1. *Sheikh Salahuddin:

Will the Minister for Production be pleased to state:

(a) the main reasons of losses of Steel Mills, at present; and

(b) the steps being taken to over come the said losses?

Minister for Production (Mr. Anwar Ali Cheema): The main reasons for losses of PSM at present are given below:—

• PSM is functioning at 15% Capacity Utilization. Sufficient raw materials cannot be procured due to liquidity crunch. Raw materials required for operation are insufficient, badly affecting operations.

• Fixed cost cannot be covered at low capacity operation, resulting in operating losses.

• The breakeven point of Capacity Utilization is 75% which can only be obtained in the presence of sufficient raw material in hand.

• Sales revenues are very low, due to decreased production.

• Due to continuous losses, liabilities are increasing. 2 (b) The steps taken to overcome the said losses are given below:—

• New CEO and CFO have been appointed. Vacancies in the Board of Directors have been filled to strengthen the Board.

• Financial requirement of PSM for improving the capacity is being assessed. PSM is striving hard to get balance amount of bailout package amounting to Rs. 14 billion approx. (Rs. 5 billion term loan + Rs. 9 billion approx. for rescheduling of loans) contained in the Business Plan of PSM approved by the Government to improve the production thereby losses would be minimized and the breakeven point would be achieved.

2. *Mr. Sajid Ahmed:

Will the Minister for Industries be pleased to state:

(a) the details of the production capacity of each cement factory in the country at present; and

(b) whether those factories are producing cement as per their capacity; if so, the details thereof?

(b) The actual production capacity is 44.217 million tonnes per annum against which 31.426 million tonnes is being produced as per demand.

3. *Mr. Sajid Ahmed:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that different rates have been fixed for day and night utilization of electricity by digital electric meters installed in the country for domestic consumers; if so, the reasons thereof;

(b) whether it is also a fact that various rates of electricity are being charged at present from the consumers on new and old electricity meters; if so, the reasons thereof; and

(c) whether it is further a fact that different rates have been fixed on the consumption of 100 units and above; if so, the justification thereof?

Minister for Water and Power (Syed Naveed Qamar): (a) On 05-09-2008 NEPRA decided that different rates for peak (4 hours a day i.e. from 6.30 p.m. to 10.30 p.m.) and off-peak hours 10.30 p.m. to 06.30 p.m. (remaining 20 hours) will be charged to all categories of consumer having sanctioned load 5 KW and above. Appreciably lower rates are offered for off-peak hours than peak hours. World vide such tariff policy is adopted to discourage high consumption during peak hours to reduce peak demand in order to achieve cost effective load management. This also provides good incentive to the consumers for using more energy during off-peak hours reducing their electricity bills substantially.

(b) Different rates for peak & off-peak hours can be implemented through digital TOU (Time of Use) meters. Thus peak and off-peak hours tariff rates are applicable to only those consumers having TOU meters and sanctioned load 5 KW and above. Others consumers who have not been provided TOU Meters as yet are being charged as per general supply tariff rates till the time their meters are replaced with TOU meters. 5

(c) In order to provide relief to poor people, is providing cheaper electricity to the low income/middle income group of domestic consumer. Therefore, tariff rates are fixed at lower level for low income customers and high for comparatively higher income customers.

4. *Mr. Himayatullah Mayar:

Will the Minister for Water and Power be pleased to state:

(a) the details of permission granted by Private Power Infrastructure Board (PPIB) for launching of Power Projects in the country during the last four years;

(b) the name of such projects launched during the said period alongwith the details thereof; and

(c) the name of those projects having not been launched so far alongwith the action taken against the responsibles?

Minister for Water and Power (Syed Naveed Qamar): (a) The details of various private power projects to whom PPIB has issued letter of Intent (LOI) and letter of Support (LOS) during the last four years is at Annex-A.

(b) A total of twelve (12) IPPs (six gas based and six oil based IPPs) having a cumulative capacity of 2,530 MW have been commissioned since March, 2008. List is at Annex-B.

(c) Status-wise list of aforesaid IPPs to whom LOI and LOS have been issued by PPIB is given at Annex-C. The projects are processed under Power Policy 2002 which offers certain incentives and penalties and the projects are being managed accordingly: 6 7 8 9 5. *Rana Mahmood -ul- Hassan:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that violations of pre-qualified documents and PPRA rules were made in awarding the contract of Golen Gol Hydropower Project;

(b) whether it is also a fact that the contract was given to an unqualified consortium and blacklisted firm of the World Bank and adding new firms in consortium even after the last date of submission of bids without the approval of WAPDA;

(c) if so, the steps being taken to investigate the said violations to make the responsibles accountable;

(d) whether it is also a fact that the contract of the said project was not given to the lowest bidder; if so, the reasons thereof; and

(e) the steps being taken to streamline the affairs of said project at an earliest?

Minister for Water and Power (Syed Naveed Qamar): (a), (b), (c), (d) and (e) WAPDA’s contention is that no violation of PPRA Rules were made. Tenders were opened on 30-06-2011 wherein following pre-qualified firms except at serial No. iv had participated.

(i) M/s Andtritz Hydro, GmbH, Austria

(ii) M/s Rainpower Norway-Alstom Grid Pakistan as Joint Venture

(iii) M/s FARAB Iran

(iv) M/s UCM Resita Romania-Litostroj (Slovenia) and Technicon (Pakistan) as Joint Venture.

However, at the time of bid submission M/s Andtritz Hydro and Rainpower formed consortium i.e. (Andritz Hydro and Andritz Technology China), (M/s Rainpower-Alstom Grid Pakistan, M/s Indar, Spain and M/s AL-Fajr, Pakistan). 10 The Golen Gol Consultants M/s Fitchner first carried out the evaluation of both Consortiums at par with each other and declared them Responsive. WAPDA Constituted a Tender Evaluation Review Committee who also declared both the above mentioned Consortiums responsive.

On the representation of M/s Andritz Hydro, the Minister for Water and Power constituted a Fact Finding Inquiry Committee. The Committee in its report observed that there were some technical discrepancies besides other issues. As such the case was referred to NESPAK for comments/report with regard to technical discrepancies highlighted by the complainant (M/s Andritz Hydro). The report furnished by NESPAK is in the process and under examination with competent authority.

25. Mr. Salahuddin:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that a large number of appointments were made in WAPDA since March, 2008 till date;

(b) if so, the justifications thereof?

Minister for Water and Power (Syed Naveed Qamar): (a) 3263 appointments have been made in WAPDA since March, 2008 till date in different categories. Basic Pay Scale-wise detail is attached as (Annex-I).

(b) It is an admitted position that manpower in any organization enhances efficiency and overall performance. Recruitment of staff is, therefore, a continuous and ongoing process.These appointments were made to fill vacant positions and to meet operational requirement of the filed organizations spread all over the country. Now ban on fresh recruitment has been imposed w.e.f. 11-10-2011 as per policy instructions of Federal Government, which is still operative.

115. Moulvi Asmatullah:

Will the Minister for Housing and Works be pleased to refer to Un- Starred Question No.63 replied on 21-11-2011 and to state the authority in each case who issued the allotment letter and allowed the employees of to reside on standard rent basis in the government owned houses and lats in Islamabad before and after the privatization of PTCL alongwith the justification in each case?

Reply not received. 3 2. Malik Shakir Bashir Awan:

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that there is a water leakage in the wash rooms of family suits of Gulshan-e-Jinnah, Sector F-5/1, Islamabad for the last three months; if so, the reasons thereof;

(b) whether it is also a fact that complaints for the said water leakage have been registered in the relevant Inquiry office; if so, the details thereof; and

(c) whether it is further a fact that no action has been taken to control the said leakage; if so, the reasons thereof alongwith the damages occurred therefrom?

Minister for Housing and Works (Makhdoom Syed Faisal Saleh Hayat): (a) Most of the family suits at Gulshan-e-Jinnah Complex are more than 25 years old. The underground water carrying conduit system of bath rooms has outlived its normal life and there are a number of complaints regarding the leaking bathrooms. Although this state of affairs is checked by Pak-PWD through day to day repair/maintenance, but due to gross scarcity of funds, the problem is not full addressed. A survey has recently been conducted to identify the leaking bathrooms details whereof are given in Annex-A.

(b) Yes, 08 (eight complaints have been registered with the complaint office during the last three months (Annex-B).

(c) The department is doing its best to get the bathrooms repaired as per available financial and human resources. The details of bathrooms which have been repaired and where the work is in progress are given in Annex-C. However, owing to non allocation of funds the maintenance has some limitations.

It is further mentioned that, no amount has exclusively been earmarked during this financial year for the Complex. An amount of Rs.130,528/- has been incurred on two number bath rooms during the current financial year (detail of bath rooms is Annex-D). Total 10 Nos. bath rooms have been repaired in the current financial year through Departmental Labour.

Will the Minister for Housing and Works be pleased to state:

(a) the year-wise residential sectors established/constructed in Islamabad during the last four years; and

(b) the year-wise total expenditures incurred on the repair of government houses in those sectors during the said period?

Minister for Housing and Works (Makhdoom Syed Faisal Saleh Hayat): (a) No residential Sector has been established / constructed during the last four years.

(b) Not applicable.

9. Ms. Nighat Parveen Mir:

Will the Minister for Water and Power be pleased to state:

(a) the total number of applications received by Faisalabad Electric Supply Company for agriculture tube well connections during the period from January, 2007 to July, 2008;

(b) the total number of connections provided to those applicants so far; and

(c) the total number of said connections being provided by the FESCO in a year alongwith the criteria adopted thereof?

Minister for Water and Power (Syed Naveed Qamar): (a) Total number of applications for tubewell Connections received during the period 01-01-2007 to 31-07-2008 are 2959.

(b) Total number of tubewell connections given during the period 01-01-2007 to 31-7-2008 are 2631.

(c) Detail of Tubewell connections given by FESCO during the said period: 5 Connections installed during 01/2007 to 06/2007 = 705 Nos Connections installed during 07/2007 to 06/2008 = 1742 Nos Connections installed during 01-07-2008 to = 184 Nos 31-17-2008 Total: = 2631 Nos

Previously, the tubewell connections were given on the basis of centralized quota. However, from April 2011, pursuant to the decision of Lahore High Court, Multan Bench, quota system is abolished and now tubewell connections are given in chronological order of deposit of Demand Notice amount.

11. Mrs. Nisar Tanveer:

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that monthly salaries have not been provided regularly since long to the maintenance staff/employees of Pak. PWD, Islamabad; if so, the reasons thereof alongwith the time by which monthly salaries will be provided to those staff/ employees regularly; and

(b) whether there is any proposal under consideration to allocate the maintenance funds separately by Pak. PWD for the said purpose; if so, when it will be implemented; if not, the reasons thereof?

Minister for Housing and Works (Makhdoom Syed Faisal Saleh Hayat): (a) The delay in payment of salary for the one month occurred due to late release of funds.

(b) Yes, there is proposal under consideration to, separate the maintenance and salary budget heads and for creation of separate Personal Ledger Accounts (PLA-5).

15. Dr. Darshan:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that transformers of 50 KV installed at Village Juma Khan, Narejo, Tehsil Mehr, District Dadu have been burnt; if so, the reasons thereof; and 6

(b) whether there is any proposal under consideration to replace such transformers with 100 KV transformers; if so, when it will be replaced?

Minister for Water and Power (Syed Naveed Qamar): (a) The transformer of this village was burnt due to kunda connections causing LT conductors touch each other. The transformer will be replaced as soon as the recovery of dues is made.

(b) There is no requirement for replacement with 100 KVA transformer. The installed 50 KVA transformer is sufficient for 13 connections comprising load of only 13 KW.

42. Mr. Riaz Fatyana:

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that the Pakistan Public Works Department (Pak. PWD), Faisalabad opened tenders on 5th March, 2012 to launch development projects in T.T.Singh (NA-94);

(b) whether it is also a fact that the work orders have not been issued so far thereof; and

(c) if the answers to part (a) and (b) above are in the affirmative, the reasons thereof alongwith the action taken against the responsibles so far?

Minister for Housing and Works (Makhdoom Syed Faisal Saleh Hayat): (a) No tenders were opened on 5th March, 2012 for NA-94.

(b) Not applicable.

(c) Not applicable.

79. Raja Muhammad Asad Khan:

Will the Minister for National Regulation and Service be pleased to state the prescribed procedure adopted for the registration of medicines in the country at present? 7 Minister for National Regulation and Services (Dr. Firdous Ashiq Awan): Procedure for registration of medicines is prescribed under the Drugs Act 1976 and the Drugs (Licensing, Registering and Advertising) Rules, 1976 framed there under. An application is made to the Registration Board, set up under Section 7 of the said Act. The Registration Board, after evaluation of the application and satisfying itself of the safety, efficacy and quality of the drug, applied for, may register the drug. The Board if desired may also get the premises in which the manufacture is proposed to be conducted.

An Ordinance has also been promulgated on 16th February 2012, establishing Drugs Regulatory Agency of Pakistan under Ministry of National Regulations & Services which is mandated to deal with the subject.

2. Mr. Sajid Ahmed:

Will the Minister for Water and Power be pleased to state the month wise details of the total amount paid by the Government to each of the power generation company during the last five fiscal years till date?

Will the Minister for Water and Power be pleased to state:

(a) whether there is any proposal under consideration to set up a separate Grid Station for provision of electricity to District Torghar;

(b) if so, when it will be implemented?

Minister for Water and Power (Syed Naveed Qamar): (a) & (b) There is no proposal under consideration to set up a separate Grid Station for provision of electricity to District Torghar.

4. Mr. Laiq Muhammad Khan:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that 50 KV transformer installed at Village Phuldar, Union Council, Nikkah Pani, Tehsil Oghi, District Mansehra is not functioning properly since long; if so, the reasons thereof; and

(b) whether there is any proposal under consideration of the Government to replace the said transformer with 100 KV; if so, when it will be implemented?

Minister for Water and Power (Syed Naveed Qamar): (a) The 50 KVA transformer of village Phuldar Union Council Nikka Pani Tehsil Oghi became damaged in November, 2011. The transformer was repaired and electric supply restored to public immediately & now the transformer is running on 2 phase. However the transformer will be replaced with another healthy 50 KVA transformer within two days.

(b) There is no any proposal under consideration to replace the said 50 KVA transformer with 100 KVA transformer, as the 50 KVA transformer is operating under load. 11

5. Moulvi Asmatullah:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the uniform loadshedding of electricity is not being observed by all the feeders of grid station Kallar Syedan, District Rawalpindi;

(b) if so, the feeder-wise total number of hours of said loadshadding observed during the period from 1-1-2012 till date in the said area;

(c) whether it is also a fact that performance based evaluation has not been conducted of the said Grid Station; if so, the reasons thereof; and

(d) the steps being taken to ensure uniformity regarding loadshedding of electricity among all the feeders of the said grid station?

6. Moulvi Agha Muhammad:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that transformers installed at Dhoke Hayat Bux and Naumb Toga, Tehsil Kallar Syedan, District Rawalpindi have become over loaded;

(b) whether there is any proposal under consideration to replace/ install heavy KV transformers therein; if so, when it will be implemented?

Minister for Water and Power (Syed Naveed Qamar): (a) Yes, it is fact that the transformers of Dhoke Hayat Bux and Naumb Toga, Tehsil Kallar Syedan District Rawalpindi are overloaded. 12 (b) 2 LV proposals for installation of additional 50 KVA transformers are prepared, approved and work order issued on 03-05-2012 for the redressal of low voltage in said areas. The work is likely to be completed on 20-05-2012.
