P6 TA(2009)0014 Fibromyalgia P6_TA(2009)0014 Fibromyalgia Declaration of the European Parliament on fibromyalgia The European Parliament, – having regard to Rule 116 of its Rules of Procedure, A. whereas nearly 14 million persons in the European Union and 1 to 3 % of the general population worldwide suffer from fibromyalgia, a debilitating condition resulting in chronic widespread pain, B. whereas the World Health Organisation has recognised fibromyalgia as a disease since 1992, but it is still not coded in the official index of conditions in the EU, which excludes patients from formal diagnosis, C. whereas patients with fibromyalgia make more GP visits, have more specialist referrals, are issued more sick notes and receive more in-patient services, and thus generate a considerable economic burden for the EU, D. whereas people with fibromyalgia struggle to lead full and independent lives, unless they have access to appropriate treatment and support, 1. Calls on the Council and the Commission to: – develop a Community strategy on fibromyalgia in order to recognise this condition as a disease; – help raise awareness of the condition and facilitate access to information for health professionals and patients, by supporting EU and national awareness campaigns; – encourage Member States to improve access to diagnosis and treatment; – facilitate research on fibromyalgia through the work programmes of the Seventh Framework Programme for Research and Technological Development and future research programmes; – facilitate the development of programmes for collecting data on fibromyalgia; 2. Instructs its President to forward this declaration, together with the names of the signatories, to the Council, the Commission and the parliaments of the Member States.     Het najagen van een illusie? De PvdA en Europa Gerrit Voerman De PvdA is van meet af aan voorstander geweest van de Europese integratie. Daarbij speelden zowel politieke als economische overwegingen een rol: het ging erom de aartsvijanden Duitsland en Frankrijk met elkaar te verzoenen en de groei van de welvaart te bevorderen door het slechten van handelsbarrières in West-Europa. Anno 2016 zijn deze motieven voor de PvdA nog steeds lei- dend. De voortschrijdende supranationale samenwerking wordt als een garantie gezien voor vrede, politieke stabiliteit en welvaart op het Europese continent. Naast politieke en economische beweegredenen had de PvdA op het Euro- pese vlak echter ook een uitgesproken ideologisch geïnspireerde doelstelling. In 1950, toen het proces van de Europese integratie daadwerkelijk op gang kwam, legde de partij een duidelijk verband tussen de totstandkoming van een Europe- se federatie en de verwezenlijking van een op democratisch-socialistische leest geschoeide maatschappij. ‘Geen socialisme zonder Europa. Geen Europa zon- der socialisme’, zo sprak de partij destijds hoopvol uit.1 Een planhuishouding op Europese schaal in combinatie met een democratisch en politiek verenigd Europa werd noodzakelijk geacht om een dergelijke samenleving te realiseren. Van een ‘rood’ Europa kwam het niet, maar dat neemt niet weg dat binnen de PvdA de hoop daarop lange tijd bleef sluimeren. In de jaren negentig, nadat de partij haar ideologische veren had afgeschud, verdween ook de gedachte van een socialistisch Europa, maar daarmee kwam aan het wensdenken niet 249 PvdA boek 3.indd 249 31-03-16 14:14 Gerrit Voerman geheel een einde: geen socialistisch Europa, maar wellicht toch wel een sociaal Europa, of een welvaartsstaat op Europees niveau.

It is the genius of the lobbyists and the consultants to understand this need, and to satisfy it in the most imaginative way. Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters. They provide an opportunity to get Members of the European Parliament and other decision-makers from the European institutions together with various business sectors.

Considerando que cerca de 14 millones de personas en la Unión Europea y entre el 1 y el 3 % de la población mundial total sufre de fibromialgia, un síndrome debilitante que causa dolores crónicos generalizados, B. Considerando que, aunque la Organización Mundial de la Salud reconoció la fibromialgia como enfer­ medad ya en 1992, esta patología no está incluida en el índice oficial de patologías en la UE, lo cual impide a los pacientes obtener un diagnóstico oficial, C. Considerando que las personas que sufren de fibromialgia acuden con más frecuencia al médico de cabe­ cera, son remitidos con mayor frecuencia a especialistas, reciben más certificados de baja por enfermedad y son hospitalizados con mayor frecuencia, lo que genera una carga económica considerable para la UE, D. Considerando que los pacientes de fibromialgia tienen que luchar por llevar una vida plena e indepen­ diente, a menos que tengan acceso a un tratamiento y un apoyo adecuados, 1.
