INTRODUCTION 1.1 NSW planning reforms The aim of the Bombala land Use Strategy is to guide the preparation of a new principal local environmental plan (LEP) for Bombala local government area (LGA). The new LEP will be known as Draft Bombala LEP 2010. Bombala Council has engaged Zenith Town Planning to prepare the strategy and Draft Bombala LEP 2010 during 2009 and 2010. All local government authorities in NSW are required to prepare a new local environmental plan (LEP) in accordance with the Standard Instrument released by the NSW Government in March 2006. Bombala Council has elected to carry out an administrative transfer of the zones and provisions of Bombala LEP 1990 into the Standard Instrument template, having regard to state agency directives and statutory requirements such as Ministerial Directions issued under section 117 of the Environmental Planning and Assessment Act 1979. Planning Reform Funding has been made available by the Department of Planning for this strategy and LEP. This fund has been established by way of a levy applied to development application fees to provide financial assistance to councils to develop land use and settlement strategies to support the preparation of new LEPs. 1.2 Project aims The objectives of the land use strategy are to: a. Prepare a strategy that encompasses a vision for the next 25 years, is developed in consultation with the community and stakeholders, complies with relevant policy and legislation, and is endorsed by the Department of Planning to guide the preparation of a new principal LEP, b. Evaluate the social, economic and natural environments having regard to forecast demographic change, the planning framework and the principles of sustainability, c. Identify the hierarchy of settlements and commercial centres of Bombala LGA, including the demand and supply of land for residential, commercial and industrial use, and d. Recommend land use zones and elements of development control plans for residential, rural residential, commercial, industrial and primary production uses, and environmental protection. Bombala Land Use Strategy – Zenith Town Planning, July 2010 Page 1 The strategy will apply to the whole of Bombala LGA and key findings will be spatially represented. The findings will inform the preparation of a new principal LEP for the LGA. The objectives of the LEP are to: a. Review and repeal Bombala LEP 1990 and other environmental planning instruments applying to the LGA, and b. Implement the Standard Instrument (Local Environmental Plans) Order 2006 and departmental circulars and practices notes relating to the preparation of new principal LEPs and accompanying mapping. The LEP will be prepared in accordance with statutory procedures contained in Part 3 of the Environmental Planning and Assessment Act 1979 and the Environmental Planning and Assessment Regulation 2000. 1.3 The Local Vision This strategy will build upon the community consultation work carried out in Bombala under the Living Centres program in 2002. This program was intended to set the framework for a new Local Plan that was required to be in accordance with the PlanFirst initiatives of the then PlanningNSW. It saw the production of a draft local profile for Bombala and a community newsletter entitled Beyond the Gravel. Consultation comprised: • interviews with 11 key community spokespersons to identify key structural/process issues which may impede Bombala’s future, any problems with the proposed consultation process and additional information about the local area, • community workshops held in July 2002 at Ando, Bibbenluke, Bombala, Bungarby, Cathcart, Corrowong, Craigie, Creewah, Delegate and Mila, • a youth forum at Bombala High School, and • a children’s art project. This consultation culminated in a Draft Vision Framework which included the following vision statement for Bombala. Bombala Land Use Strategy – Zenith Town Planning, July 2010 Page 2 The Local Vision The local community aspires to a future that will continue: 9 Developing a strong, diverse and sustainable local economy that supports a range of employment opportunities 9 Maintaining and improving local services including education, health, cultural and recreation services with an emphasis on services for youth and older residents 9 Providing quality infrastructure such as roads, transport and footpaths 9 Providing high quality communications systems including mobile telephone coverage, TV, internet and emergency communications 9 Maintaining a high quality natural environment including local rivers and weed/pest free rural land The local community supports the local vision through: 9 A viable and improved local council 9 Fostering of the strong local community spirit 9 Developing a new local identity 9 Focusing on youth and future generations 9 Enhancing a quality lifestyle 9 Sustaining and where possible increasing the size of the local community A series of outcomes were developed that are expected to result from achievement of the vision, each supported by objectives and strategies and actions. These outcomes, objectives and strategies are: Bombala Land Use Strategy – Zenith Town Planning, July 2010 Page 3 Outcome 1 ‐ a local economy with a broad base and focus Objectives: • Develop local businesses and local industries • Provide for increased quality employment opportunities • Encourage private and public sector investment Strategies: 1. Instigate development opportunities for business and industry 2. Develop locally based employment opportunities 3. Support only private and public sector investment that meets social, economic and environmental objectives for the local area Outcome 2 ‐ a local area that fosters local and regional tourism Objectives: • Improve tourism education and training • Expand the regional focus as part of the local tourist industry • Develop key tourist infrastructure Strategies: 1. Deliver education and training at a local level 2.
