Democracy is “a form of government in which the ​ people have the authority to choose their governing legislation.” However, the values and standards of democracy have not yet been established in Burma and the people’s authority over their daily lives and fundamental rights is fading. It is clearly shown that Burma is deviating from the path of democracy as those who exercise their right to freedom of speech and expression which is a fundamental right in democratization, face not only oppression and restrictions but arbitrary detentions and arrests. This September, freedom of speech and expression became more severely restricted. A total of 34 students and members of student unions from Rangoon, Mandalay, Meiktila Monywa, Pakokku and Pyay Townships were charged under Section 19 of PAPPL or Section 505(a)(b) of the Penal Code or Section 25 of the Natural Disaster Management Law for staging protests in related to the conflict in Arakan. Among them, 23 students were formally arrested and one was sentenced. In addition to this, four civilians were arrested. Moreover, Sithu Aung a.k.a Saung Kha was fined under Section 19 of PAPPL for protesting to reinstate internet services in Arakan and Chin states.

    Euro-Burma Office 6 – 13 July 2012 Political Monitor 2012 POLITICAL MONITOR NO. 22 OFFICIAL MEDIA CHINESE MINISTER OF PUBLIC SECURITY MENG MAKES OFFICIAL VISIT Chinese Minister of Public Security and Member of the State Council Meng Jianzhu met President U Thein Sein in Nay Pyi Taw on 10 July, where they discussed the promotion and strengthening of a comprehensive strategic cooperative partnership, more cooperation in the prevalence of law and order and security measures in the Mekong region, cooperation in peace and stability of border areas and anti-narcotic drives and friendly cooperation in areas of mutual interest. Minister Meng also met Lower House Speaker U Shwe Mann and Defense Services Commander-in-Chief Vice Senior- General Min Aung Hlaing. They also stressed the need to maintain the special Pauk-Phaw friendship and to further strengthen cooperation in fighting transnational crime, the elimination of narcotic drugs and promoting matters of mutual interests. Both sides also recognized the need to enhance and promote the prevalence of peace and stability in the Mekong Delta region. The UNHCR chief also met Vice- President Dr. Sai Mauk Kham, as well as the Speakers of both the Upper and Lower Houses and discussed cooperation in provision of assistance for those in refugee camps in Rakhine State as well as plans to assist Burmese migrant workers living in Thailand.2 NEW US AMBASSADOR MITCHELL PRESENTS CREDENTIALS TO PRESIDENT The newly-accredited Ambassador of the United States of America to the Republic of the Union of Myanmar Derek James Mitchell presented his credentials to President U Thein Sein on 12 July in Nay Pyi Taw.

(2) Le 25 octobre 2004, le Conseil a arrêté la position commune 2004/730/PESC 2 concernant des mesures restrictives supplémentaires à l'encontre de la Birmanie/du Myanmar et modifiant la position commune 2004/423/PESC. (3) Le 21 février 2005, le Conseil a arrêté la position commune 2005/149/PESC 3 modifiant l'Annexe II de la position commune 2004/423/PESC. (4) L'Union européenne rappelle sa position sur la situation politique qui règne en Birmanie/au Myanmar et considère que les développements récents ne justifient pas une suspension des mesures restrictives. (5) En conséquence, les mesures restrictives à l'encontre de la Birmanie/du Myanmar énoncées par la position commune 2004/423/PESC, telle que modifiée respectivement par les positions communes 2004/730/PESC et 2005/149/PESC, devraient rester en vigueur. This publication is also an important milestone for Myanmar Development Research (MDR) as it is the organization’s first project that was conducted directly in response to the needs of civil society and different stakeholders who have been putting efforts in the process of the political transition of Myanmar towards a peaceful and developed democratic society. We would like to thank our supporters who made this project possible and those who worked hard from the beginning to the end of publication and launching ceremony.
