    FOUR IMMEDIATELY IMPLEMENTABLE REFORMS TO ENHANCE MYANMAR’S NATIONAL HUMAN RIGHTS COMMISSION 12 November 2019 Summary The Myanmar National Human Rights Commission (MNHRC), Myanmar’s national human rights institution (NHRI), must do better to promote and protect human rights in the face of persistent rights violations and abuses throughout the country. To do so, it must also be empowered by legislative and other measures by the Government of Myanmar to fulfill its mandate independently, impartially and effectively, in line with international standards on NHRIs. The required legal and structural reforms are well known. They were identified by the Global Alliance of National Human Rights Institutions (GANHRI) in its 2015 accreditation assessment of the Commission. Many of its recommendations were reinforced by the MNHRC’s own self-assessment in 2018. The MNHRC continues to command low levels of public confidence and presently operates with the minimum possible number of appointees (seven Commissioners of a possible 15).1 A central impediment to its effectiveness is a lack of independence, owing largely to flaws in the selection and appointment process of its Commissioners, which also fails to facilitate a gender balance and diversity of backgrounds, and to weak legal protections accorded to the institution under law. The Commission’s mandate, as provided in the 2014 MNHRC Law, and the manner in which that mandate has been interpreted by the Commissioners, serve to limit the MNHRC’s effectiveness. Included were 69 students from Thayawady Prison. The release comes a day after newly appointed State Counsellor Aung San Suu Kyi pledged to strive for the granting of presidential pardon to political prisoners and other political activists deemed to be unfairly detained. Concerning those who remain detained for political reasons but come under the umbrella of people eligible for pardon, the State Counsellor’s Office released a statement on 8 April stating that the cases of those who were attending hearings on 8 April were revoked but the process for dropping charges against those who had not yet been assigned a fixed court date will require further work. Aung San Suu Kyi pledged in the statement that the process for releasing the remaining detainees would be carried out when courts reopened after the Myanmar New Year holidays which ends on 20 April. A correct and accurate voter list needs to successfully hold the elections. 3. The Union Election Commission compiles the basic voter list for the 2015 general elections. 4.     Euro-Burma Office 30 January - 12 February 2016 Political Monitor 2016 POLITICAL MONITOR NO.3 OFFICIAL MEDIA PYITHU HLUTTAW (LOWER HOUSE) SESSIONS The First regular session of the Second Pyithu Hluttaw (Lower House) was convened in Nay Pyi Taw on 1 February, electing MP Win Myint (National League for Democracy) from Tamwe Constituency as Speaker and T Khun Myat (Union Solidarity and Development Party) from Kutkai Constituency as Deputy Speaker. Following a formal transfer of duties and an oath-taking ceremony, newly elected Speaker Win Myint extended greetings, hailing the day as ‘Myanmar’s historic day, which brings pride to the democratic transition’. He also pledged to strive, without corruption, in conformity with parliamentary laws, rules and regulations, to create democratic opportunities in the country. The Speaker also urged MPs to bring honour to the country by observing rules, regulations and disciplines related to the parliament, highlighting a well-known saying that says a lawmaker should not be a man who breaks the law.1 The Second Day of first regular session in Nay Pyi Taw, with discussions for the formation of its Bill Committee and the Public Accounts Committee. Speaker of Pyithu Hluttaw Win Myint submitted nominations for the Bill Committee and the Public Accounts Committee to the parliament. Tun Aung (a) Tun Tun Hein (National League for Democracy) of Nawnghkio Constituency is set to act as the chairman of the Pyithu Hluttaw Bill Committee, formed with 15 members, while Stephen (Union Solidarity and Development Party) of Kengtung Constituency will serve as secretary. For the Pyithu Hluttaw Public Accounts Committee, Aung Min (National League for Democracy) of Zalun Constituency was nominated for the chairman of the committee and Khin Maung Than (National League for Democracy) of Toungoo Constituency for the secretary.
