BOARD OF EDUCATION’S EFFECT IN NEWSPAPER OPINION NEAL ALLEN* The United States Supreme Court, with its landmark racial integration case, Brown v. Board of Education,1 stimulated a heated debate in the editorial pages of Southern newspapers. This debate encompassed arguments not just about the rightness or wrongness of the decision, but also included discussion of the roles of courts, states, and law in the American constitutional system. For example, S.F. Moody of Birmingham, Alabama wrote on June 16, 1954 about the proper application of Article V, Section 4 of the US Constitution, the republican guarantee clause: A state is not a republic in which the ruler or group of rulers, dedicated to rule at will, can truly tell the subjects that the sovereignty resides in himself or the group possessed with the powers to rule.

THE OCCURRENCE OF THE JELLYFISH CHIROPSALMUS QUADRUJvIANUS IN MATAGORDA BAY, TEXASt WILLIAM C. GUEST Department of Zoology, University of Texas ABSTRACT Chiropsalmus quadrumanus L Agassiz, a 'Scyphozoan of the order Cubcmedusae not previously recorded in the Gulf of Mexico, is reported as occurring in great abundance in Matagorda Bay, Texas. The develop- ment of a large population coincided with drought conditions and high bay salinities along the Texas Gulf coast. When bay salinities dropped con- siderably in 1957 the jellyfish disappeared. The jellyfish were found to be living on or near the bottom at all times and preferred areas of soft mud. None were found in adjacent Gulf waters and adult forms in the bay showed no evidence of gonad development. INTRODUCTION In May 1955, in the course of a biological survey of Matagorda Bay on the central Texas coast, large numbers of the jellyfish Chiropsalmus quadrumanus L. Agassiz were encountered. During 1955 and 1956 they were found to be a major component of the invertebrate fauna of the embayment during summer and fall months. This species represented a painful nuisance, if not a real hazard, to bathers and fishermen in this area. The lesion produced by contact with the ten- tacles of the jellyfish was serious enough in some cases to require medical attention. Recent faunal studies along the Texas coast by Gunter (1950), Reid (1955), and Parker (1955) have not reported C. quadrumanus in the Texas bays or in the adjacent Gulf waters. Hildebrand (1954) did not encounter this species during his studies of the fauna of the brown shrimp grounds off the Texas and Mexican coasts.

(a) The modifications introduced by Turkey into the Foreign Trade Regime were described in this partTof the. report submitted to the CONTRACTING. PARTIES in 1955. Since that report was communicated, no essential modification has taken place in that regime as regards the basic rules governing it. The only changes to be noted and which were introduced by Decree dated 17 August 1955, No. 990, consist of a widening.and re-inforeing of the rules already applied in the ;case of 'certain export products, All imports are subject as in the past to the licensing system. No restrictions were placed on the material. Linear feet of shelf space occupied: 5.2 Approximate number of pages: 10,400 Approximate number of items: 6,000 SCOPE AND CONTENT NOTE This collection consists of printed material that was collected for reference purposes by the staff of the Office of Defense Mobilization (ODM) and the Office of Civil and Defense Mobilization (OCDM). The material was inherited by the Office of Emergency Preparedness (OEP), a successor agency to ODM and OCDM. After the OEP was abolished in 1973 the material was turned over to the National Archives and was then sent to the Eisenhower Library. The printed material consists mostly of press releases and public reports that were issued by the White House during the Eisenhower administration. These items are arranged in chronological order by date of release. Additional sets of the press releases are in the Kevin McCann records and in the records of the White House Office, Office of the Press Secretary. Copies of the reports are also in the White House Central Files. The collection also contained several books, periodicals and Congressional committee prints. Social Security benefits were extended and the minimum wage was raised to $1.00/hour. 3. Ike sought a middle-of-the-road approach to gov't policy in the face of the New Deal and WWII. 4. Interstate Highway Act (1954) created the modern interstate freeway system. a. The $27 billion plan built 42,000 miles of freeways. Countless jobs were created in construction that facilitated suburbanization. It dwarfed any of the New Deal’s public works programs. b. The federal gov’t paid 90% of the cost and the states paid 10%. c. Underlying purpose: evacuation in case of nuclear war or the need to move troops and equipment quickly throughout the country. B. Eisenhower sought to balance the federal budget; succeeded three times in 8 years 1. Ike aimed to guard against "creeping socialism" (e.g. the TVA) and favored privatizing large government holdings (such as transferring offshore oilfields to the states). 2. By 1959, the U.S. accrued the highest peacetime deficit in its history. In 1954, Ike and Congress had lowered tax rates for corporations and individuals with high incomes, thus reducing government revenue. II. African American Civil Rights during the 1950s A.
