Humanitarian Highlights

From 21–26 September, humanitarian agencies in southern undertook an interagency assessment in Shabwah Governorate to assess humanitarian needs, especially after the conflict that took place in April and May this year. UNHCR finalized its survey on children who are out of school that was initiated in April 2014 and conducted through the refugee community. The survey identified 941 such children in Aden and 132 in Kharaz camp. At the start of this academic year, 409 refugee children in Aden were sent back to primary school and 664 in Kharaz and Aden have been successfully enrolled in the accelerated learning programme. Water, Sanitation and Hygiene (WASH)

IOM formed water management committees and informed them about IOM’s WASH interventions targeting 41 members from water committees in Sarar, Rasad and Al Wade’a Districts in . IOM carried out a hygiene awareness campaign that reached 2,256 women, 2,579 men and 2,815 children; a total of 14,728 people in Lawder, Khanfer, Al Wadeé and Al Mahfed Districts, Abyan. IRC trained 86 community health volunteers in and Lawder Districts, Abyan. UNICEF rehabilitated water/sanitation facilities in six health centers in Al Husha and Al Azareq Districts in Al Dhale’e, a total of 26,450 people will benefit from this intervention. UNICEF rehabilitated water/sanitation facilities in seven health centers in Al Husha and Al Azareq Districts in Al Dhale’e, a total of 4,550 people benefited from this intervention. 2,800 people benefited from the rehabilitation/improvement of open wells in Markha Al Ulya in Shabwah Governorate, through UNICEF. UNICEF trained water committees’ members of 10 water projects on accounting and administration skills as well as operation and maintenance.

Najd Hawas health facility in Al Husha District , Al Dhale’e Governorate

Food Security and Agriculture Abyan:

WFP distributed food to 31,975 IDP returnees in Al Koud, Shuqra, and Zinjubar.

IOM distributed fishing tool kits and food vouchers to 188 beneficiaries in Ahwar. IOM also distributed livestock inputs and animal feed support to 44 beneficiaries in Sarar and 24 beneficiaries in Al Rakab.

NRC conducted nutrition awareness sessions in Khanfer, targeting 600 households. NRC also provided cash grants to 400 households in Khanfer, and targeted 655 workers with cash-for-work. In addition, NRC promoted consolidated farming and farmers training that targeted 300 farmer households.

ADRA distributed food vouchers to 6,466 households in the districts of Khanfer, Zinjubar, Sarar, and Mudiya, Abyan.

Mercy Corps trained 26 seed producers in Khanfer district, Abyan, and provided them with improved seeds. It also provided sesame seeds to 50 farmers.

FAO conducted a capacity needs assessment in food security covering the whole governorate.

Lahj:

WFP distributed food to 17,202 refugees in Kharaz Refugee Camp, and to 3,753 new refugee arrivals in the camp and 6,478 refugees in the reception centers in Dhubab, Mayfa'a, and Ahwer. WFP also distributed food to 1,489 coastal refugee arrivals.

FAO conducted a capacity needs assessment under the Food Security Information System Program covering the whole governorate.

CARE conducted hygiene awareness sessions reaching 137 households in Al Maqaterah and 121 households in Al Madareba and Aralarah. Under its Food-for-Assets Program, CARE reached 372 households in Almaqatirah and 290 households in Al-Madareba and Aralarah.

Save the Children implemented cash-for-work activities reaching 4,027 beneficiaries in Tuban, Al-Melah, and Al Habeelain. Under its livelihood assets project, it reached 3,639 beneficiaries in the same areas.

IMC distributed food vouchers to 240 households in Almaqatirah.

Al-Dhale’e:

WFP reached 1,037 beneficiaries in Al Dhale’e City with cash-for-work activities implemented by Society for Humanitarian Solidarity (SHS).

FAO conducted a capacity needs assessment under the Food Security Information System Program covering the whole governorate.

Health

WHO conducted a rapid needs assessment in Abyan District hospitals and health centres targeted Comprehensive Emergency Obstetrics’ Neonatal Care Centre’s (CEmONC) and Basic Emergency Obstetrics Care Centre’s (BEmOC). The objective was to identify gaps for rehabilitation, renovation, equipment, and essential drugs. This assessment targeted 13 centres (10 centres in Abyan, two in Lahj and one in Aden). The assessments was carried out in Rusud, Lawder, Al Wadeé, Al Mahfad and Ahwar district hospitals, and Sarar and Sabah health centres.

WHO distributed basic essential drugs, dressing materials and IV Fluids to Lawder district hospital, Al Wade`e district hospital, Al Mahfad district hospital and Mudiya district hospital.

WHO distributed basic essential drugs and essential paediatrics drugs for BEmOC Centre’s in Zinjubar and Al-Koud Centre Khanfar District.

WHO distributed anaesthesia drugs to Al Mahfad and Mudiya district hospitals.

WHO distributed psychiatric drugs to psychiatrics and mental health Hospital in Aden Governorate.

Multi-Sector: Migrants

August saw the highest number of new arrivals of migrants since 2014. As of 31 August, an estimated 48,454 migrants/refugees had arrived on the shores of Yemen. In August 2014, 10,483 migrants/refugees crossed into Yemen via the Red Sea (Djibouti) and the Arabian Sea (Somaliland/Puntland), a 60% in- crease compared with the number that reached Yemen in July 2014, and a 253% increase compared to the number that arrived in August 2013. Approximately 77% of the migrants who reached Yemen in August were of Ethiopian origin while the rest were Somali, maintaining the arrival ratio between the two groups that has existed for the last 3 years. However, only 16,243 persons (mainly from Ethiopia) have expressed intention of seeking asylum in Yemen and registered at DRC registration centers (Ahwar, Kharaz, May- fa’a). SHS noted that the number of migrants encountered and transported to Mayfa’a from Hadramaut, Shabwah and Abyan was a record high, reflecting nearly 50% of all new arrivals in August.

DRC identified 3,334 mixed migrants with specific needs, and provided them with protection counselling, welcome kits or onward referral to UNHCR, INTERSOS, IOM or YRC. Violent attacks against migrants and refugees continued along the Red Sea coast. Medical assistance and referrals were coordinated between

IOM, MSF and UNHCR as well as the local community. Some 70 migrants were reported to have been freed from trafficking dens during four raids conducted by the military in September.

UNHCR finalized its Out-of-School Children survey that was initiated in April 2014 and conducted through the refugee community. The survey identified 941 out of school children in Aden and 132 in Kharaz camp. At the start of this academic year 409 refugee children in Aden were sent back to primary school and 664 in Kharaz and Aden have been successfully enrolled in the accelerated learning programme; received school supplies, uniforms etc. UNHCR and INTERSOS selected 30 new refugee students for a technical scholarship programme for the year academic 2014-2015. Through INTERSOS these students were se- lected from Kharaz camp and Basateen.

UNHCR and INTERSOS successfully opened a Children’s Community Centre for children aged 0-17 years in Basateen. The centre hosts a variety of educational, recreational and cultural activities for refugee chil- dren and operates in two shifts from 8-5pm daily. It is envisioned that the youth communities will assist in the running of the centre so as to build a sense of ownership and professional and social responsibility.

The Centre for Refugee and IDP Studies at the Faculty of Law, University of Aden, conducted a training session on Refugee Protection during conflict on 24-25 September, with a focus on the role of authorities to provide protection. Some 20 participants from Security and Immigration in Aden participated; and the train- ing was delivered by University of Aden faculty of law and UNHCR.

On 17 September, news of a boat carrying some 110+ new arrivals capsized about 2km from the coast of Al Hamra, Hadramaut, was received. Fortunately, SHS patrols succeeded in encountering and rescuing all passengers, with no injuries to report, in an effective and timely manner. All new arrivals were referred and assisted at Mayfa’a Reception Centre.

The monthly MMWG meeting was held at UNHCR on 29 September. The meeting focused on the status and humanitarian condition of 100 economic migrants detained at IPNA, Aden.

Protection A workshop was conducted on Oxfam's Protection and Gender training for two days on 14- 15 September in Aden. The topics included (I) gender and gender based violence, (ii) Oxfam’s Code of Conduct and Safeguarding Principles, (iii) Protection concepts, tools, actors, Sphere Protection Principles and general principles for safe programming and protection main streaming in WASH.

DRC monitored 138 protection cases in Abyan. Out of which, eight cases were referred to NRC for provi- sion of Transitional shelter; seven cases were referred to CARE for provision of WASH, and 25 cases were referred internally to get assisted through the protection fund.

In the course of the community-level awareness sessions, DRC with the support of local community struc- tures in Al Asala, Al Roumaila and Sakin Ameen, in Abyan, has conducted three community theatre activi- ties to address issues related to school dropouts, dialogue and peace-building. The three sessions attend- ed by approximately 250 participants, including women and children.

DRC monitored 150 protection cases in Al-Dhale’e. DRC together with its three local partners in Al Dhale’e, Al Azareq and Jahaf conducted field visits and establish facts behind the monitored cases and facilitate ac- cess to assistance and services.

Child Protection

Aden: UNICEF is rehabilitating the juvenile care centre and transferring the juvenile court to the care centre.

Al Dhale’e: Child Friendly Spaces and Psychosocial support (PSS) targeted 9,839 during September (4,569 girls and 5,270 boys) in the five Child Friendly Spaces (CFS). Mine Risk Education (MRE): YEMAC in the south started activities in Al Dhale’e by conducting a workshop for 35 (25 males and 10 females) and orientation on MRE for 11,137 people (9,770 children including 4,218 boys and 5,552 girls, and 1,767 adults including 1,165 females and 602 males) in Al Dhale’e, Qattabah, Jehaf, Alazareq and Al Hussain Districts.

Abyan: DRC and INTERSOS in Abyan conducted awareness-raising sessions on gender-based violence, the six grave violations and child rights to vulnerable children in and Jaar through the 15 Child Friendly Spaces. UNICEF conducted a rapid protection assessment in Al Mahfed and Ahwar, Abyan.

Shabwah:

DRC conducted awareness-raising sessions on gender-based violence, the six grave violations and child rights to vulnerable children through one mobile and one fixed Child Friendly Spaces in eight affected districts in Shabwah. UNICEF conducted a rapid protection assessment in Rodhum, Mayfaá and Joul Alraida districts, Shabwah.

”I am happy to come to this centre with my peers. We come here to forget the bad memories we had few months ago when our school in Sinnah was under shelling. Our school was totally damaged and one student was killed. I want to live in peace. Noth- ing to fear or run away from,” said Somayah Awadh, 11, who was enjoying playing with other children who are benefiting from psychosocial and protection ser- vices. UNICEF in coordination with the Ministry of Social Affairs and Labour (MOSAL) is supporting five child friendly spaces in three targeted districts (Ald- haleé city, Al Jalilah and Sinah).

Education

UNICEF handed over five rehabilitated schools serving 8,500 children in Aden (Al Burieqa, Crater, Al Muala and Seera Districts) 8,400 schools kits have been distributed to children in Aden city, by UNICEF. 40,000 Hygiene kits were distributed to children in Aden city, by UNICEF. 19 schools received furniture for the students from Global Partnership Emergency Fund, in Aden. On 18 September, OCHA conducted training for humanitarian partners on interagency assessment tool to be conducted in Shabwah. The training was attended by 30 participants from different agencies. From 21–26 September, humanitarian agencies in southern Yemen undertook an interagency assessment in Shabwah to assess the humanitarian needs, especially after the recent conflict that took place in April and May, this year.
