Minutes of Shelter/CCCM/NFI Cluster Meeting

Review of Shelter/CCCM/NFIs Cluster coordinator reviewed with participants the previous meeting minutes / action action points as follow: points from  AYF was able share with cluster update for 180 HH IDPs fled mainly from Taiz and previous Hudaidah to Dar Aldheyafah in Shoqrah, Khanfar district, Abyan. meeting  Human Appeal Shared list of areas for distribution of NFI kits to IDPs and host

community in AlDhale..

 SAH did not show up in the meeting.

 AlAmal Association in Lahj shared the assessments outcome with Cluster 27HH IDPs from Karish to Aden, 12 HH IDPs from Tuban Al-Waht to Aden, 10 HH IDPs from Karish to different areas (Aden/Lahj) . Another assessment for 3956 HH IDPs from Karish to Karish.

 Cluster coordinator met with AMIDEAST's focal point and discussed on the referral mechanism of Call Center (Tawasol).

 There are 34 HH IDPs in Ba Aboud School in Mukalla, Hadhramout governorate. 4 HH

IDPs from Aden governorate and 30 HH IDPs affected by Chabala cyclone.  Distributed 34 food kits but there is a need for rehabilitation of water network in the

school.  Shared assessment update before.

Human Appeal

 Distributed 280 NFIs (4 blankets each HH) in Al-Dhale’a and Al-Hussain districts, Al- More emphasis is placed on Dhale’a governorate. The distribution process came after conducting assessment for coordination between HAI and Abyan beneficiaries and people affected by the war and after coordination with the coordinator and AYF representative will coordination council in Al-Dhale’a gov, Mr. Nabeel Al-Afeef. share updates with the cluster  Planning to distribute food items in . AYF representative contacted Abyan governor who in turn identified areas of distribution .

NRC  Distributed 188 NFI kits and shelter kits in Al-Madharebah district, Lahj governorate Yemen Shelter/NFI/CCCM Cluster www.sheltercluster.org 2 Shelter Cluster Yemen ShelterCluster.org Coordinating Humanitarian Shelter targeting IDPs from Taiz governorate. NRC to share with cluster updates on  Distributed 1250 food items funded by U.A.E R.C for IDPs from Taiz, displaced to Al- 250 HH IDPs in Ras Al-Arah, Lahj Hutah and Tuban districts in Lahj governorate governorate. IOM can intervene as well.

 NRC targeted 6 schools in Tuban, Lahj governorate with wash activities. NRC share more updates

UNHCR – SHS  Paid the third cash instalment to beneficiaries to rehabilitate their damaged houses, project targeted 500 damaged houses in Aden. SHS to share lists of 500 rehabilitated  Currently conducting an assessment of damaged health centers in AlDhale. houses in Aden and Assessment of 1000  Currently conducting an assessment of CCs sheltering HH IDPs in Hadhramout, Abyan damaged houses in Aden with no later and Lahj governorates for rehabilitation. than 30 March 2016.

Global Communities GC  Planning to distribute NFIs in Aden in cooperation with Al-Basmah Associaiton in Aden. Assessment data and information were shared and it was found that there are new updates. GC to share the assessment updates with Cluster.  Reported that number of HH/IDPs and host community increased from 2000 to 3000 (1054 host community in Tuban, Lahj governorate and 1946 in Aden.  Planning to target IDPs in Aden districts placing more focus on Salah Addin and Al-Rous Base. Registration process will be done for distribution of NFIs and wash intervention. GC to share updates with cluster.

IOM  distributed 320 NFIs out of planned 530 for HH IDPs from Taiz to Ras Al-Arah, Lahj.  Distributed NFIs, shelter kits and water tanks for 180 HH IDPs living in open air in

Karish, Lahj.  Planning to go to Al-Mahra to distribute NFI for 350 HH. Share Al-Mahra assessment outcomes  Reported on the mechanism of Displacement Tracking Matrix (DTM) with cluster in March 2016  Distributed NFIs for 1380 HH coming from Sana’a and Taiz to Al-Azareq, Qa’tabah and

governorate and other governorates (Majority from Mukairas) to .  UNHCR Protection coordinator reported also that almost 350 IDPs in Al-Mahra are from Sana’a and Taiz as per information received from humanitarian actors.

Islamic Relief: Share with cluster updates ASAP  Distributed 84 tents in Lawdar district for IDPs coming from Mukairas, Al-Baidha’a.  Reported shelter project and planning to target 500 houses, but waiting for approval.

AMIDEAST:  In partnership with UNHCR, AMIDEAST established a call center (Tawasol) aiming at UNHCR Share with cluster members contacting IDPs and providing them with information. The project was targeting Aden, forms to fill and send back to AMIDEAST Abyan and Sana’a but now Lahj is added to act as a bridge between PoCs and the this month, March, 2016. organizations providing assistance to IDPs where they started a free hotline with the number which can receive calls from Yemen mobile, MTN, public networks. .  UNHCR Protection coordinator will also share forms and any other related documents with Cluster in this regard.

YRC (Lahj):  Reported rehabilitation of 16 schools in Tuban, Lahj governorate funded by German Red Cross and implemented by YRC.  Planning to distribute NFIs for 81 HH IDPs coming from Al-Wazaiyah, Taiz to Al- Madharebah area, Lahj.

IDPs situation is very bad. Cluster member to share with HRC

 Coordination for distributing NFIs and other assistance should be via High Relief letters of interest to distribute NFIs etc Commission. Any organization desires to contribute to distribution of NFIs to Taiz ASAP should send a letter to the High Relief Commission Mr. Jamal Al-Faqih. High Relief Commission identifies directions for convoys.

 A joint meeting was held with High Relief Commission in Taiz for identifying

directions of convoys.  Human Appeal distributed 2000 NFIs in Al-Mudhafar, Al-Qahera and IDPs in Al- Turbah and neighboring areas.  Human Appeal distributed NFIs for 380 HH IDPs and marginalized groups in Taiz. NFIs were bought from inside Taiz city.  U.A.E R.C distributed 20000 food items in Taiz.  WHO planning to distribute medicines to Taiz.

To Aden  Abyan Coordiantore reported 120 HH displaced from Abyan to Aden due to water problems. To Abyan  Abyan Coordinator reported more IDPs displaced from Mukairas to Lawdar and they are in a very pressing needs of relief assistance.  85 HH IDPs to district Abyan.  360 IDPs to Khanfar district from Taiz.  20 HH IDPs increase in Shuqra, Khanfar district.

To Lahj  More HH IDP displaced from Taiz to Ras Al-Arah Lahj. To AlDhal:  MORE IDPs are expected to flee from hot spot areas such as Qa’taba, Damt etc to Al-Dhale’a.

Challenges and  Inaccessibility due to security. Gaps.  Coordinating with local authorities, Goverorates coordinators needs to be enhanced more.  Cluster coordinator reported that less and weak contribution of cluster members for reporting and sharing comprehensive assessment for CCs and Shelter/CCCM/NFIs, distribution activities to cluster.  Role of IDPs Executive Unit is inactive.

AOB - Cluster coordinator emphasized the urgency of obtaining assessment and information on CCs. - Cluster coordinator advice cluster members not to stick the list of CCs but also Yemen Shelter/NFI/CCCM Cluster www.sheltercluster.org 6 Shelter Cluster Yemen ShelterCluster.org Coordinating Humanitarian Shelter look for more CCs. - Mr. Saed Alsadi Abyan coordinator reported the formation of relief committee in Abyan to be contacted and coordinated with by cluster members.

- Mr. Sa’eed Alsaeedi reported that Social Fund for Development has 2 billions for rehabilitation and this can adapt remedies in this regard.

- Report sent by National Officer Monir indicates there is little benefit. More feedback is needed in this regard.

- Identifying MAX range of rehabilitation of damages houses.
