Newsletter July 2009 April-June 2009 2009 Universal Service Fund 1. New Projects c. Project for providing Broadband in Central Punjab (FTR) – April 2009 i. Broadband Program Universal Service Fund awarded first contracts, worth Rs. 1.4 Billion for providing Broadband Services in the Un- a. Optic Fiber Program a. Project for providing Optic Fiber Connectivity to all Tehsils in Western Balochistan – May 2009 Universal Service Fund awarded another contract worth Rs. 374 million to Wateen Telecom to provide Optic Fiber connectivity to 5 un-served Tehsils of Western Balochistan (Dasht, Noshki, Dalbandin, Mashkhel and Taftan, touching also the cities of Dringar, Ahmadwal, Nokundi and Chaghi) on May 17, 2. Update on earlier Projects 2009. Wateen Telecom shall be laying 900 kilometers of Optic Fiber Cables to connect these Tehsils. General i. Project to provide basic telephony & data services in Larkana to PTCL – May 2009 In order to provide basic telephony and data services in un-served areas of Larkana and Shikarpur districts, Universal Service Fund awarded the contract to PTCL on May 17, 2009 (World Telecom Day). A subsidy of Rs. 228 Million is being provided to PTCL for this project for providing services in 72 muzas with a population of 165,000. 2 ii. First milestone achieved in Dadu Lot First project implementation milestone (25%) for USF Dadu Lot has been achieved covering a total of 101 Muzas in Dadu, Badin, Hyderabad and Thatta. iii. Technical Audit of 3rd Milestone in DG Khan Lot in progress Technical audit of 3rd project implementation milestone (75%) for DG Khan is in progress in the 3. New Bids districts of DG Khan, Rajanpur, Layyaah and Muzaffargarh. i. Bids received for providing telecom services in Nasirabad Lot in Balochistan USF received proposals to provide services in Nasirabad Lot on June 12, 2009. Nasirabad Lot covers roughly 5% of the area of Baluchistan in the Central- East and has 4 districts (Bolan, Jaffarabad, Jhal Magsi and Nasirabad) and 7 Tehsils. 648 muzas and un- served population of around half a million will benefit from this rural telecom project. ii. Bids received for providing broadband services in Hazara Telecom Region (HTR) Submission and opening of Technical Proposals for Broadband HTR Region took place on 15th June 2009. Hazara Telecom Region consists of the districts of Abbottabad, Batagram, Haripur, Kohistan and iv. It ha s been observed that over the period of last censuses there have been certain c hanges in the boundaries of so me administrative units. It was, therefore, considered advisable that the ce nsus data may be presented according to the boundary position of these areas of some recent date. The census data of all the four censuses of Pakistan have, therefore, been adjusted according to the administ rative units as on 4th February, 1986. Background USF has undertaken a large number of rural telephony and e-services (RTeS) projects across the country to provide telephony coverage to the previously unserved areas. Before launching RTeS projects, called Lots, USFCo first determines the existing telecom coverage status in specific areas. Any such area that is void of telephony service of any kind is considered as unserved area and hence becomes part of the project targets. USF further classifies these areas as either mandatory or optional for provision of coverage under USF project(s) primarily on the basis of the population in these areas. This tender has therefore been launched to determine the same for the upcoming USF RTeS Lots and USFCo is inviting proposals for services of professional Consulting Firms having relevant experience. This ToR specifies the objectives and the areas where these services are to be rendered. 2. AJMAL KHAN1* 1Institute of Sustainable Halophyte Utilization, University of Karachi, Karachi-75270, Pakistan 2Department of Plant Sciences, Quaid-i-Azam University, Islamabad- 45320, Pakistan Abstract An ethnobotanical study of coastal plants from Hub, Lasbela District, Balochistan is presented. Numerous field surveys were carried out to collect information about the ethnobotanical uses of plants by local people. In total 48 wild coastal plant species from 26 families used for 12 different purposes were noted. Plant uses include fodder (56%), medicine (22%), food (5%), house hold utensils (5%), for increasing milk production in cattle (3%) and other uses (8%). Most frequently used species were from Poaceae (29%) followed by Amaranthaceae (Chenopodiaceae) (10%), Mimosaceae and Convolvulaceae (6%). About 56% of the collected plants were halophytes and rest of them were xerophytes (44%). Different plant parts were used to treat 12 disease conditions however, the use of leaves was highest (44%) followed by that of whole plants (19%). Local vegetation appears to be a major resource for the poor coastal communities which lack basic health care facilities and the information about plants has been passed on from one generation to the others in the family. With a little support, the cultivation and conservation of such natural resources, may result in sustainable maintenance and utilization of this plant wealth and uplift the socio-economic status of the people. It is also recommended that both the public and private sector should be encouraged to invest in these plants which have potential to become an economically viable industry.

The implementation of this project followed three steps: 1. Train young people (Young Champions) First, we recruited and trained Young Champions who are also Scouts to prepare them for the task of bringing out-of-school-children to different schools.
