources provided opportunity of understanding and following the diaspora identity-in-the-making, which was not available to researchers in the previous periods. Ahmet Özenbaşlı, Edige Kırımal, Halil İnalcık, Kemal Karpat, Edward Lazzerini, Alan Fisher, Valeriy Vozgrin, Mustafa Abdulcemil Kırımoglu (Cemilev), Mihail Guboglo and Svetlana Chervonnaia, Gülnara Bekirova, Rüstem Hayali, Ayşe Seytmuratova, and Otto Pohl all threw lights to parts of the Crimean Tatar history, and hence provided a foundation for this work. v I owe a debt of heartfelt gratitude to the Crimean Tatar community whose support, generosity, and care made the research possible and who continuously inspired and challenged me. He was first to be engaged in science among new Uzbek educated men despite his career in editorial, publication and journalism. In his articles devoted to languages Behbudi paid attention to the pressing issues of modern linguistics and he put forward his ideas worth considering in this field of science. This Kazakh politician Turar Ryskulov will be called the intellectual father of the independent Republic of Turkestan, which had its own Constitution, army and finances. The ideas of Turar Ryskulov, who was appointed head of the Muslim Bureau of Turkestan, established within the framework of the Communist party of Russia and his work in the Communist party since 1917, are of great significance. Since, without any exaggeration, a thousand-year-old history of their coexistence, the historical destiny of Ukraine and the Crimea has been too closely intertwined. Significant content of history of both Ukraine and the Crimea has been embraced due to their common and instructive development. This equally concerns the period of the 50's and 70's of the last century. Like it was during that time, today the issue of the Crimea is of the utmost importance, given the current situation on the peninsula. The current ethnic-political situation in the region is historically closely connected to a criminal deportation of the Crimean Tatars and other peoples and national groups more than 70 years ago, continuous struggle of the indigenous Crimean Tatar people for their return to their homeland, as well as further forming of appropriate socio-political and socio- economic conditions. Among them last but not least – to solve the issue of the Crimean Tatar autonomy in the Crimea. A proper solution of these and other important problems was interrupted by the treacherous aggression of Russia against Ukraine, the annexation of the Crimea and the war in Donbass. The latter, along with an insidious propaganda, are explicit elements of the current Russia’s aggressive policy and criminal deeds of its President Putin. After the revolution of 1905-1907, the Turkic-Muslim social thought was characterized by bright educational ideas, a new generation of progressive thinkers emerged, a periodical press appeared that promoted the penetration of reform and educational ideas among the Turkic population of Russia, and it became possible to create political parties and organizations. This article is devoted to the history of the nations’ formation, the creation of national elite, their dialogue and the organization of public relations with other Turkic nations. Special attention is paid to the Turkic-Muslim figures who tried to unite their efforts in the struggle for the independence of the Turkic peoples.
